CALL TO ORDER
Chairman Michael George called the Meeting to order at 7:00 p.m.
CITIZEN PARTICIPATION
No citizen participation.
CONSENT AGENDA ITEMS
1. Consider and act upon approval of the Minutes from the October 3, 2000
meeting.
A motion to approve was made by Carter Porter and seconded by Steve
Ahrens. A vote was taken and passed 5-0.
PUBLIC HEARING ITEMS
1. Hold a Public Hearing and consider a recommendation to the City Council
regarding a Replat for the Stone Grove, Phase I Addition, proposed by
Jackson and Associates Land Surveyors, Inc., for the property located at 503
and 505 Stonehedge Drive, and being all of Lots 1 and 2 of Block B of the
Stone Grove, Phase I Addition, situated in the Francisco de la Pina Survey,
Abstract No. 688, City of Wylie, Collin County, Texas.
Claude Thompson, Planner stated that this Replat is to consolidate two lots
into a single lot of approximately 21,500 square feet to accommodate one
single-family dwelling of approximately 4,600 square feet. The Replat has
been reviewed by staff and is in technical compliance with all City and State
codes.
Representative, Don Jackson, 2600 W FM 544, Wylie, Texas 75098
testified that the owner wants to build a house at this location, but due to the
size of house needs the larger lot size provided by this Replat. Sidewalks will
be put down to meet the sidewalk at Stonehedge.
A motion to approve was made by Tony Snider and seconded by Carter
Porter. A vote was taken and passed 5-0.
2. Hold a Public Hearing and consider a recommendation to the City Council
regarding the vacation of alleys, proposed by Jackson and Associates Land
Surveyors, Inc., and being all of a north and south 20' alley and part of a west
and east 20' alley in block 28 of Railroad Addition, an addition to the City of
Wylie, Collin County, Texas, according to the plat thereof recorded in Volume
77, Page 494, Map Records, Collin County, Texas.
Claude Thompson, Planner reported that this item has been withdrawn and
the proposed action incorporated into the related Replat, Public Hearing Item
No. 3, on tonight's agenda.
3. Hold a Public Hearing and consider a recommendation to the City Council
regarding a Replat for the Railroad Addition, 1st Revision, proposed by
Jackson and Associates Land Surveyors, Inc., for the property generally
located at the southwest corner of Masters Avenue and Fifth Street, and
being all of a certain 1.496 acre tract consisting of Lots 1-6, Lots 7A-9B, Lot
16, Lot 17 of Block 28, and part of a 20' alley abandoned in Block 28 in the
Railroad Addition, and part of a formerly abandoned portion of Fifth Street,
situated in the Francisco de la Pina Survey, Abstract No. 688, City of Wylie,
Collin County, Texas.
Claude Thompson, Planner stated that this Replat is to combine several lots
and abandoned alleys into a single lot for the expansion of Allen Funeral
•
Home. A Public Hearing is required by State law because the property has
been zoned for residential uses within the last five years. It is zoned Planned
Development for single family residential use. That Funeral Home is an
appropriate use and does meet development requirements of zoning.
Portions of Fifth Street were abandoned in 1931. Staff has determined that
the alleys which are being vacated by this plat as well as incorporated into the
new lot are no longer required for utilities or vehicular access.
Representative, Don Jackson, 2600 W FM 544, Wylie, Texas 75098,
reported that the Replat is required to incorporate together the owner's
various lots and abandoned alleys and Fifth Street for the expansion of Allen
Funeral Home. This property will be screened from the surrounding residential
property.
A motion to approve was made by Steve Ahrens and was seconded by Gary
Wiseman. A vote was taken and passed 5-0.
ACTION ITEMS
1. Consider and act upon approval of a Site Plan for the First Baptist Church,
generally located at the southwest corner of Marble Street and Second Street,
and being all of a certain 5.0 acre tract situated in the James Truett Survey,
Abstract No. 920, City of Wylie, Collin County, Texas.
Claude Thompson, Planner, states that Site Plan review is required
because the zoning for this area is B-1 or nonresidential. Portions of Fifth
Street were abandoned in 1997 and portions of the Railroad have been
abandoned and these have been conveyed to the church. Staff has reviewed
the proposed Site Plan and finds it in compliance with City and State technical
code requirements. Staff recommends approval.
