CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 6:40 p.m. by Vice Chair, Kathy Spillyards at 6:48 p.m. Board
members in attendance were Deya Harris, Susan Spurgin and Jim Lenox, and Dee Ann Ross, and
Gaynell Reed. Chair Stewart Matthews was absent.
Staff present included Carole Ehrlich, board liaison/secretary.
DISCUSSION ITEMS
• Discussion regarding FY 2012 Wylie Arts Festival Subcommittee Meeting. (C.

Susan Sprugin, chair of the FY 2012 Wylie Arts Festival Subcommittee reported there would be a meeting
of the subcommittee in the near future but currently had no updates to the event.
• Discussion regarding new events to focus on public art. (C. Ehrlich, PAAB Liaison)
Board member Jim Lenox gave an overview of the recent subcommittee meeting. He reported the first
monthly art demonstration would take place in June and was scheduled out for several months with board
volunteers charged for each monthly meeting. The demonstrations would take place in the breezeway
between the library and recreation center and the artist would commit to at least one hour of art demos.
The event would take place the first Saturday of each month and include musical artists working with the
visual artists.
Lenox reported the subcommittee discussed having a very large art festival event sometime in May 2013.
The event would include scheduling of a big name artist to perform and fine art booths and food vendors.
Further research regarding the costs and individual features of the event would be reported at a later date
when the sub-committee had reviewed the options. The board discussed the costs for the event coming
'"y`" from hotel/motel funds and sponsorships and ticket revenues going to the public art fund.
Board member Lenox also discussed the new brochure to feature the arts in Wylie. He reported PIO Craig
Kelly had shown the subcommittee a draft of the brochure which included current events the art board
was holding. A final draft would be presented to the board at the next meeting.

• Discussion regarding the Downtown Mural (Olde City Park) Art Project and call for —
artists. (C. Ehrlich, PAAB Liaison)
PAAB liaison Ehrlich reported the selection panel had chosen three finalists for the downtown mural
project. The artists were currently working on their sketches which would be 1" to 1ft. making each sketch
approximately 5 feet long by 1 foot high. The three sketches would be on display at the Smith Public
Library from noon on June 4th to 5:00 p.m. Friday the 8th. Ehrlich reported the selection panel would meet
again on June 11th to rank the artists for recommendations to the PAAB. PAAB would meet on June 14th
to choose the final artist for the project and authorize staff to prepare the contract.
Presentation
• Review of the Community Park artist rankings by the Community Park Art Selection
Panel and their recommendations for the Community Park Finalist. (C. Ehrlich, PAAB

Staff Comments
PAAB liaison Ehrlich presented the three finalists for Community Park CIP Art project. She explained that
the Community Park Art Selection Panel met on May 21, 2012 and reviewed the presentations by semi-
final artists. They have made their recommendations and ranked the finalists for further review and
consideration.
Ehrlich introduced David Hickman, who gave a short presentation on his kinetic proposal of two sculptures
on 16 foot poles setting on either side of the park entrance. These sculptures were cut from steel and
showed pitcher and a batter. The name of the proposal was "Play Ball".
Ehrlich introduced John Westerhold who presented a 12 foot sculpture (including the base) of a baseball
card. He noted that he had initially thought he could create two, one for each side of the entrance to the
park but later found that he could only create one within the budget.
Ehrlich introduced Johnny Edwards who presented two sculptures made from reinforced steel and
cement. It was a sculpture of an octopus with tenticles that stretched 20 feet across. Each tentacle held a
baseball (and 1 baseball mitt). He called this sculpture Octopitch. He presented a 9.5 foot Caterpillar
holding multiple bats in each leg. This sculpture was called Batterpillar. The title of the art piece was
Octopitch vs Batterpillar.
BUSINESS ITEMS
1. Consider and act upon a recommendation for the final artist for the Community
Park CIP Art Project to the Wylie City Council and to authorize staff to create a
contract to commission the art. (C. Ehrlich, PAAB Liaison)
Staff Comments
PAAB liaison Ehrlich stated the board had seen all three presentations and now has the opportunity to
view the proposals during the final artists' presentations. PAAB members are asked to consider the
finalist recommendation by the art selection panel which included the ranking of Johnny Edwards as
#1 and David Hickman as #2. The board can take action on the recommended artist or change the

ranking to recommend another finalist to the Wylie city Council, and authorize staff to create a contract
to commission the art.
The Wylie City Council will meet on June 12, 2012 to consider the PAAB recommendation and
contract. The city council will make the final approval and once the contract is executed, the artist can
begin fabrication. Budget for this project is $30,000.
Council Action
A motion was made by board member Spurgin, seconded by board member Harris to recommend to
the Wylie City Council, Johnny Edwards, as the final artist to commission the art for the Community
Park CIP Art project and to authorize staff to create a contract to commission the art; to include a 5
year maintenance warranty on workmanship and a one year warranty against acts of God and graffiti.
The art recommendation will be presented to the Wylie City Council for final approval. A vote was
taken and the motion passed 6-0 with chair Matthews absent.
2. Consider and act upon approval of the minutes from the April 19, 2012 Public Arts
Advisory Board meeting. (C. Ehrlich, PAAB staff liaison)
Council Action
A motion was made by board member Lenox, seconded by board member Harris to approve the
minutes from the April 19, 2012 Public Arts Advisory Board meeting. A vote was taken and the motion
passed 6-0 with chair Matthews absent.
ADJOURNMENT
With no other business before the board, a motion was made by board member Lenox, seconded by
board member Spurgin to adjourn the meeting at 8:05 p.m. A vote was taken and the motion passed 6-0
with chair Matthews absent.
