Library Board--Minutes Monday, October 10, 2011- 7:00 pm Conference Room Smith Public Library 300 Country Club Rd., Bldg. 300 Wylie, Texas 75098 CALL TO ORDER Announce the presence of a Quorum. Members present: Grace Morrison, Gerri Washington, Shirley Burnett, Mindy Ayers, Junaid Najamuddin, Candy Arrington, Rachel Orozco (Board Liaison) Members absent: Gregg Wooding CITIZENS COMMENTS ON NON-AGENDA ITEMS Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name and address. Board requests that comments be limited to three (3) minutes. In addition, the Board is not allowed to converse, deliberate or take action on any matter presented during citizen participation. There were no citizens present at the meeting. PRESENTATION No presentation was made during the meeting. ACTION ITEMS The Library Board Minutes of Monday, September 12, 2011 were approved as presented. Borrower Policy Discussion: Interlibrary Loan is a privilege because we are borrowing books from other libraries. The situation that has been occurring is a family will have library cards that are not linked together. As a result, they may have high fines on all their cards but one and they will use that one to check out books. The adult should be responsible for all cards that they are connected with. The language we would like to add is as follows: "To borrow from interlibrary loan, patrons must be in good standing including adults who are responsible for cards of minor children." The other change is under Reserving Materials, Item 4, the number of holds has been raised from five holds to ten holds at a time. October 10, 2011 Library Advisory Board Regular Meeting Minutes Page 2 of 3 Under "New Cards" the word "or" needs to be added in the first line before "utility bill" for clarification. These are the two main issues we have encountered with this Policy since we have opened. The Borrower Policy was approved with revisions as discussed. Study Room Policy Discussion: We need to have some guidelines because we have some people that are camping out all day in the study rooms. Rachel surveyed other area libraries and about half of them have a 2 to 3 hour limit per day because it is a community space. The Study Room Guidelines were discussed and approved as presented. Computer Lab Policy Discussion: This Policy is very similar to the Tour Policy. Therefore, Mindy Manson said the Policy does not need to be presented to the City Attorney for approval. The Computer Lab Policy and Request Form were discussed and approved as presented. DISCUSSION ITEMS There were no discussion items at the meeting. STAFF REPORTS The issue was brought up again about installing additional security lights at the outside book drop. Shane, the Construction Manager, is going to try and do something. This was something that was discussed prior to opening but there is no electricity out there. Rachel feels confident that Shane will work something out to remedy the situation. The issue of having a camera at the outside book drop was brought up again. Rachel will get with Shane about this but doesn't think there are any cameras outside any of the buildings. There is still some bond money that will be used to finish out the kitchen area. Frustration with the lack of operational computers and the inconsistency of the internet service was brought up. Rachel again assured the Board that these issues have been reported to IT and are being addressed. The tile project has been completed and just needs to be hung on the wall. The section of the children's tiles will be placed between the YA Staff Office and the Family Restroom. The section with the business tiles will be placed near the Business Center. There are still some large tiles left and Lynn Grimes is going to see if there are any additional businesses that still would like to design a tile to be included. October 10, 2011 Library Advisory Board Regular Meeting Minutes Page 3 of 3 Update on Library Activities: '" We participated in National Night Out which resulted in 22 new borrowers. We have been asked to participate in a Halloween event at the Woodbridge Broadstone apartments. We will promote the library and do library card registration. We are going to participate in the Arts Festival. The Friends held their promotional day at the American National Bank and they sold another print. Candy Arrington is the Reach for A Star Chair and on Saturday, November 5 from 9:00am to 12:00 noon we are going to have a kickoff event in the foyer and outside if weather permits. On October 25 at 6:30 the Wylie High Flute Choir is going to perform Halloween Trick-or-Treat music. On October 26 we are holding our character storytime and the staff will dress up that day too. The children will parade around the library in their costumes. On October 27 the Library will participate in Boo on Ballard to do library card registration. We are having early voting again beginning October 24 and going through November 4 with the general election being held here on November 8. On December 12, in lieu of a Board Meeting, a Dip `n Dessert Party honoring Library Staff will be held. This is still tentative pending the City Manager's approval to close the Library at 6:00pm on that day. The library will be closed for four days at Thanksgiving and Christmas. It is a City Ordinance that if the City closes on a Friday or a Monday the library will be closed that weekend. We now stay open on the short weekend holidays but will be closed on long weekend holidays. The library will be closed for Thanksgiving from November 24-27`h and closed for Christmas from December 23-26th. An inquiry was made as to whether there is a "wish list" for books that may be donated in honor of Rita Smith. Rachel advised there is no actual wish list but there is a form that can be completed in order to make a donation in Rita's memory. Diane Culver brought a Journalism student to the library that needed to do a segment for the morning announcements at Wylie East. They toured the building and Rachel also gave him some current library data to include. We have had 100,000 people visit the library since it opened.
