V11- jWie Action Item No. 1 Site Plan Proposed Retail Center Planning and Zoning Commission Meeting: August 29, 2000 Owner: The City of Wylie Surveyor/Engineer: JDJR Engineers & Consultants Location: Generally located on S.H. 78 at Third Street Existing Zoning: R(Retail) Summary: The Site Plan under consideration is for a proposed retail and restaurant building. The applicant submitted building plans several weeks ago which were processed and reviewed by the City of Plano. Due to an error on the part of staff, a permit was subsequently issued without the appropriate site plan approval. Staff contacted the builder to explain the situation and, given the circumstances, agreed to expedite the review. The property is currently vacant, platted, and zoned for R, retail uses. Issues: • Staff has reviewed the proposed site plan and recommends modification to the parking lot layout for public safety access purposes. The fire lane is recommended to extend from S.H. 78, along the west side of the proposed building, and straight out to Oak Street. The subsequent driveway will be close to the intersection; however, Third Street will not be connected to S.H. 78 when the highway is widened beginning next summer. Overall plans call for the closure of Third Street between Oak and S.H. 78. • Staff is also recommending that the parking in the back be converted to angle parking, with a one-way, exit only driveway on the east side on the lot. • The applicant is aware that the number of parking spaces on the lot will dictate the amount of seating possible for the restaurant as well as the size of the retail space. • The applicant is aware that a separate permit and review is required for any signage. Financial Considerations: Site Plan application fees -Waived Staff Recommendation: Approval, with the specified amendments The Department's of Public Works, Fire, and Development Services concur with this recommendation.
