Regular Meeting

CALL TO ORDER
Announce the presence of a Quorum.
The meeting was called to order at 6:40 p.m. by Chair Stewart Matthews, at 6:48 p.m.. Board members
in attendance were Deya Harris, Susan Spurgin, Jim Lenox, and Gaynell Reed. Vice Chair Kathy
Spillyards and board member DeeAnn Ross were absent.
Staff present included Carole Ehrlich, board liaison/secretary.
DISCUSSION ITEMS
• Discussion regarding FY 2012 Wylie Arts Festival Subcommittee Meeting. (C.
Ehrlich, PAAB Liaison)
Committee/Board Discussion
Committee member Spurgin reported on plans for the 2012 Wylie Arts Festival. Subcommittee
members included: Susan Spurgin, Gaynell Reed, Craig Kelly and Carole Ehrlich. Spurgin
reported that the committee had recommended that the booth pricing for 2012 be set by square
footage as follows: 7X10-$87.50; 5X8-$50.00; 8X8-$80.00; 10X10-$125.00, and food vendors
$150.00 for a normal size booth. The board also discussed not for profit organizations.
Board direction was to direct staff to limit not for profit organizations to 10 at the 5X8 $50.00
booths with the option to receive a 10% discount should the organization wish to reserve a larger
booth. The board also directed staff to revise the application for 2012 to reflect both the changes in
the booth fee recommended by the committee and the not for profit food booths to two maximum
and craft not for profit booths to 10 at the recommended size and pricing.
• Discussion regarding new events to focus on public art including monthly art

Committee/Board Discussion
Committee member Lenox reported to the board that after some research regarding a spring 2013
fine art festival pricing it was found to bring in a nationally known entertainer the costs would be
more than the funding available. Lenox suggested planning a fine arts event with regional high

school, college orchestras or sections such as the jazz or sting sections and top the evening with a
symphony form one of the outlying cities. He reported the committee would be meeting in the near
future to discuss these The subcommittee for future events including the 2013 Spring Festival, art —
brochure and Monthly/Quarterly art demonstrations will report on the recommendations and
progress made.
PIO Craig Kelly displayed a draft brochure recognizing the current art pieces in Wylie and
suggested have a virtual tour of the sites on the web's home page. He noted that the monthly art
events would be listed on the brochure going out 90 days for easy access by citizens.
Board member Lenox reported the monthly art demonstrations scheduled for the first Saturday of
each month would begin in July with board members scheduled to assist artists with set up and
take down.
• Discussion regarding the Community Park CIP Art Project and call for artists. (C.
Ehrlich, PAAB Liaison)
PAAB liaison Ehrlich reported the Community Park project with Johnny Edwards was approved by
the Wylie City Council at their June 12th meeting and the artist was preparing to start work with
completion scheduled for end of August.
• Update and discussion regarding the Living Lenses "Voices of Wylie" remediation.

PAAB liaison Ehrlich and Construction Manager Colley reported on the Living Lenses "Voices of
Wylie". Colley reported that the two outer shells had indentations caused from the bolting of the —.
pieces when fabricated. In response the artists asked another fabricator to construct two outer
shells to be placed over the damaged shells. When they arrived for installation the replacement
shells were found to be worse that the original shells. He said to some extent this was due to the
thin 2mm stainless steel used in the fabrication of the shells.
He stated that he had contacted two other construction managers who had worked with stainless
steel sculptures (Dallas sculptures and Chicago sculpture) and it was found that those sculptures
were made from % inch stainless steel which kept the fabrication process from showing on the
outer portion of the sculpture. Colley explained that one of the fabricators was here in the
metroplex and Colley was attempting to schedule a meeting with them to show them the "Voices of
Wylie" to both get a cost to fabricate the sculpture from 3/4 inch stainless so the costs in the budget
for the Wylie sculpture could be compared to the cost of the thicker stainless steel sculptures. He
also wanted to ask the fabricator how much it would cost to replace the outer shells with a material
that was thicker to eliminate the indentations on the outer shells. The replacement shells could be
placed over the existing shells to remediate the issue. Colley also explained he would ask if the
existing and replacement shells could be melted down and used as a part of the new shells,
reducing the overall cost.
Presentation
• Presentations by the Semifinalists for the Downtown Mural at Olde City Park and
artist rankings by the Art Selection Panel. (C. Ehrlich, PAAB Liaison)
Board liaison Ehrlich addressed the panel and stated that the selection panel had selected three semi-
finalists for the downtown mural. Each artist is present tonight to display their mural proposals. Ehrlich
reported that over 500 comments from the public had been made regarding the mural proposals and
were distributed to the board for review.

