BALLARD, ALSO DESCRIBED AS LOTS 17 AND 18, BLOCK 18 OF THE RAILROAD ADDITION. ACTION ITEM 1 .DISCUSS AND CONSIDER APPROVAL OF A SITE PLAN OF THE TRAILS PLACE ADDITION WHICH INDICATES THE LOCATION OF THE BUILDINGS WHICH ARE ACCESORY TO THE MULTI-FAMILY STRUCTURES. CITIZEN PARTICIPATION ADJOURNMENT December 3, 1993 Planning and Zoning Commission 2000 Hwy. 78 N. Wylie, Texas Commission Members, The application for the Specific Use Permit at 130 N. Ballard states antiques, collectibles and estates will be auctioned. While I have tried to be as helpful to Mr. Spurgin as possible in the event the S. U. P. is granted, I have deep concerns that such generalities could be applied to a Specific Use. The Plan Review and approval process has been virtually eliminated. This was done by applying for a remodel permit where very little information is needed except for the location of walls and exits. Since the proposed Use and the specific requirements that go with that Use have not been approved I have had no grounds to require anything further of Mr. Spurgin. If this Use is approved the majority of this building would fall in an A3 Use classification. The warehouse depending on its contents could be classified as a B2 which would require no occupancy separation, an H7 which would require a three (3) hour separation, or an H2-3 or 5 which would require a four (4) hour separation. The potential for the loss of life and property exists anywhere, but we as representatives of this city have a responsibility to reduce these to a minimum. I only ask that the Specific Use Permit states what items will be allowed within the Auction House (specifically) and that scaled and detailed drawings are required to be submitted for Plan Review and approval. Ballard will be classified as an A3 use (assembly) with an occupant load of two hundred ninty (290) based on the drawings provided, which are not to scale or detailed as requested. There are already specific requirements for the other areas within this proposed plan. THEATERS & AUDITORIUMS - ONE (1) PER THREE (3) SEATS RESTAURANTS - ONE (1) PER THERE (3) SEATS CHURCH - ONE (1) PER FOUR (4) SEATS USING THE ABOVE INFORMATION THE REQUIRED PARKING WOULD BE: AUCTION AREA - BASED ON OCCUPANT LOAD 50 OR 66 RECEPTION & CONCESSION - BASED ON OCCUPANT LOAD 27 OR 27 OFFICE & WORKROOM - BASED ON SQ.
