CALL TO ORDER
Chairman Michael George called the Meeting to order at 7:00 p.m.
CITIZEN PARTICIPATION
Sharon Dowdy, 325 Callie Court, Wylie, Texas 75098.
Ms. Dowdy expressed concern about a Site Plan that was approved earlier this spring.
The Day Care Center on West Brown Street. She states this was approved with a
wrought fence and would like to know why a wooden fence is being constructed. Ms.
Dowdy would like a response from Staff, Commission or Council.
Staff reported they have reviewed tape of the meeting. The motion was wrought iron or
wood but not chain link. Staff will review the meeting tape again to verify the motion.
Ms. Dowdy also requests Staff review minutes for mention of the air conditioning units
being positioned where they are.
CONSENT AGENDA ITEMS
1. Consider and Act Upon Approval of the Minutes from the April 4, April 18,
May 2, and June 20, July 18, and August 1, 2000 Regular Business
Meetings.
Motion Made by Steve Ahrens to approve meeting minutes, motion seconded by Phillip
Tramell. A vote was taken and approved 7-0.

Public Hearing Items
1. ZC No. 2000-04: Hold a public hearing and Consider a recommendation to
the City Council regarding a request from TXU Electric for approval of a
zone change from A (Agricultural) to SUP (Specific Use Permit) for
development of an electric substation for property generally located south
of SH 78, north of Brown Street and being all of a certain 69.982 acre tract
out of the Francisco De La Pina Survey, Abstract No. 688, City of Wylie,
Collin County, Texas.
Staff: Applicant requested, at the June Planning and Zoning meeting, this item be tabled
until the August 15, 2000 meeting. The adjacent property owners were notified.
Applicant has again requested this item be tabled indefinitely. The public has also been
notified.
Phillip Tramell seconded motion made by Gary Wiseman to table this item indefinitely. A
vote was taken and approved 7-0.
Action Items
1. Consider and Act Upon approval of a Site Plan for the Jorgensen Office
Building, generally located at the southwest corner of Stone Road and Ballard
Avenue, and being all of a certain 0.961 acre tract situated in the Charles
Atterbury Survey, Abstract No. 23, City of Wylie, Collin County, Texas.
Staff: A Site Plan was submitted previously for this location. On the Site Plan
submitted at this time Applicant has reduced the size of the office building and is now
coming to the Commission for approval of the now proposed one story office building.
This Site Plan has been reviewed by the Development Team and is found to be in
compliance with regulations.
Representative for applicant: Harry Luman, 5105 Greensbrough, Sachse, Texas
This will be a multi-tenant building. Mr. and Mrs. Jorgensen solely own the building.
Owners do not have a time frame on phase two of the project. Owners intend to come
back to the Commission as soon as the first building is leased.
The colors of the stone on lower water line of building at this time will probably be brown
stone. The stucco on top will possibly be cream white. The back of the building -cast in
place wall-will be painted to match the structure. Until phase two is completed the lower
stone will wrap the entire building. The sidewalk will be between the property line and
the curb line. Complete site landscaping will be placed during the first phase. The
Monument sign will be made of stone, but will not be constructed until the building is
completed. And will be compatible with the building.
There is no plan to screen the residential side of the site. Paving of site will come up to
meet the alley. After lengthy discussion it was decided the Dumpster would be placed
parallel to the alley in southwest corner of paving and the alley and will have a six-foot
screening wall to match the main building structure. (Stone and Stucco) two foot stone

