CALL TO ORDER
Chairman George called the Special Work Session to order at 7:05 p.m., in the Council Work
Session Room of the Municipal Complex.

No one appeared to speak.
WORK SESSION
1. Consider revisions to the nonresidential districts of the Comprehensive Zoning Ordinance
with the consultant.
Tharp pointed out that an addition has been added to the Residential Adjacency Requirements of
Article 7 (new no. 4 under B on page 1) discussed at the last meeting. This addition will provide
the P&Z Commission the authority and criteria to waive Residential Adjacency Requirements in
planned and other integrated mixed-use developments, such as is anticipated around the Village
Centers. This will better compliment the desired multiple use developments.

The number of off-street parking spaces required for each use is in Section 5 where the uses are
defined. The current discussion relates to design and construction standards for required
parking. The proposal states how on-site parking is to be calculated, and encourages shared
parking and exempts the downtown area completely. The proposal stipulated that required
parking may be allowed on other parcels when under common ownership and within 300 feet of
the principle use and not separated by a street.
Commissioners recommended not allowing a smaller parking space for compact cars (2.b., page
10), but rather require that all be at least 9 feet by 18 feet. It was also recommended that wheel
stops not be allowed, as these tend to shorten the parking space and overhang of sidewalks can
be accommodated by wider walks. Thompson mentioned that the Engineering Design Manual
will also address these requirements and staff will coordinate similar requirements.
Tharp pointed out that the on-site loading regulations did not apply within the downtown area. It
was discussed that loading areas of some existing facilities are visible from streets and need to be
screened, and that all truck circulation and parking needs to be accommodated on-site but not
within required parking spaces and lanes
Tharp suggested that the threshold for requiring a traffic study may need to be reevaluated.
Thompson pointed out that the accepting authority "Department of Transportation" should be
changed to "City Engineer".
Tharp reviewed the several environmental quality regulations, explaining that some of these
goals are difficult to document at the level of zoning change and/or site plan review and many
merely provide the legal basis for response to a complaint when nuisances are reported.
Commissioners recommended that vague language such as "unreasonable" and "plainly audible"
be redefined to more measurable terms, and that such a philosophy needs to be applied
throughout the revisions. Phillips pointed out that these regulations must be coordinated with the
existing code requirements and that adoption of new regulations may even require a charter
amendment.

Thompson said that conflicts with the charter, existing codes and regulations will be investigated
by staff and a repeal clause provided to eliminate conflict and duplication.
Commissioners asked whether it is appropriate to include something about odors, and Tharp
responded that the Consultants will investigate that issue.
2. Next meeting.
Due to Memorial Day, no work session will be held next Monday, May 28. The next work
session will be held on Tuesday, May 29, 2001 at 7:00 p.m.
