CONSIDER APPROVAL OF MINUTES OF THE OCTOBER 18 AND NOVEMBER 1, 1993 REGULAR BUSINESS MEETINGS. 2 . DISCUSS AND CONSIDER RECOMMENDATION TO AMEND THE AGRICULTURE DISTRICT IN THE CITY OF WYLIE ZONING ORDINANCE. 3 . DISCUSS AND CONSIDER INITIATING A PUBLIC HEARING TO AMEND THE CITY OF WYILE SUBDIVISION ORDINANCE. 4. DISCUSS AND REVIEW PROPOSED COMPREHENSIVE PLAN. CITIZEN PARTICIPATION IN ACCORDANCE WITH THE OPEN MEETINGS ACT, ANY BOARD OR COMMISSION OF THE CITY OF WYLIE WILL HEAR COMMENTS OF PUBLIC INTEREST FROM RESIDENTS THAT PERTAIN TO ITEMS WITHIN THE JURISDICTION OF THE SEATED BOARD. REMARKS WILL BE LIMITED TO PLACING THE ITEM ON A FUTURE AGENDA FOR CONSIDERATION. REMARKS MUST BE LIMITED TO NOT MORE THAN FIVE (5) MINUTES. ADJOURN MINUTES OF THE PLANNING AND ZONING COMMISSION October 18, 1993 E CALL TO ORDER Chairman Bart Peddicord called the meeting to order with the following s Commission members present: John Crowe, Mike Hawkins, Cleo Adams, Bobby Jennings, and Richard Eckman. Stuart Allison was absent. REPLAT OF LOTS 19, 20, AND 21, BLOCK A, RUSH CREEK ESTATES, PHASE II The Commission considered approval of a request from Harry Tibbals to replat three lots into two larger lots. The Commission discussed the lower density proposed and electrical easement that would consequently be located in the center of a yard. Eckman stated that no swimming pool could be installed unless the easement was moved and Hawkins noted that the easement might interfere with landscaping and swingsets. Hawkins made a motion to recommend approval the replat to the City Council subject to the relocation of the easement. Adams seconded the motion. The motion was voted on and passed unanimously. PUBLIC HEARING REGARDING SUP REQUEST FOR ACCESSORY STRUCTURES, SWIMMING POOL, AND PLAY AREA AT REDWOOD ON THE LAKE MOBILE HOME PARK The Chairman opened the public hearing and Ken Shouse, the applicant, explained to the Commission his request and reviewed drawings of the proposed improvements. He explained that Redwood Partners Limited had repaired the streets and was now prepared to begin the second phase: installation of a playground and basketball court, an equipment storage building, and a swimming pool. The Commission questioned Shouse regarding the vicinity of the lift station to the proposed drive, verified that the applicant was aware that concrete poured over an easement was subject to non-compensated damage if the easement were accessed,and confirmed with the applicant that all building, plumbing, and fencing requirements of the city would be met. As there was no one else wishing to address this issue, the public hearing was closed. Hawkins made a motion to recommend approval of the Specific Use Permit subject to (1) provision of a 12 foot fence around the basketball court and a 6 foot fence around the playground (2) that construction on each aspect of the permit shall begin within 18 months of the date of approval and (3) that improvements must be complete within 24 months of the date of approval. 1 75 Adams seconded the motion. The motion was voted on and passed unanimously. PUBLIC HEARING REGARDING PROPOSED AMENDMENT TO THE COMPREHENSIVE ZONING ORDINANCE AS IT PERTAINS TO RETAIL AND WHOLESALE PLANT FARMS AND NURSERIES 80 The Chairman opened the public hearing and as there was no one present to address this issue, the public hearing was closed. Jennings made a motion to forward a recommendation to Council as follows: Allowed Use Requires Specific Use Permit 85 Retail Garden Shop and Plant Sales in Completely Greenhouse as an Accessory to Enclosed Building Garden Shop B-1 Garden Shop and Plant Sales in Completely Garden Shop with Outside Storage Enclosed Building and Greenhouse as an Accessory to a Garden Shop B-2 Garden Shop with Outside Storage and Greenhouse as an Accessory to a Garden Shop Ag Retail or Wholesale Plant Sales with Outside Storage, Plant Farms, Greenhouses and Gardening Activities 90 Eckman seconded the motion. The motion was voted on and passed unanimously. PUBLIC HEARING REGARDING PROPOSED AMENDMENT TO THE COMPREHENSIVE ZONING ORDINANCE AS IT PERTAINS TO PERMITTED AND SPECIFIC USES WITHIN THE AGRICULTURAL ZONING CATEGORY 95 The Chairman opened the public hearing and as there was no one present to address this issue, the public hearing was closed. A QUORUM WAS PRESENT AND A NOTICE WAS POSTED IN THE TIME AND MANNER REQUIRED BY LAW. COMMISSION MEMBERS PRESENT: CHAIRMAN, BART PEDDICORD; VICE CHAIRMAN, MIKE HAWKINS; STUART ALLISON, RICHARD ECKMAN, CLEO ADAMS, AND BOBBY JENNINGS. STAFF MEMBERS PRESENT: BUILDING OFFICIAL, RUSSELL WYMAN; AND SECRETARY, NITA BOHLS. ABSENT: JOHN CROWE, EXCUSED. CALL TO ORDER: CHAIRMAN PEDDICORD CALLED THE MEETING TO ORDER AT 6:35 P.M. . ACT=ON =TEMS ITEM NO. 1: DISCUSS AND CONSIDER RECOMMENDATION TO AMEND THE AGRICULTURE DISTRICT IN THE CITY OF WYLIE ZONING ORDINANCE: The Planning and Zoning Commission discussed the Agriculture District in the City of Wylie Zoning Ordinance. Motion was made by Bobby Jennings and Seconded by Mike Hawkins to recommend to the City Council as amended, adding to Home Occupation: "Home Occupation, incidental to the main use. " Motion carried, all in favor with 6 Votes. ITEM NO. 2: DISCUSS AND REVIEW PROPOSED COMPREHENSIVE PLAN: The Planning and Zoning Committee were unable to review due to lack of information. Motion was made by Mike Hawkins and Seconded by Richard Eckman tabling this agenda item and putting it on a future agenda for review when more information is available with a possible called worksession if needed. Motion carried, all in favor with 6 Votes. ITEM NO. 3: DISCUSS AND CONSIDER INITIATING A PUBLIC HEARING TO AMEND SITE PLAN REGULATIONS OF THE CITY OF WYLIE ZONING ORDINANCE: After the Planning ad Zoning Commission discussed the Site Plan Regulations of the City of Wylie Zoning Ordinance, a Motion was made by Mike Hawking and Seconded by Stuart Allison to call a Public Hearing to amend Section 29-A of the City of Wylie Zoning Ordinance.