work at water line. A gate will be placed on the Dumpster if that is the wish of the
commission. Also landscaping will be placed around the Dumpster if commission
requests it. The stone work will not come up as high on the screening wall as that on the
building.
Tony Snider made a motion to approve the site plan as drawn provided masonry or
precast Dumpster screening is provided on three sides with matching color two foot
stone veneer on the three sides and two pipe bars to protect the screening wall. William
Chapman seconded the motion. A vote was taken and approved 4-3.
2. Discuss and Consider a recommendation to the City Council regarding a Final
Plat for the McCreary Estates Addition, generally located at the northeast
corner of McCreary Road and FM 544, just north of the DART Railroad tracts,
and being all of a certain 53.0649 acre tract situated in the Moses Sparks
Survey, Abstract No. 849, City of Wylie, Collin County, Texas.
Staff: The request is a Final Plat of McCreary Estates. Planning and Zoning
Commission previously approved this as Planned Development Zoning District. There
will be 177 total Single Family Homes. The Homeowner Association will maintain a
community center with a pool and landscaping along McCreary and the railroad tracks.
Staff has reviewed the plat and has found it to be in compliance with Subdivision
Regulations, Conceptual Plan and Preliminary Plat. There were three lots identified
during the review that need to be slightly modified so the front property line meets the
minimum 60 foot width the Developer is aware of this. The Development Team has
reviewed this. Staff and the Team recommend approval.
Applicant, Gary Defrain, 8235 Douglas Avenue, Dallas, Texas.
Final Plat for 177 lots is Phase I of an II Phase 310-lot development of McCreary
Estates.
The entire site will be excavated. In order to balance the site, Phase II will need to be
excavated along with Phase I. This excavation will be generating about 20,000 Cu. Yd.
of material that will be used for the berm along the railroad tracks and on McCreary
Road. Lots 11, 12, and 13 will be adjusted to meet the 60-foot minimum lot width.
Thurman has been hired to do the excavating and paving. Moss a local company will be
doing the utilities. This project will be staged from Springwell Parkway due to activity
generated by Lumbermans Development Construction on Murphy side of McCreary
Road.
Staff has spoken with the City of Murphy concerning the construction and traffic on
McCreary Road (the two lanes poured by City of Wylie). Sherry Sefko consultant for the
City of Wylie and the City of Murphy has spoken with the McCreary Estates developer,
the Murphy developer and the Mayor of Murphy. One thing Staff is trying to get into
place is having the Highway Department when coming through on FM 544 pour the full
width of McCreary Road rather than just the two lanes that are there now. There has
been discussion as to who will be paving what parts. It will be either a part of the
development process or the City of Murphy. The City of Wylie is working with them.
Murphy will maintain the traffic on the two existing lanes while they are laying two lanes
on their side of McCreary Road. While they are building the development project on

Murphy side of McCreary Road the ultimate four-lane cross section will be completed up
to McMillan Road in Murphy. Murphy's plans stop at the railroad tracks.
Motion to approve with Staff recommendations made by Steve Ahrens seconded by
Carter Porter. A vote was taken and approved 7-0.
3. Discuss and Consider a recommendation to the City Council regarding a
Preliminary Plat for the Cascades Addition, generally located north of the
Newport Harbor subdivision at the northeast corner of FM 1378 and Schooner
Bay Drive, and being all of a certain 52 acre tract situated in the James
McUlmurry Survey, Abstract No. 629, City of Wylie, Collin County, Texas.
Staff: the next two items are related. The first is the Preliminary Plat for the Cascades in
its entirety and the Final Plat for Phase I of the Cascades. This is in compliance with the
Conceptual Plan as presented to the Planing and Zoning Commission with one issue.
The provision was, more than one point of access to the subdivision. The Developer did
accommodate that issue with a proposed street that would run between block A and the
vacant Multi-Family area to the north.
After further review from the Staff and reviewing the approved plat for the development
on the West Side of FM 1378 the alignment of the two proposed roads is such that it
would be cause a traffic hazard, because they are offset there is no way for efficient
traffic movement. The Staff has talked with the Developer to see if there is some other
alternative so as not to cause future problems. Subsequent to the approval of the
Planned Development District, the Developer has acquired the property just east of this
subdivision, which falls within the St. Paul jurisdiction and has access to Drain Drive.
What the Developer has done at Staffs' request and what Staff will be recommending
approval on is as seen on the Preliminary Plat. There is a street out to the east known
as Little Bay Drive, which will give alternate access. The plat shows the temporary
emergency access easement still in place so there will be an alternate access in place
until the street Little Bay Drive on the east side is completed during Phase II.
There are a few lots on Raintree that are not at 90 degrees with the street per
Subdivision Regulation. Staff recommends they be approved as they are.
Staff recommends approval of the Preliminary Plat.
After much discussion a motion made by Steve Ahrens to approve with the provision of
an improved access to Drain Drive and in accordance with Staff recommendations. With
the provision of the access, the emergency access easement will not be required. Tony
Snider seconded the motion. A vote was taken and approved 7-0.
4. Discuss and Consider a recommendation to the City Council regarding a Final
Plat for the Cascades Addition, generally located north of the Newport Harbor
subdivision at the northeast corner of FM 1378 and Schooner Bay Drive, and
being all of a certain 30 acre tract situated in the James McUlmurry Survey,
Abstract No. 629, City of Wylie, Collin County.
A motion was made by Tony Snider to approve with provisions mentioned in item 3.
With the provision of an improved access to Drain Drive and in accordance with Staff

