CALL TO ORDER
Announce the presence of a Quorum.
Members present: Grace Morrison, Gerri Washington, Shirley Burnett, Mindy Ayers, Junaid
Najamuddin, Candy Arrington, Timothy McCray, Rachel Orozco (Board Liaison)
Members absent: None
CITIZENS COMMENTS ON NON-AGENDA ITEMS
Residents may address Board regarding an item that is not listed on the Agenda. Residents must provide their name and
address. Board requests that comments be limited to three (3) minutes. In addition, the Board is not allowed to converse,
— deliberate or take action on any matter presented during citizen participation.
There were no citizens present at the meeting.
PRESENTATION
No presentation was made at the meeting.
ACTION ITEMS
The Library Board Minutes of Monday, November 14, 2011 were approved as presented.
DISCUSSION ITEMS
Grace Morrison advised that she has moved to Mesquite; however, she will stay on the Board until the
end of her term but will not apply for reappointment. Grace has been on the Library Board since 1999.
Rachel Orozco advised that she inquired and found out that the Home Rule Charter that established the
Library Board only states that members must be qualified voters so they don't have to be a resident of
Wylie. Our City Attorney has opined it to mean anyone that is a registered voter. The Council Panel
does take into account whether or not the applicants are residents of Wylie when they elect someone to
the Board.
A sample Business Bulletin Board Policy was presented for review and discussion. This new policy
would be for a revolving display that will be purchased in the future and would also apply to a small
bulletin board that is planning to be placed in the small business resource center. In the old building

patrons would place their material without permission. Discussion was held as to uniformity with size,
color, etc. in order that the board does not look messy. The sample policy presented specifies that
postings have to be a certain size, look professional and nothing may be handwritten. The size of
postings was discussed and 3x5 was thought to be a good size. Some sort of schedule should also be put
in place as to how often the board is cleared off. A suggestion was made that the board be cleared once
per quarter and exact dates should be posted. All material would be approved prior to posting and
would always be at the discretion of the Library Director. Anything that is posted without approval will
be removed by Library staff. There are a lot of small businesses in Wylie that might benefit from this
opportunity. Members of the Board thought it would be a good idea as long as it does not get out of
hand and does not create more work for library staff. The Board agreed that a draft Business Bulletin
Board Policy should be prepared and presented for review at the next meeting.
STAFF REPORTS
Library Updates:
Kelsey has been promoted from a part-time Clerk to a part-time Children's Reference Assistant. Jenn
Delmar-Rollings is a new part-time Children's Reference Assistant who came to us from the Dallas
Heritage Village where she worked part-time. She has a Master's Degree in Museum Studies like Emily
and they had worked together at Heritage Village. Now, we have a Clerk position open since Kelsey
moved. The position requires a High School Diploma, is 20 hours per week and includes working
nights and weekends.
We are partnering with the University of Texas at Dallas Science and Engineering Department and have
a rotating science exhibit that is interactive. This exhibit is about electricity and is on display in the
hallway between the two reference desks. Children and adults can sit down and do the experiment. The
University also offers a robotics program so we are looking at doing a robotics program during Teen
Tech Week.
The American Library Association Midwinter is in Dallas at the Convention Center, January 20-24, so
we will be going to at least the exhibits. Margaret Sullivan, the architect that did the building interior,
and quit before the building was finished, is going to be at ALA Midwinter and is planning to come and
tour the building to see the finished product.
The adult computers are working; however, the teen laptops are having a problem printing. For awhile
there was a problem with the wireless not staying connected with the laptops. The problem was that it
was random and is not necessarily the same computer every day. When the laptop was tried out in the
public area the wireless connection worked. We are now getting a lot better turn-around response time
from IT. We met with the Assistant City Manager and the Department Head for IT and they have
agreed to train Elizabeth to do a lot of the tasks.
Lighting Update— Shane Colley was replacing the small lights that are near the back door. Rachel
Orozco is going to email him to check the status.
Cameras —It was previously mentioned that it would cost $250,000 to install cameras outside of the
buildings. A decision was made when the buildings were built that no cameras be installed on the
exterior of any of the buildings. It was brought up that it might be beneficial not only to have a camera
outside the book drop but to also have a camera where night deposits are made for utility bills. Junaid

Najamuddin again expressed his concern about the lack of cameras being a possible security issue and a
liability to the City. He also expressed his concern about vandalism to the night book drop with no way
to determine who is responsible. Rachel Orozco agreed to bring the subject up with Mindy Manson in
their next meeting.
Fax 24 is now fully operational.
The lighting issue near the Teen Room has been resolved.
Two computers were taken from the Adult Patron area and moved to the Children's Area due to use
patterns.
Tiles—The tiles are very heavy and have presented a challenge with mounting. Rachel Orozco believes
Shane Colley is having some sort of mounting apparatus built; however, she will check with him on the
status.
RFID tags are working and the sorter is reading them with a very low percentage of error.
Outside book drop and sorter — If the sorter malfunctions, email messages are sent to a few staff
members. Someone then comes and clears the problem no matter what time of the evening or night.
This is another reason the Board is concerned and thinks there is a need for a camera and additional
lighting by the outside book drop for safety of the staff.
