MINUTES
PLANNING AND ZONING COMMISSION
CITY OF WYLIE
MONDAY, NOVEMBER 2 , 1992
The City of Wylie Planning and Zoning Commission met in regular
session at 6 : 30 PM. Monday: November 2 , 1992 in the Council
Chambers of the Municipal Complex . A quorum was present and a
notice was posted in the time and manner required by law . Those
present were Chairman, Gilbert Welch; Vice Chairman, Bart
Peddicord; Mike Hawkins , Cleo Adams , Billy Mills , Richard Eckman
and Bobby Jennings . Staff members present were Building
Official , Michael Schmidt ; and Secretary, Nita Morrow.
ITEM NO. 1 : CONSIDER APPROVAL OF MINUTES OF THE OCTOBER 19 , 1992
MEETING: Correction addition Item 4A last sentence add:
schedule a special workshop to decide what zoning a halfway house
would fit into . A motion was made by Cleo Adams and seconded by
Bobby Jennings to approve the minutes as corrected . Motion
carried, all in favor . ( 7 Votes)
ITEM NO . 2 : CONSIDER A PETITION FROM MOSS CONSTRUCTION FOR FINAL
PLAT APPROVAL : Michael Schmidt , Building Official and Steve
Helmberger of Heimberger and Associates went over the Moss
Addition Final Plat , lot 2 , block 1 , 3 . 644 acres and lot 1 , block
1 , 3 . 614 acres of the Moses Spark Survey , Abstract No . 849 ,
with the members . Mr . Schmidt stated that all requirements have
been met . A motion was made by Mike Hawkins and seconded by
Bart Peddicord to recommend approval of the Final Plat to go
to the City Council . Motion carried, all in favor . (7 Votes)
ITEM NO. 3 : CITIZEN PARTICIPATION: None .
ITEM NO . 4 : ADJOURN THE REGULAR BUSINESS MEETING AND CONVENE FOR
A WORKSHOP : A motion was made and seconded for adjournment .
Meeting adjourned by Chairman Welch. Motion carried, all in
favor . (7 Votes)

MEMORANDUM
TO : PLANNING AND ZONING MEMBERS
FROM: MICHAEL SCHMIDT , BUILDING OFFICIAL
DATE : NOVEMBER 10 , 1992
SUBJECT: STAFF RECOMMENDATION : CORNERSTONE MINISTRIES PROPOSED USE
The Code of Ordinance allows for "similar type uses" within a zoning
district , however the nature of an extended care facility as described
by Cornerstone Ministries does not fall within the uses and types of
uses currently listed in the various affected Ordinances . Though some
similarities are noted to independent portions of the proposed use
( living quarters similar to apartments for example) the total concepts
as presented precludes the advisability of singling out any one
function to key on and therefore rendering a judgment based on
incomplete or hasty . information .
• Although similarities to some existing uses can be found, the total
concept is far removed from the customary uses listed and therefore
should be regarded. as unique and evaluated separately , without regard
to existing zoning uses .
The proposal as submitted has several integral parts , each of which
need to be assessed to insure the eventual compatibility with other
adjacent districts and uses . After evaluating the specific needs , the
concepts as a whole should then be evaluated to see where or if it
fits into the needs of the city .
Some of the proposed parts of the use include but are not limited to :
1 ) Family apartments
2 ) On site counseling / resocialization
3) Job placement
4 ) Providing transportation to jobs
5) Religious ministry
6) Supervise and restrict freedoms
7 ) Lifestyle evaluation
8 ) Family counseling
It is therefore recommended that the use be assigned a zoning
designation of Multi-Family (MF) with the additional stipulation that
a Specific Use Permit be required .