recommendations. Also with the provision of this access the emergency access
easement will not be required. Steve Ahrens seconded the motion. A vote was taken
and approved 7-0.
5. Discuss and Consider a recommendation to the City Council r4garding a Final
plat for the Quail Meadow Addition, generally located south of the Newport
Harbor subdivision at the southeast corner of FM 1378 and Starpointe Lane,
and being all of a certain 55.37 acre tract situated in the James McUlmurry
Survey, Abstract No. 629, City of Wylie, Collin County, Texas.
Staff: there has been a Parkland Dedication of 4.947 acres in lieu of fees. The park is to
be maintained by the city. The park will have off street parking of 12 spaces with 1
handicap totaling 13 spaces.
Drainage will go parallel to the street and parallel to the sewer lines east and flow
between lots 39 and 40 to the drainage easement. The fence along the drainage
easement will be build with the home. The development will be build as one phase.
A motion was made by Carter Porter to approve with Staff recommendations. William
Chapman seconded the motion. A vote was taken and approved 7-0.
6. Discuss and Consider a recommendation to the City Council regarding a
Preliminary Plat for the Sage Creek North Addition, generally located south of
McMillen Road, just east of Southfork Mobile Home Park, and being all of a
certain 50.775 acre tract situated in the John W. Mitchell Survey, Abstract No.
589, City of Wylie, Collin County, Texas.
Staff: this is a Preliminary Plat that is in compliance with the Conceptual Plan that has
been approved. 155 lots, 4 acres of Public Park and 3 acres of HOA open space. Staff
has reviewed and finds it to be in compliance with Subdivision Regulations and in
compliance with Conceptual Plan approved by the Planning and Zoning Commission.
Staff recommends approval with no revisions.
Richard Hovis, Tipton Engineering, 6330 Belt Line Suite C, Garland, Texas.
A letter of approval was received from Mr. Thurman prior to the Commission's approval
of rezoning. Letter was previously provided the Commission.
Carter Porter made a motion to approve. Gary Wiseman seconded his motion. A vote
was taken and approved 7-0.
7. Discuss and consider a recommendation to the City Council regarding a Final
Plat for the Parker Addition, generally located at the northeast corner of FM
544 and FM 1378 just south of the DART Railroad tracks, and being all of a
certain 4.203 acre tract situated in the J. W. Curtis Survey, Abstract No. 196,
and the M. Millron Survey, Abstract No. 563, City of Wylie, Collin County,
Texas.
Staff: the Commission has approved Preliminary plat and Site Plan. This property
includes the Party Barn and has also received a variance for the rear building line from
the Board of Adjustment. Final Plat has been reviewed by Staff, is in compliance with

the Subdivision Regulations and Staff recommends approval. The Party Barn is going to
be bricked and the lot will be paved. The right of way for FM 544 has already been
acquired.
A motion was made by Steve Ahrens to approve. Phillip Tramell seconded the motion.
A vote was taken and approved 7-0.
8. Discuss and Consider a recommendation to the City Council regarding a
Preliminary Plat for the Tramell Addition, generally located south of E. Brown
Street, east of Kreymer Lane, and being all of a certain 2.00 acre tract situated
in the Francisco de la Pina Survey, Abstract N. 688, City of Wylie, Collin,
Texas.
Staff: the purpose of this plat is for building a residence. As a part of the process the
owner has requested a variance to be processed with the plat. Subdivision Regulations
require tying on to the City's sanitary sewer system. It would take an extension of
approximately 1,800 feet to the nearest sewer line. Centex Homes is looking to build
east of Wylie Ranch. They will be tying into the City's new lift station. Temporarily
septic system is requested until sewer lines are laid. At that time Applicant will tie on to
the lines. Staff does not have any other conditions or issues.
Tony Snider motioned to approve and Carter Porter seconded the motion. A vote was
taken and approved 7-0.
No other items to discuss.
A motion was made by Steve Ahrens to adjourn the meeting. Carter Porter seconded
the motion. Meeting was adjourned.
