Surveyor/Engineer: Carter&Burgess, Inc. Location: Generally located along at the northeast corner of FM 544 and Springwell Parkway (Marshall Lane) along the north side of the railroad. Existing Zoning: PD (Planned Development) for single family uses. Summary: The final plat under consideration is the Lakeside Estates Phase II addition. The applicant is final platting 28.77 acres in order to develop the property with 138 single family lots. The property is currently vacant, unplatted, and zoned PD (Planned Development) for single family uses. Issues: • Staff has reviewed the final plat and found it to be in compliance with the Zoning regulations and other pertinent ordinances of the City of Wylie. Department of Planning, 01/25/00 99-14 Issues: • The Comprehensive Plan recommends Country Residential(1 acre single family) uses for the property. The proposed land use is consistent with the Comprehensive Plan only in terms of the single family residential aspect. Specifically, the applicant is proposing a density of 2.75 dwelling units per acre (minimum lot size of 8,500 sq. ft.). The applicant is also proposing a cascading pond parkland dedication encompassing 4.4 acres (2.43 acres of useable area outside of the pond). Although the Comprehensive Plan recommends 1 acre lots for this property, staff is of the opinion that the elimination of the multi-family zoning significantly reduces the allowable density of the area. Specifically, the property is currently zoned for multi-family uses and, therefore, could be developed(by right) at a density of fifteen(15) dwelling units per acre. • The applicant is filing this PD in order to ensure a quality development and request an amendment to the Comprehensive Plan. IVO • 1-11' ly 1. General Concept The Cascades will be developed around a series of cascading constant level ponds providing a 4.4 acre park. The detention area for holding water before it is released downstream will be above the constant level ponds and is determined by volume, not square footage. The area outside of the ponds is 2.43 acres. It is the developer's desire to dedicate this entire area as a park to the City of Wylie. The ponds will be engineered to the City of Wylie's specifications. The ponds and offsite drainage improvements are expected to provide the detention and release necessary to resolve the drainage problem that has occurred for the existing subdivision adjacent to the south. Normally, the water in each pond will cascade into the next lower pond, and then be pumped up to the highest pond and recirculated. This plan provides additional capacity to accommodate the 100 year flood. The additional water will be released slowly and diverted to the east to avoid inundation of the subdivision"downstream". A jogging trail will be developed which will lead to and around the pond park. Both the park and the jogging trail will be landscaped and provide an attractive and pleasing amenity to the home owners in the neighborhood. 2. Property Overview the Cascades is planned as a 154 lot single family subdivision on approximately 56 acres of land fronting the east side of FM 1378 (Country Club Rd.),in Wylie, Texas. The site borders the north boundary of the Newport Harbor addition. The site topography is level with FM 1378 for the western portion of the property but begins a gentle slope in a south easterly direction approximately 1,000 feet east of FM 1378. There are continuing problems during heavy rain run off for the Newport Harbor addition to the south of this property. This sensitive environmental area within the project site will be enriched and maintained and will become part of the native landscape of the project while at the same time mitigate the drainage problem occurring during high water levels. The site is currently zoned Multi-Family by the City of Wylie with a density of 15 units per acre. The proposed development is designed to accommodate 154 lots on 56 acres with a density of 2.75 single family lots per acre. No lot is less than 8,500 square feet. Due to the curvature of the streets and the cul de sacs,the lots vary in width and depth,however, minimum standards will be developed. 3. General Development Guidelines 1. Front wall- All wall construction materials facing FM 1378 shall be natural stone,brick, wrought iron or a combination of each. Added screening may be accomplished by plant material and landscaping. No wood fencing shall be used facing FM 1378 by the development,however, homeowners will be allowed to use wood fencing along FM 1378 on their lots. 2. Entry feature- The entry feature shall be of the same construction materials as the front wall, and shall be lighted. The entry shall have a split double lane on either side of a plant median approximately twelve feet wide at the widest point, and heavily landscaped. 3. Joging/Nature Path - The jogging path will be five feet wide within a fifteen foot landscaped area between some of the lots. (See Jogging Trail Detail). The surface material for the path will be crushed rock built up between metal grass guards. The areas on either side of the five foot path will be landscaped with a 3"caliper live oak or equivalent tree planted every 40 feet along the trail. The running path will have the effect of winding in and out of the trees. Various stations along the path will be established for stretching, exercising or resting. The path to the ponds will provide an interesting and natural area for both joggers and strollers to make their way to the ponds and will be lighted with low level lights no higher than 4 feet. The path will open up at the pond area, and circle around the ponds to form a loop. Maintenance will be provided by the Home Owners Association. 