The sub-committee met on February 7th to discuss recommendations for future events to focus on the
arts. The committee has provided a list of those recommendations for your review and direction to staff.

Executive Summary
Staff will give a short update on the progress with the call for artists for Community Park including the
Parks Board recommendation for a theme for the art.
BUSINESS ITEMS
1. Consider and act upon approval of the minutes from the February 16, 2012 Public
Arts Advisory Board meeting. (C. Ehrlich, PAAB staff liaison)
2. Consider and act upon authorizing the process, budget and funding for the
commissioning of a mural for the wall on the south wall facing exterior of the
building located at 104 S. Ballard, Wylie. (Block 4, Lot 3, Keller's Addition)
including the RFQ (Call for artists). (C. Ehrlich, PAAB Liaison)
Executive Summary
Staff has completed an RFQ (Call for Artists) to send to a short list of selected artists per board direction
and to be posted on the publicartists.org website. The RFQ will include a budget amount, stipend for
finalists, and possible maintenance and contingency items. Staff requests action to complete those areas
of the RFQ. A time line is also included from the initial call to the selection of an artist.
The art selection committee will be discussed in a separate agenda item.
3. Consider and act upon the appointment of a Selection Panel to recommend the
ranking of finalists for the Community Park CIP Art project. (C. Ehrlich, PAAB staff
liaison)
Executive Summary
Staff has prepared a list of possible art selection committee members. The Public Art Guidelines for Wylie
suggest a combination of users of the space, building, facility in or on which the art will be placed,
possibly a landscape architect, a member of the Parks board, citizens of the community or near the art
site, a member of PAAB, and artists and/or art coordinators familiar with artist selection processes.
The Parks board has recommended Anne Hiney to serve on the Selection Committee. Anne is a member
of the Parks Board and has a degree in art. Margaret Robinette, Public Art Program Manager, City of
Dallas (retired) has agreed to serve on this committee. Past artists serving in this capacity were local
artist John Pototschnik and Marie Renfro.

Executive Summary
Staff has prepared a list of possible art selection committee members. The Public Art Guidelines for Wylie
suggest a combination of users of the space, building, facility in or on which the art will be placed,
possibly a landscape architect, a member of a board or in this case the Downtown Merchants
Association, citizens of the community or near the art site, a member of PAAB, and artists and/or art
coordinators familiar with artist selection processes.
It has been recommended that the owner of the building where the mural will be painted serve on the
Selection Committee. Margaret Robinette, Public Art Program Manager, City of Dallas (retired) has
agreed to serve on this committee if appointed. Past artists serving in the capacity were local artist John
Pototschnik and artist Marie Renfro.

PAAB FUTURE Events
Sub-Committee Recommendations for the Wylie Arts
Festival and Other New Events to Focus on the Arts.
Future Events Planning
Members of the sub-committee above discussed general conversation regarding activities that the
Public Arts Board should consider for increased exposure of the fine arts in Wylie Texas and activities for
community service by the Public Arts Board. Recommendations included:
1. December Arts and Crafts Festival 2012
2.
a. Pre-Planning committee should be started immediately to begin marketing, basic planning of
timetable, and communications for the 2012 festival.
b. As a result of 2011 successful use of the First Baptist Church Activity Center, it is
recommended that the 2012 festival grow to both an outdoor and indoor festival, making use of this
facility and perhaps the FB Gym.
c. It was discussed that the 2013 December Arts festival considered being expanded to include
the prior Friday evening for Tree Lighting and other activities to kick off the Saturday festival, with the idea
to eventually over several years to expand to two full days.
3. Sprinq/Summer Fine Arts Festival 2013

