Commission Members Present: Staff Members Present: Steve Ahrens Claude Thompson, Planner Michael George Mike Phillip Carter Porter Consultants Present: Tony Snider Ray Stanland Gary Wiseman Commissioners Absent: William Chapman CALL TO ORDER Chairman George called the Special Work Session to order at 7:05 p.m., in the Council Work Session Room of the Municipal Complex. CITIZEN PARTICIPATION Commissioner Ahrens stated that several citizens have suggested to him, and he recommends, that the City take on the responsibility of repairing sidewalks rather than the individual property owners. Commissioners generally supported this suggestion, although they recognized the tax financial magnitude. Thompson reported that perhaps some partnership can be achieved whereby the City and property owners split the cost equally and priority is given to areas where the owners request replacement and are willing to pay. Staff will research the issue and bring a recommendation to the Commission at a later date. WORK SESSION 1. Consider revisions to the nonresidential districts of the Comprehensive Zoning Ordinance with the consultant. Stanland led a discussion of Article 9, Site Plan Review Regulations, distributed the previous week. P&Z Work Session June 4, 2001 Page 2 Commissioners Ahrens and Phillips preferred having staff responsible for site plan review, while Commissioners George and Wiseman preferred review by the Commission. Commissioner Snider suggested that the Commission continue to review site plans but that a detailed criteria for evaluation be established to avoid micro-management and open-ended discussion or requests for details which are not required by the code. Stanland and Thompson reported that such review was not to allow variance of code requirements which is the responsibility of the Board of Adjustment and Construction Code Board, but does provide the Commission an image of current development trends which can be addressed at these reviews or by changes to the code. Stanland noted that a pre-application conference is encouraged, and that the process requires 81/2 by 11 inch drawing rather than the currently common full-sized sheets. The proposed revisions now require that a concept plan be submitted for Commission review for all rezoning requests except single-family residential. This site plan will include a tabulation of points which are anticipated to be achieved. Thompson questioned requiring concept plans and points tabulation at the rezoning level, expressing the opinion that the Commission had earlier recommended that such level of review be the responsibility of the staff Commissioner Phillips recommended that the development review include more environmental issues, such as trees and wildlife. Commissioner Snider recommended that fewer issues be considered by staff and Commission, suggesting that more freedom is needed by the applicant and to encourage imaginative design concepts rather than a universal sameness. Commissioners recommended that the 2-year limit for requiring inition of development be reduced to one (1) year with perhaps a maximum of two 6-month extensions. This will discourage or correct premature applications. It was suggested that some discussion of special development agreements be added.
