A quorum was present and notice of the meeting had been posted in the time and manner required by law. Memoers present were Chairman Brian Chaney, Vice- Chairman Bart Peddicord , Cecilia Wood, Marty Stovall and Steve Wright. Staff members present were Code Enforcement Cofficer Roy Faires and Secretary Francis Varnell . Ron Jeffries and Bob Skipwith were absent. Chairman Brian Chaney called the meeting to order. APPROVAL OF MINUTES: Brian Chaney corrected the Minutes of November 21 , 1988 by stating that Mr. Faires had made some very important points concerning undersized waterlines and the lack of fire hydrants in other subdivisions in the ETJ that were constructed under county regulations. Mr. Chaney also corrected the name of Bob Skipwith in lieu of Boo Skipworth in the Minutes of December 5, 1988. Bart Peddicord made a motion to accept the Minutes as corrected. Seconded by Mart ✓ Stovall . The motion carried with all in favor. CONDUCT PUBLIC HEARING ON AN AMENDMENT TO THE ZONING ORDINANCE NO. 85-23-A1 SECTION 17 - BY ADDING UNDER SPECIFIC USE SECTION ITEM 9 - OUTSIDE SALES OF FEED AND SEED IN CONJUNCTION WITH A FEED AND SEED STORE. Chairman Brian Chaney opened the Public Hearing and being that there were no comments or opposition the Public Hearing was closed. CONSIDER RECOMMENDATION TO CITY CODICIL ON AMENDMENT TO THE ZONING ORDINANCE - BY ADDING UNDER SPECIFIC USE SECTION - ITEM 9 - OUTSIDE SALES OF FEED AND SEED IN CONJUNCTION WITH A FEED AND SEED STORE. Planning and Zoning recommended approval to City Council for the adoption of this ordinance. A motion was made by Chairman Brian Chaney to recommend approval to City Council of this amendment to the Zoning Ordinance and seconded by Bart Peddicord. The motion carried with all in favor. DISCUSSION OF THE MASTER LAND USE PLAN. Code Enforcement Officer Roy Faires provided an exhibit of the existing Master Land Use Plan by showing the Planning and Zoning Members how certain colors indicates the different type of zoning for that area. Mr. Faires then answered questions by various members of the Planning and Zoning Commission concerning possible locations for race tracks and also attempted to answer questions concerning Mayor Trimbles project as described in the various papers. Mr. Faires also suggested that for future planning we should possibly consider a covered mall concept for Ballard from the railroad track to Brown Street. GENERAL DISCUSSION. Vice-Chairman Bart Peddicord displayed a map of Wylie showing what nad already been annexed according to City Secretary Carolyn Jones, and that he would like to keep it up to date. He also stated that he would obtain more maps for the members for talking about zoning. Cecelia Wood stated whoever is responsible for the sign that reads "Capital Improvements, City of Wylie" on a street that : s tender construction is a compliment to the city. She continued to say that several citizens have commented on the sign and that it lets them know what : s going an. Steve Wright stated that the sign informs the public the streets are order improvement not repairs. 'vFce-Chairma;. Bart =eddicord stated that they should do a better 2,00 of con,;eying to the downtown merchants of what the plot glans are. Cecelia Wood also talked about the railroad crossings. in how the knowledge of closed and opened railroad crossings would help in the planning of zones. There being no further business, a motion was made to adjourn with all in favor. E. , Staff Engineer (1+— DATE: January 11 , 1989 RE: Singletary & Beckham Request for Release of ETJ on 104 acre Tract The above referenced request for the release of Wylie' s ETJ is based upon the argument that the Collin County Subdivision Regulations will provide adequate guidelines under which to construct the development. Following are my concerns with allowing the County Regulations to apply: The Collin County Regulations request that the developer supply the County a water service plan for the subdivision, but in reality, there is no way that the County can force the developer to supply said plan, much less, make him change the plan should it not provide any fire protection capacities. In addition to that, the County can not require the developer to provide evidence indicating any type of water service to the subdivision inorder to deny the plat. The roadway design standards listed in the Collin County Subdivision Regulations are substantially less than the requirements of the City of Wylie Subdivision Regulations. The main difference being the allowance of asphalt roadways with open ditch drainage facilities by the County. This road design would be adequate if the two-coarse surface treatment were eliminated completely as an option. The City of Wylie street construction standard is far superior because of the concrete pavement and the underground storm drainage requirements. I would recommend that the City of Wylie not relinquish its ETJ requirements on this tract of land at this time.