a. It was discussed that a second festival be created to focus on Fine Arts and other creative arts.
b. It was discussed that the festival time frame be in early June for four major reasons:
1. Best weather; avoiding spring rains and mid-late summer heat
2. Allows for larger choice of entertainment by being at school year conclusion compared
to mid-summer or early fall.
3. Avoids the May voting priorities for city employees.
4. Avoids competition from larger more established festivals (i.e. Wildflower festival in
Richardson, Deep Ellum Arts Festival, City of Dallas Artsfest, FW Main street Arts Festival.)
c. It was discussed that the Summer Arts Festival should be held at the new City facilities on
Country Club to feature the new building and have more room at this site.
d. It was discussed that involving the Parks & Rec department would be beneficial for all parties
(the attendees, the city facilities, and the arts) to bring in a more varied crowd and to expose many of the
benefits that Wylie has to offer to new citizens and those who wish to move into our area.
3. Quarterly Art Show.
It was discussed that an ongoing quarterly art show could be created to benefit the citizens and
also artists in the Wylie area to have exposure to the arts and to have art displayed. No specific details
were discussed other than having one Saturday per quarter to be an official show day and the art pieces
submitted for that quarter would be displayed in and around the city buildings.
4. Monthly Demo
It was discussed that a monthly arts demonstration be set up in or around the city buildings to
expose the citizens to a variety of art mediums. This could correspond with the Quarterly Art Show as
mentioned above.
5. Marketing for the Public Arts Board
It was discussed that the Public Arts Board should create a brief brochure that is a visible and
ongoing announcement of upcoming events to include general information about the regular board
meetings, annual, quarterly and monthly events and to be used as a solicitation to encourage citizen
participation in the Fine Art activities.

CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 6:30 p.m. by Chair, Stewart Matthews. Board members in attendance
were Kathy Spillyards, Gaynell Reed, Dee Ann Ross, Deya Harris, Susan Spurgin and Jim Lenox.
Staff present included Mindy Manson, City Manager and Carole Ehrlich, board liaison/secretary.
DISCUSSION ITEMS
• Discussion regarding commissioning a muralist to create a mural for the wall
on the south wall facing exterior of the building located at 104 S. Ballard,
Wylie. ( Block 4, Lot 3, Keller's Addition) (C. Ehrlich, PAAB Liaison)
Executive Summary
Staff and the board discussed a possible project surrounding the painting of a new mural on the south wall of the
building located at 104 S. Ballard, facing Olde City Park. City Manager Manson explained that currently a mural is
painted in this location however the paint and portions of the wall have deteriorated and a new mural needs to be
created once all repairs to the wall have been made.
Board members discussed possible funding coming from current public art funds to commission an artist to create
the mural. City Manager Manson explained that the property owner would be responsible for insuring that sealing
was placed on the wall prior to painting so no moisture would seep into the interior of the building and the City
would take care of any repairs needed to bring the wall to painting condition.
Board member Spillyards stated that she would research some murals to determine an artist budget for the project
based on size and would also check to see the process muralists would be able to provide with regard to visual
proposals.
Direction from the board was for staff to draft a call for artists and bring the draft to the next scheduled meeting for
further discussion and formal action to approve a call for artists.

Executive Summary
PAAB liaison Ehrlich reported on recent discussions with council at the January 24, 2012 council meeting regarding
the possibility of future events sponsored by the Public Arts Advisory Board and possible timing of the events.
Ehrlich explained that after presenting a possible second event to the council during the overview of the December
2011 Arts Festival, some of the discussion indicated the desire to have an event in the spring/summer at the new
complex. The reasoning behind starting an event at the new complex was to have the ability to grow the event
without restrictions.
The Board Chair Matthews asked for volunteers to serve on a sub-committee that could further discuss additional
events and bring these ideas back to the board for further discussion and possible recommendations to the Wylie
City Council. Members volunteering were: DeeAnn Ross, Jim Lenox and Kathy Spillyards. The committee will meet
February 27, 2012 in the Council Conference Room at 11:30 a.m.

Executive Summary
PAAB liaison Ehrlich addressed the board giving an update on the pending Capitol Improvement Art Project for
Community Park.
Ehrlich reminded board members that an agenda item for action to determine the final budget for the project and
possible stipends for the art semi-finalists would be considered later in the agenda.

