06-11-2012 (Public Arts Advisory) Minutes Public Art — Downtown Mural (Olde City Park) Art Selection Panel CITY OF WYLIE Special Called Meeting Minutes June 11, 2012 - 1:00 p.m. Wylie Municipal Complex Council Conference Room 300 Country Club Road, Bldg. 100 Wylie, TX 75098 CALL TO ORDER Announce the presence of a Quorum. The meeting was called to order at 1:00 p.m. Downtown Mural Art Selection Panel members present were: Margaret Robinette, Alexis Tapp, Gaynell Reed, John Pototschnik, and Ann Martin. Lynn Grimes and Kelly Ramsey were absent. Also present were Mike Sferra, Public Services Director and PAAB Liaison Carole Ehrlich. PRESENTATIONS BY SEMI-FINAL ARTISTS • Presentation and Review of the Finalist's Proposal for the Downtown Mural located at Olde City Park. (C. Ehrlich, Board Liaison) Board liaison Ehrlich addressed the panel and stated that the selection panel had selected three semi- finalists for the downtown mural. Each artist is present today to display their mural proposals. Ehrlich reported that over 500 comments from the public had been made regarding the mural proposals and were distributed to the selection panel for review. Kyle Wadsworth presented a proposal that was hand painted with the Sante Fe Railroad depicting the original railroad that created the City of Wylie, the Wylie Newspaper and a Texas Calvary man from the early 1800's. also centered in the proposal was a large tree and person holding a bunch of onions depicted Wylie as the past Onion Capital of the US. He noted that his designs were spatial leaving areas for the eyes to rest. Wadswoth answered questions from the panel. Roger Nitz presented a proposal that was hand painted and centered on the downtown area history. Many designs in the painting reflected the stores that were in Wylie over the past 125 years and many details that depicted the 125th anniversary of the city. He noted that his design will draw viewers in and once the viewer comes closer they will see something new each time they view the mural. Nitz explained that he and his wife Karen are both artists and collaborated on the proposal. Nitz answered questions from the panel. Panel members asked Mr. Nitz if changes could be made to the proposal to decrease the size of the center peddle car and other minor revisions. Mr. Nitz replied that he would be willing to revise any portion of the mural if the panel requested to do so. David Eden presented a proposal that was computer generated of photos of the history of Wylie on the left and the present Wylie on the right. He noted that many designs in the proposal were of items that were significant to Wylie over the past 125 years. Mr. Eden answered questions from the panel — members. Some of the questions posed were regarding if the artist could take the graphic photos and paint them on the mural wall with the same definition and color. Mr. Eden replied that the process he used was to project the graphic designs on the mural wall and then paint from that projection. He noted that he had never had an issue with reproducing from a projection design. He also indicated he was happy to make any revisions the panel requested. Ehrlich explained to the panel there were options to rank the three artists in the order of preference. The panel could rank the artists in order of preference or the panel can ask the artists to revise areas of the proposals and come back to the panel for further review. Board member Pototschnik asked if the board consensus was a preference for one of the three artists, could that artist be asked to revised their proposal based on earlier discussion instead of asking all three artists to revise their proposals. Panel Liaison Ehrlich replied that the panel had a clear choice of one artist that process could be used in lieu of asking all three artists to revise their proposals. BUSINESS ITEMS 1. Consider and act upon raking of the finalists to the Public Arts Advisory Board for the Community Park CIP Art Project. (C. Ehrlich, PAAB staff liaison) Panel Recommendations A motion was made by panel member Gaynell Reed, seconded by panel member Margaret Robinette to rank Roger and Karen Nitz as the number one ranked artist, David Eden as the second ranked artist and Kyle Wadsworth as the third ranked artist with the recommendation that the following revisions be made to the proposal by Roger and Karen Nitz: • Remove children from top of building • Remove dog • Reduce the size of the peddle car and make the child less animated • Remove the AMHO flag and replace with an old water tower and if AMHO is used on the water tower make same designation for the Wylie East High School motto • Remove the 125 cloud and replace with a plane carrying a streamer designating the 125th anniversary • Define by color and detail the two students from Wylie High (Pirates) and Wylie East (Raiders) in the Model T • Define the Birmingham House and if room in the background add a church • Revise the elongated view of the tractor • Place the Model T on a flat plain rather than angled. A vote was taken and the motion passed unanimously to recommend Roger and Karen Nitz as the first ranked artists for the Downtown Mural located at Olde City Park.