Ehrlich explained that the mural selection panel had ranked the artists in the order of preference and
the artists were present to display their murals and answer any questions the board may have.
David Eden presented a proposal that was computer generated of photos of the history of Wylie on the
left and the present Wylie on the right. He noted that many designs in the proposal were of items that
were significant to Wylie over the past 125 years. Mr. Eden answered questions from the board
members.
Kyle Wadsworth presented a proposal that was hand painted with the Sante Fe Railroad depicting the
original railroad that created the City of Wylie, the Wylie Newspaper and a Texas Calvary man from the
early 1800's. also centered in the proposal was a large tree and person holding a bunch of onions
depicted Wylie as the past Onion Capital of the US. He noted that his designs were spatial leaving
areas for the eyes to rest. Wadswoth answered questions from the board.
Roger Nitz presented a proposal that was hand painted and centered on the downtown area history.
Many designs in the painting reflected the stores that were in Wylie over the past 125 years and many
details that depicted the 125th anniversary of the city. He noted that his design will draw viewers in and
once the viewer comes closer they will see something new each time they view the mural. Nitz
explained that he and his wife Karen are both artists and collaborated on the proposal. Nitz answered
questions from the panel. Nitz explained that he and his wife Karen work together to create murals.
Ehrlich explained to the board that the selection panel had ranked Roger and Karen Nitz as the first
ranked artists followed by Dave Eden and third ranked Kyle Wadsworth.
Mural selection panel member Pototschnik spoke to the board about the panel decision. He stated that
the art in Kyle Wadsworth's maquette were very well done but noted the panel felt his design could be
placed in any town in Texas and was not specific enough to Wylie. Pototschnik reported the panel had
some discussion regarding David Eden's piece with some panel members not liking the current Wylie
portrayed in the maquette. He stated they also had concern with the graphic photos in the maquette
and whether the artist would be able to give the same detail in the painted mural. Pototschnik noted
that the panel after some discussion unanimously voted to place Roger and Karen Nitz at the top of the
ranking with quite a few minor changes to the maquette.
BUSINESS ITEMS
1. Consider and act upon a recommendation for the final artist for the Downtown
Mural Art Project (Olde City Park) to the Wylie City Council and to authorize staff to
create a contract to commission the art. (C. Ehrlich, PAAB Liaison)
Board Discussion
PAAB Liaison Ehrlich reported the PAAB had the opportunity to view the proposals during the final
artists' presentations. PAAB members are asked to consider the finalist recommendations by the art
selection panel and to take action for final recommendation to the Wylie City Council. The board can
take action on the recommended artist or change the ranking to recommend another finalist to the city
council
The Wylie City Council will meet on June 26, 2012 to consider the PAAB recommendation and contract.
The city council will make the final approval and once the contract is executed, the artist can begin
fabrication. Budget for this project is $15,000.

Board member Deya Harris stated that she like Kyle Wadsworth's marquette because of it spatial —
features and the bright colors in the mural maquette. Stewart Matthews stated that he liked the old and
current Wylie in David Eden's maquette because of the viewing prospective and each time a visitor would
view the piece, they would see something different. He noted that was also found in the Nitz maquette.
Board member Lenox stated that he like both maquettes for Nitz and for Eden but felt that the board
should take much consideration from the esteemed group of individuals who served on the selection
panel as they had expertise in art and spent many hours reviewing the proposals. He also stated that the
panel recommendations for changes in the Nitz piece should be considered as he felt they were good
changes. Board member Reed stated that she thought during the selection panel process which she
was a member of that a recommendation for a small skate boarder was requested and asked that this
item be place in the suggested changes.
PAAB Recommendations
A motion was made by board member Lenox, seconded by board member Reed, to recommend Roger
and Karen Nitz as the number one ranked artist and authorize staff to create a contract to commission
the art; with the recommendation that the following revisions be made to the proposal by Roger and
Karen Nitz prior to presentation to the Wylie City Council:
Remove children from top of building
Remove dog
Reduce the size of the peddle car and make the child less animated
Remove the AMHO flag and replace with an old water tower and if AMHO is used on the water tower
make same designation for the Wylie East High School motto
Remove the 125 cloud and replace with a plane carrying a streamer designating the 125th anniversary
Define by color and detail the two students from Wylie High (Pirates) and Wylie East (Raiders) in the
Model T
Define the Birmingham House and if room in the background add a church
Revise the elongated view of the tractor
Place the Model T on a flat plain rather than angled.
Add skate boarder to the background of the mural
A vote was taken and the motion passed 5-0 to recommend Roger and Karen Nitz as the final artists for
the Downtown Mural located at Olde City Park with board members Spillyards and Ross absent.
Consider and act upon approval of the minutes from the May 24th Public Arts Advisory
Board meeting. (C. Ehrlich, PAAB staff liaison)
Board Action
A motion was made by board member Spurgin, seconded by board member Reed to approve the May
24, 2012 Public Art Advisory Board minutes as presented. A vote was taken and the motion passed 5-0
with board members Spillyards and Ross absent.

ADJOURNMENT
With no other business before the board, a motion was made by board member Harris, seconded by
board member Lenox to adjourn the meeting at 8:45 p.m. A vote was taken and the motion passed 5-0
with board members Ross and Spillyards absent.