Board Action
A motion was made by board member Lenox, seconded by board member Reed to approve the minutes
from the January 12, 2012 PAAB meeting as presented. A vote was taken and the motion passed 6-0
with board member Harris absent.
2. Consider and act upon authorizing the process, budget and funding for the
Community Park Public Art CIP project including the RFQ (Call for artists). (C.
Ehrlich, PAAB staff liaison)
Staff/Board Comments
PAAB liaison Ehrlich addressed the board stating that staff has prepared a list of possible artists to call for the
Community Park project. Staff needs final approval of the process to use to call artists, final budget, and items
included in the artist's budget. The processes available per the Wylie Public Art Guidelines are: Direct Selection,
Open Competition, and Limited Competition. The Wylie Parks and Recreation Board has recommended a baseball
theme for the art.
Board members discussed the process to use regarding the selection of an artist(s) and directed staff to utilize the
February 16, 2012 Wylie Public Arts Advisory Board Meeting Minutes 3
Publicartist.org along with the inclusion of invitations to specific artists listed in the region, to include Madeline
Wiener and Montage 48/61. This is a mixture of limited competition and direct selection per the public art
guidelines.
The board directed staff to check with the Parks and Recreation Board to insure they were still recommending
"Baseball" as the theme for the art.
Board Action
A motion was made by board member Lenox, seconded by board member Ross to set the budget for
Community Park CIP Art project at $31,800 which will include an artist fee of $30,000 and up to three
$600 honorariums for semi-finalists to create their proposals for the art work. The process used will be a
combination of Direct Selection and Limited Competition (within a 300 mile radius of 75098) and to
complete the call as presented and send to prospective artists through publicartist.org. A vote was taken
and the motion passed 6-0 with board member Harris absent.
ADJOURNMENT
With no other business before the board, a motion was made by board member Reed, seconded by board
member Lenox to adjourn the meeting at 8:16 p.m. A vote was taken and the motion passed 6-0 with
board member Harris absent.

Discussion
Staff has prepared an RFQ and a list of possible artists to call for the Downtown Mural art project.
Staff needs final approval of the process to use to call artists, final budget, and items included in the

Staff has researched with art coordinators/muralists and found that a budget of $15,000 could give
good detail for a 12' X 60' mural. The funding for the project would need to come from the current
public art balance. Staff also needs direction regarding a stipend for finalists to provide a to-scale
drawing or sketch of their proposals. Other items for inclusion within the budget would be
maintenance, contingency, lighting and/or other exterior components of the project.

Description of Public Art Project
The Public Arts Advisory Board of the City of Wylie, Texas seeks to commission an original art
mural to work functionally, philosophically, and artistically with the space in and around Wylie's
Historic Downtown area. This mural wall will be 12 feet wide by 60 feet long and will face Olde
City Park. The park is the entrance to Wylie's historic downtown area with buildings dating back
to the early 1900's. The City has much rich history and will celebrate its 125th year of
incorporation in 2012.
Art Space
• Art should complement the architecture in scale and design, depicting the rich history
of the community and downtown area
• Artist responsibilities include wall preparation and creation of the mural
• Art should be creative but conceptually accessible to the viewer
• Art will be the focal point for community engagement downtown
• Because evening shopping and park activities are a part of the downtown area, lighting
should be an element of the art/space-energy efficient preferred
• Art should take into consideration a variety of community activities
• The art mural must be durable and require minimal maintenance
• A site specific photo of the area is below

ART PLACEMENT OVERVIEW
Budget — The budget for this project is $ . (Including artist's fee, travel/lodging
during fabrication/installation, materials, fabrication, transportation, documentation,
insurance, permit fees, and lighting).
Selection Process — The Art Selection Panel will include 1 community member, 1-2
professional artists or experienced art coordinators, a representative from the Downtown
Merchants Association, 1 Public Art Board member, user of the space, and a community leader.
Submissions of qualifications will be reviewed by representatives of the Public Art Advisory
Board, city staff and other professionals, and if necessary initially narrowed to semi-finalists.
The Art Selection Panel will narrow the field to 2-3 finalists for the project. The finalists will be
invited for site visit, dialogue with the community, and if they wish, a period of time spent with
staff. They will then be asked to develop a conceptual to scale sketch to convey the concept for
the artwork and make a presentation in person of their proposal, for which they will be given
an honorarium of$ . These, to-scale visual sketches will also be displayed in a prominent
place within the Municipal Complex for the public to view.
The Art Selection Panel will rank the finalists for recommendation to the Public Art Advisory
Board, Staff and to the Wylie City Council. Upon approval, the artist will be awarded a contract.

Eligibility — The project is open to all professional artists located in the regional area of North
Texas (300 mile radius of 75098, Wylie), age 18 and over, regardless of race, color, religion,
national origin, gender, age, marital status, or physical or mental disability. City of Wylie
employees, as well as selection panelists and their immediate family members are not eligible
for participation.

We had this item as a discussion item at the last meeting so all of this will be reflected in the meeting minutes. But just
to confirm Anne will be the Board member on the PAAB committee for Community Park and the Board revised the
direction of the art to a "youth sports"theme, leaning toward baseball. I think they basically made the scope of the art a
bit more broad to reflect youth sports in general, but since it will be placed at the entrance of the baseball fields they
would like to see a baseball element to it. Anne was at the meeting and since she will be on the committee she can
clarify the position if you need her too.
