CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 6:30 p.m. by Chair, Stewart Matthews. Board members in attendance
were Kathy Spillyards, Gaynell Reed, Susan Spurgin and Jim Lenox. Dee Ann Ross and Deya Harris
were absent.
Staff present included Carole Ehrlich, board liaison/secretary and Lynn Grimes (Wylie Art Gallery, and
volunteer).
DISCUSSION ITEMS
w Discussion regarding PAAB Future Events Sub-Committee recommendations
for the Wylie Arts Festival and other new events to focus on public art. (C.

Sub-Committee Summary
Sub-committee chair Jim Lenox reported that several items had been discussed at the meeting held in
February. Some of them included having a one day event December 1, 2012 for the Wylie Arts Festival
and holding the event indoors at the FBC Events Center. He asked staff to secure the rooms and
assistance with the audio/video system. Lenox reported that members discussed building the event in
2013 to a two day event. The committee also discussed a second event to be held in early June. This
event would be an artist festival and was recommended that it be held on the Municipal Complex site. He
noted that the intent was to build this event to include more activities and to include the Parks
Department in the planning to allow for more activities.
Lenox also reported the committee had discussed having art displays in and around the complex
monthly. The board felt perhaps a sub-committee could be created to plan and secure the artists for
these events. He reported the last item on the list was to create a brochure promoting the arts to the
residents and public. This would highlight the established art and also the current events that were
planned for that time period.
Board chair Matthews asked for volunteers for two separate committees; one to plan in advance for the
2012 Wylie Arts Festival downtown and one to plan for future events and input for the brochure
promoting the arts in Wylie. The following volunteers were appointed to the committees:

• Discussion regarding the Community Park CIP Art Project. (C. Ehrlich, PAAB

Staff Comments
PAAB Liaison Ehrlich gave a short update on the progress with the call for artists for Community Park
including the Parks Board recommendation for a theme for the art. Ehrlich reported that 7 intents to
submit had been noted on the public artists.org website but only one had been completed. She noted
that as the March 23rd deadline grows closer, more submissions should be forthcoming but if the
submission were low, extension of this call could extend the call a couple of weeks to procure more
submissions. Ehrlich reported she would let the board know if that was necessary.
Ehrlich noted that the Parks board had expanded their recommendation for a theme for the art with all
sports for youth being included however since it was the entrance to the baseball fields; they wanted
some portion of the art to be designated to baseball. Ehrlich also reported Anne Hiney had been
recommended as the selection panel member from the Parks Board.
BUSINESS ITEMS
1. Consider and act upon approval of the minutes from the February 16, 2012 Public
Arts Advisory Board meeting. (C. Ehrlich, PAAB staff liaison)
Board Action
A motion was made by board member Lenox, seconded by board member Reed to approve the February
16, 2012 PAAB minutes as presented. A vote was taken and the motion passed 5-0 with board members
Harris and Ross absent.
2. Consider and act upon authorizing the process, budget and funding for the
commissioning of a mural for the wall on the south wall facing exterior of the
building located at 104 S. Ballard, Wylie. (Block 4, Lot 3, Keller's Addition) including
the RFQ (Call for artists). (C. Ehrlich, PAAB Liaison)
Staff Comments
PAAB Liaison Ehrlich reported a draft of the RFQ (Call for Artists) had been completed and once approved by PAAB
would be sent to a short list of selected artists per board direction and be posted on the publicartists.org website. ""
Ehrlich asked that within the approval of the RFQ that it also include a budget amount, stipend for finalists, and
possible maintenance and contingency items and the type of selection process the board wished to use.
Ehrlich explained that there are three processes, Direct Selection, Limited Selection or Open Selection. She
explained that direct would be either choosing an artist or a short list of artists the board wished to be included in the

