08-01-2000 (Planning & Zoning) Minutes MEETING MINUTES PLANNING AND ZONING COMMISSION WYLIE MUNICIPAL COMPLEX 2000 Highway 78 North, Wylie, Texas 75098 Regular Business Meeting August 1, 2000 7:00 p.m. A quorum was present and notice was posted in the time and manner required by law. Commission Members Present: Staff Members Present: Michael George, Chairman Mindy Manson, Assistant City Manager Carter Porter, Vice-Chairman Fern Casteel, Secretary Gary Wiseman Tony Snider William Chapman Phillip Tramell Steve Ahrens CALL TO ORDER Chairman Michael George called the Meeting to order at 7:00 p.m. CITIZEN PARTICIPATION No participation. CONSENT AGENDA ITEMS 1. Discuss and Consider a recommendation to the City Council regarding a Preliminary Plat for the Williams Addition, generally located north of FM 544, east of McCreary Road, and being all of a certain 4.085 acre tract situated in the Moses Sparks Survey, Abstract No. 849, City of Wylie, Collin County, Texas. Mindy Manson states that there is an old house on the property slated to be torn down. The purpose of the plat is to enable the property owner to develop the property. Applicant is proposing to plat it into 2 lots. The zoning is B-2. The plat has been reviewed by the City's Engineer and is in compliance with Subdivision Regulations. Staff recommends approval. Applicant Don Jackson, Business address is located at 2600 FM 544. Mr. Jackson states that, the Williams family wishes to subdivide this into 2 parcels of land. One to be 2.11 acres the other to be 1.974 acres. There is existing sanitary sewer on the back of the property to service both lots. There is existing water line on the front of the property to service both lots. A Site plan will be 1 submitted after the property is plated. It is not foreseeable that any other easements are needed. The acquisition for right-of way has been taken for FM 544. Tony Snider made a motion to approve as submitted. William Chapman seconded the motion. A vote was taken and passed 7-0. 2. Discuss and Consider a recommendation to the City Council regarding Final Plat of Newport Harbor Pump Station, generally located north of the Newport Harbor Phase I subdivision, north of Anchor Drive and east of FM 1378, and being all of a certain 1.1692 acre tract situated in the C. McUlmurry Survey, Abstract No. 629, City of Wylie, Collin County, Texas. Mindy Manson states that this is associated with the construction of the Newport Harbor Pump Station. It is located immediately north of the Newport Harbor Subdivision. This land is un-platted. This land was set aside and dedicated several years ago by the developers of Newport Harbor. There is access off the existing alley. And also an access easement that will be platted as a part of the Cascades. There will be water tanks not towers. The City is required by state law to have barbered wire around the top of the fence. Steve Ahrens made a motion to approve. Carter Porter seconded the motion. A vote was taken and passed 7-0. 3. Consider and Act upon approval of a Site Plan for the proposed City of Wylie Newport Harbor Pump Station, generally located north of the Newport Harbor Phase I subdivision, north of Anchor Drive and ease of FM 1378, and being all of a certain 1.1692 acre tract situated in the C. McUlmurry Survey, Abstract No. 629, City of Wylie, Collin County, Texas. Mindy Manson states that this is the general site plan showing the 500,000-gallon water tank and drive access. With respect to the fence, barbed wire is required and Assistant City Manager will check to see if it is required that fencing be open (chain-link) or if it is possible to use a solid fence. I.e. wood, brick etc. Carter Porter motioned to approve pending investigation of fence requirements. Gary Wiseman seconded the motion. A vote was taken and passed 7-0. 4. Discuss and Consider a recommendation to the City Council regarding a Preliminary Plat for the Cascades Addition, generally located north of the Newport Harbor subdivision at the northeast corner of FM 1378 and Schooner Bay Drive, and being all of a Certain 52 acre tract situated in the James McUlmurry Survey, Abstract No. 629, City of Wylie, Collin County, Texas. Applicant requested that this be tabled. Steve Ahrens made a motion to table indefinitely per the faxed request dated August 1, 2000. Gary Wiseman seconded the motion. A vote was taken and passed 7-0. 2 5. Discuss and Consider a recommendation to the City Council regarding a Final Plat for the Cascades Addition, generally located north of the Newport Harbor subdivision at the north east corner of FM 1378 and Schooner Bay Drive, and being all of a certain 30 acre tract situated in the James McUlmurry Survey, Abstract No. 629, City of Wylie, Collin County, Texas. Steve Ahrens made a motion to table this item indefinitely. Gary Wiseman seconded the motion. A vote was taken and passed 7-0. Motion was made by Steve Ahrens to adjourn.
