Consider and act upon approval of a Concept Plan/Site Plan for Williams Addition, Block A, Lots 3-5 on three lots on 4.1 acres, generally located north of FM 544 and approximately 825 feet west of Springwell Parkway. 2. Consider a recommendation to the City Council regarding a Replat of Williams Addition, Block A, Lots 3-5 creating three commercial lots. Subject property being generally located north of FM 544 and approximately 825 feet west of Springwell Parkway. 3. Consider and act upon a Site Plan for Waterbrook Bible Fellowship, a Worship Facility located at 507 Thomas Street. 4. Consider a recommendation to the City Council regarding a Preliminary Plat for Waterbrook Bible Fellowship, a Worship Facility located on 4.613 acres at 507 Thomas Street. Public Hearing 1. Present with Chairman Johnston were, Commissioner David Dahl, Commissioner Ramona Kopchenko, Commissioner Jeremy Jordan, Commissioner Gilbert Tamez, and Commissioner Ron Smith. Commissioner Ruthie Wright was absent Staff present was Jasen Haskins, Assistant Planner, and Mary Bradley, Administrative Assistant. INVOCATION & PLEDGE OF ALLEGIANCE Commissioner Dahl gave the invocation and Commissioner Tamez led the Pledge of Allegiance. CITIZENS COMMENTS Chairman Johnston opened the Citizens Participation. With no one approaching the Commissioners, Chairman Johnston closed the Citizens Participation. CONSENT ITEMS 1. Consider and act upon approval of the Minutes from the July 6, 2010, Regular Meeting. A motion was made by Commissioner Smith, and seconded by Commissioner Jordan, to approve the minutes from July 20, 2010 Regular Meeting, as submitted. Motion carried 6—O. REGULAR AGENDA Action Agenda 1. Consider and act upon a site plan for Burnett Junior High School, for a proposed 11,680 square foot addition and a new 25,000 square foot educational facility. Generally located south of Pirate Drive and East of Hilltop Lane. Mr. Haskins stated that the applicant proposes to add 11,680 square feet to the existing Burnett Junior High School and construct a new 25,000 square foot educational facility. The addition to Minutes July 20,2010 Wylie Planning and Zoning Board Page 1 of 2 the existing school will be in two locations, one a new classroom addition and the other a new kitchen area. The educational facility will serve as the Achieve Academy which is currently in portable buildings adjacent to the WISD Maintenance Facility. The proposed new Achieve Academy will be constructed primarily of field brick with accents of Burnished Block Type 2 with a stone look. Mr. Ronny Klingbeil, RLK Engineering, 111 W Main Street, Allen, representative for the applicant, stated that the brick for the new additions will closely match the existing facility. Commissioner Tamez expressed concern of the pedestrian traffic from the proposed new facility and parking lot and if there will be speed bumps. Mr. Klingbeil stated that area between the building and the parking spaces will be striped. He was not sure if there will be an actual crossing guard or not. Mr. Haskins stated that the Fire Department discourages speed bumps within the fire lanes. Chairman Johnston questioned the handicap parking. Mr. Klingbeil stated that there are six handicap parking spaces which are not shown on the Site Plan, but are head-in toward Burnett Junior High School. The Site Plan shows four new parking spaces close to the proposed Achieve Academy. A motion was made by Commissioner Dahl, and seconded by Commissioner Kopchenko, to approve the site plan for Burnett Junior High School, for a proposed 11,680 square foot addition and a new 25,000 square foot educational facility. The property generally located south of Pirate Drive and East of Hilltop Lane. Motion carried 6—O. ADJOURNMENT A motion was made by Commissioner Smith, and seconded by Commissioner Tamez, to adjourn the meeting at 6:43PM. All Commissioners were in consensus. Recommendation Motion to approve a Concept Plan/Site Plan for Williams Addition on three lots on 4.1 acres, generally located north of FM 544 and approximately 825 feet west of Springwell Parkway. Discussion The applicant is proposing to develop a 5,396 square foot, single story tunnel car wash facility on 1.2 acres and concept the remaining vacant lots for future commercial uses. Centrally located between McCreary Road and Springwell Parkway and north of FM 544, the property is currently zoned Commercial Corridor. Full Service tunnel car wash uses are allowed by right within the CC zoning district. The property consists of two vacant commercial lots and a replat is on the current agenda for consideration in creation of three lots. Cartopia Auto Spa intends to develop Lot 4 at this time and provide mutual access easements for future vehicle connections to Lots 3 & 5 which is the Concept Plan portion of this item. As reflected on the site, a median opening along FM 544 will serve as primary entry into the development and will serve as entry into Woodbridge Crossing development to the south. The applicant proposes four-3" caliper Chinquapin Oak trees and complimentary shrubbery along the frontage of the site, along with a 4' meandering sidewalk. The exterior building materials will consist of 100% brick and/or stone facade consistent with surrounding development. Tunnel entry will be from the north and exit due east, therefore no bay door will face FM 544. Article 7, Section 7.1.M affords the Commission authority to require wing walls, landscape screens, and/or other design elements to screen and minimize the impact of the facility when a car wash is located within 300 feet (but greater than 150 feet) of a residential district boundary. The Lakeside Estates Subdivision is north of the subject property and is within the specified distance. The applicant is providing a 5' visual screen at the rear of the property. The DART rail line separates the subject property from an actual residential structure. The property line of the car wash is 100' away from the residential zoning boundary and 200' to the nearest residential structure. Page 1 of 2 Page 2 of 2 Irrigation Plans were submitted to staff and NTMWD for review. Because of the meter location, the main line would need to run a short distance within the easement. It was noted by NTMWD that the laterals and heads could be within the NTMWD easement as well as the main line crossing the easement at ninety degrees to tie to the meter. This will be field verified during construction. This item, as presented generally conforms to the City's Non-residential design standards and is therefore recommended for approval subject to Planning & Zoning Commission's recommendation and subsequent City Council approval of the accommodating replat and any additions and/or alterations to the engineering plans per Engineering Department.