Representative, Jim Riley, 4144 North Central Expressway #1100, Dallas,
TX 75204, answered Commissioners' questions about paving, parking, and
the new Oak Street alignment. Building plans for the new addition have not
yet been submitted for review, but will meet the building code requirements as
to structure and parking spaces needed.
A motion to approve was made by Carter Porter and seconded by Gary
Wiseman. A vote was taken and approved 5-0.
2. Discuss and consider a recommendation to the City Council regarding a Final
Plat for the First Baptist Church, generally located at the southwest corner of
Marble Street and Second Street, and being all of a certain 5.0 acre tract
situated in the James Truett Survey, Abstract No. 920, City of Wylie, Collin
County, Texas.
Claude Thompson, Planner, states that this Final Plat is to combine
properties owned by the church, including abandoned railroad and Second
Street rights-of-way. Staff has reviewed the Final Plat and finds it in
compliance with applicable codes and recommends approval.
Representative, Jim Riley, 4144 North Central Expressway #1100, Dallas,
TX 75204, was present for questions but Commissioners reported that all
questions were answered during the review of the Site Plan.
A motion to approve was made by Steve Ahrens and seconded by Gary
Wiseman. A vote was taken and passed 5-0.
3. Consider and act upon approval of a Site Plan for the Albertsons Center,
generally located at the southeast corner of FM 544 and Westgate Way, and
being all of a certain 27.49 acre tract situated in the Duke Strickland Survey,
Abstract No. 841 and the E.C. Davidson Survey, Abstract No. 267, City of
Wylie, Collin County, Texas.
Claude Thompson, Planner, states that staff has reviewed the Site Plan and
found that it meets all applicable City and State requirements, and
recommends approval.
Representative, Rodney Hitt, 17770 Preston Road, Dallas, TX 75252,
states that this development will be constructed in two phases, with
Albertson's and the Fuel Center being the first phase. The remainder of the
retail space will be constructed as leases are obtained. Plans have been
submitted for landscape buffer (screening), parking lot lighting, concrete
paving and irrigation, about which Commissioners had quuestions.
Commissioner Michael George and Tony Snider were concerned about
access to and from FM 544. The plans do meet Texas Department of
Transportation requirements.
Commissioners expressed concern about how off-site drainage was to be
handled. The applicant's representative reported that some storm water will
be retained on the property within the parking areas and that the amount and
route of water leaving the property has been approved by the City's
engineers.
A motion to approve was made by Carter Porter and seconded by Steve
Ahrens. A vote was taken and passed 3 for and 2 against, with Michael
George and Tony Snider opposed.
4. Discuss and consider a recommendation to the City Council regarding a
Preliminary Plat for the Greenway Addition, generally located at the southeast
corner of FM 544 and Westgate Way, and being all of a certain 27.49 acre
tract situated in the Duke Strickland Survey, Abstract No. 841 and the E.C.
Davidson Survey, Abstract No. 267, City of Wylie, Collin County, Texas.
Claude Thompson reports that this Plat is to allow construction of the
Albertsons retail center. Commissioners had no additional concerns other
than those earlier expressed during review of the Site Plan.
A motion to approve was made by Steve Ahrens and seconded by Carter
Porter. A vote was taken and passed 4-1, with Tony Snider voting no.
5. Discuss and consider a recommendation to the City Council regarding a Final
Plat for Sage Creek, Phase Ill, generally located east of McCreary Road,
south of McMillen Road and to the east of Sage Creek Phases I and II, and
being all of a certain 24.476 acre tract situated in the Moses Sparks Survey,
Abstract No. 849, City of Wylie, Collin County, Texas.
Claude Thompson states that the Final Plat conforms to the Preliminary Plat
which was approved by the Council in September of 1998. Staff has
reviewed the Plat and found that it complies with all City and State subdivision
requirements.
Representative Richard Hovas, 6330 Belt Line Road, Garland, Texas
states that this Plat will create 94 lots which are a minimum of 7,200 square
feet in size. The amenity center, part of an earlier plat, is nearing completion.
A motion to approve was made by Gary Wiseman and seconded by Steve
Ahrens. A vote was taken and passed 5-0.