selection process. The Limited Selection could include local or regional artists and the Open Selection would be a
national call for artists. She also pointed out the timeline for the call noting that some of the dates may need some
tweaking dependent upon the types of selection processes used.
She explained that artists and art coordinators had been contacted and they all recommended a budget of around
$15,000 to create a 6`X120' mural. Also stipends for artists would need to be at least$300 for their time to create a
to-scale proposal of the art.
The board discussed using a combination of limited and direct selection to be able to invite certain artists that might
be interested that reside further out than the 300 mile radius. Also combining the limited to post the RFQ on the
publicartists.org website for artists within the 300 mile radius. The board reviewed a short list and directed staff to
use the combination process and to invite all those who were listed on the short list and post to the publicartists.org
website.
Board Action
A motion was made by board member Lenox, seconded by board member Spurgin to set the artist budget
at $15,000 and the artists stipends, up to three at $300 each; to approve the limited and direct selection
process to be used in combination to invite individual artists and post on the publicartist.org website for
regional artists, and to allow staff to amend the call to include adjustments to the timeline and add to the
call that the old mural would be removed by the city. A vote was taken and the motion passed 5-0 with
board members Ross and Harris absent.
3. Consider and act upon the appointment of a Selection Panel to recommend the
ranking of finalists for the Community Park CIP Art project. (C. Ehrlich, PAAB staff
liaison)
Staff Comments
PAAB Liaison Ehrlich reported staff has prepared a list of possible art selection committee members. The Public Art
Guidelines for Wylie suggest a combination of users of the space, building, and facility in or on which the art will be
placed, possibly a landscape architect, a member of the Parks board, citizens of the community or near the art site,
a member of PAAB, and artists and/or art coordinators familiar with artist selection processes.
The Parks board has recommended Anne Hiney to serve on the Selection Committee. Anne is a member of the
Parks Board and has a degree in art. Margaret Robinette, Public Art Program Manager, City of Dallas (retired) has
agreed to serve on this committee. Past artists serving in this capacity were local artist John Pototschnik and Marie
Renfro.
Board members gave names of several artists and residents they wished to serve on the committee.
Board Action
A motion was made by board member Spillyards, seconded by board member Reed to appoint the
following to the Community Park CIP Art Selection Panel: Margaret Robinette, retired Dallas Public Art;
Anne Hiney, Parks Board representative; Constance Woods, artist; Susan Spurgin, PAAB representative;
Jennifer Price, Wylie resident with Stewart Matthews, PAAB board representative as an alternate.
Advisory members will include Mike Sferra, Public Services Director and Chris Hoisted, City Engineer. A
vote was taken and the motion passed 5-0 with board members Harris and Ross absent.
4. Consider and act upon the appointment of a Selection Panel to recommend the
ranking of finalists for the Downtown Mural Art project. (C. Ehrlich, PAAB staff liaison)

Staff Comments
PAAB liaison Ehrlich addressed the board stating that Staff has prepared a list of possible art selection committee
members. The Public Art Guidelines for Wylie suggest a combination of users of the space, building, facility in or on
which the art will be placed, possibly a landscape architect, a member of a board or in this case the Downtown
Merchants Association, citizens of the community or near the art site, a member of PAAB, and artists and/or art
coordinators familiar with artist selection processes.
It has been recommended that the owner of the building where the mural will be painted serve on the Selection
Committee. Margaret Robinette, Public Art Program Manager, City of Dallas (retired) has agreed to serve on this
committee if appointed. Past artists serving on panels were local artist John Pototschnik and artist Marie Renfro.
Board members discussed possible volunteers for the selection panel and noted that a long time resident of the city
should be included on the panel because of the history of the downtown area and theme of the mural.
Board Action
A motion was made by board member Spillyards, seconded by board member Lenox to appoint the
following members to the Downtown Mural Selection Panel: Alexis Tapp, Building owner; Lynn Grimes,
Wylie Downtown Merchants Assoc.; Margaret Robinette, retired City of Dallas Public Art Program; John
Pototschnik, artist; Gaynell Reed, PAAB member; Kelly Ramsey, Wylie citizen and John Yeager, Wylie
citizen. Ann Martin to serve as an alternate to John Yeager should he be unable to serve and Jim Lenox
as alternate PAAB representative. Advisory members will include Mike Sferra, Public Services Director
and Chris Hoisted, City Engineer. A vote was taken and the motion passed 5-0 with board members Ross -
and Harris absent.
ADJOURNMENT
With no other business before the board, a motion was made by board member Spurgin, seconded by
board member Reed to adjourn the meeting at 8:25 p.m. A vote was taken and the motion passed 5-0
with board member Harris and Ross absent.