4. Ponds- The cascading ponds will be the central focus of the development. This 4.4 acre area will not only be the main theme of the development around which the marketing will be based, but provides a most needed solution to an area drainage problem which has existed for years. Rather, than an open detention pit, this area will be engineered to not only provide for detention and release of water run og but also become a scenic park. This area will have a series of constant level ponds, stepped to provide a cascading effect from one pond to the next. The water will be recirculated via a pumping system from the lowest point back to the highest point to begin its cycle over. The pond area will be extensively landscaped with a minimum of 3" caliper live oak or equivalent tree planted every 40 feet. along the perimeter of the pond area. 5. Waiver of City Assessed Park Fees- The developers respectfully request the City grant a waiver of all park fees and accept the dedication of the 4.4 acre pond as a public park maintained by the City of Wylie. The land surface area not included in the ponds is 2.43 acres which satisfies the donation requirement of 1.5 acres per 100 dwelling units(Ord.99-6). 6.Maintenance- Streets, park, and utilities will be publicly maintained. Jogging path will be privately maintained by a home owners association. 4. Single Family Residential Regulations The lots shall generally conform to the City of Wylie SF-2 zoning classification except as noted below: 11.3 Area regulations. (1). Size of yards 1. Front yard. There shall be a front yard having a depth of not less than 25 feet as measured from the front property line. 2. Side yard There shall be a side yard on each side of the lot having a width of not less than 7 feet in width. A side yard adjacent to a side street shall not be less than 20 feet. 3. Rear yard. There shall be a rear yard, a depth of not less than 25 feet. (2). Size of Lot: 1. Lot area. No building shall be constructed on any lot of less than 8,500 square feet. 2. Lot width. The minimum width as measured at the front building line of the lot shall not be less than 60 feet. 3. Lot depth. The minimum depth of the lot shall be no less than 100 feet. C. Minimum dwelling size. The minimum floor area of any dwelling shall be 1,800 square feet exclusive of garages,breezeways and porches. 5. Additional Guidelines A.1. Exterior Wall Materials -A minimum of 75% of the dwelling's total exterior area, minus windows and doors, must be masonry veneer, such as brick, stone or stucco. A.2. Roofs- Roofs must be covered with composition material of at least 180 LB weight shingle and have a minimum pitch of 6:12. A.3. Fences and Walls - All lots in block C which open onto the pond area excepting lots 4,5,9 and 10 will use a wrought iron fence not to exceed 5 feet in height will be standard for all backyard fencing in this area and designated by the developer. Living screening hedges may be planted. All other lots may use wood, masonry or wrought iron but may not exceed 7 feet in height. The use of chain link fencing is prohibited. Railroad ties may not be used anywhere in block C or for a retaining wall visible from the street on any other lot. Any retaining walls in Block C will be of a uniform stone designated by the developer. A.4. Screening- The owner of a lot must screen the following items from the view of the public and neighboring lots and dwellings, if any of these items exist on the lot: 1. Clotheslines 2. Drying racks 3. Hanging clothes, linens, rugs and textiles of any kind 4. Yard maintenance equipment 5. Wood piles and compost piles 6. Accessory structures such as dog houses, gazebos, metal storage sheds and greenhouses 7. Garbage can and refuse containers except on City pickup days. 8. The members will be resident citizens,taxpayers and qualified voters of the City. 2.3 Staff should develop orientation sessions at the beginning of new terms of office for new and other interested Commission members. If a seat becomes vacant and a new Commission member(s) are appointed to complete unexpired terms, the new member(s) should also attend the orientation sessions. 3.0 Officers 3.1 The Commission shall select from among its members in the first meeting in July(and at such other times as these offices may become vacant), a Chairperson and Vice- chairperson to serve for a period of one (1)year. 3.2 In the absence of both the Chairperson and Vice-chairperson, the Commission shall elect an Acting Chairperson. 4.0 Officers Duties 4.1 The Chairperson shall preside over all meetings and briefing sessions,and perform all duties as required by law. 4.2 The Vice-chairperson shall assume all duties of the Chairperson in the absence of the Chairperson. 5.0 Powers and Duties of the Commission 5.1 The Planning and Zoning Commission shall make recommendations to the City Council on all questions concerning the overall development and environment of the City, Comprehensive Plan amendments, Thoroughfare Plan amendments, Zoning, Specific Use Permits, and Planned Developments. 5.2 The Commission shall perform all duties as prescribed by State statutes and the City's Subdivision Ordinance concerning plats. The City Council has final authority in these matters,but should seek recommendations from the Planning and Zoning Commission prior to making final decisions. 5.3 The Commission shall recommend to the City Council for adoption of a Master Plan as a whole or in parts,for the future development and redevelopment of the City and its environs,and will be expected to recommend changes in the Master Plan from time to time,which will facilitate the movement of people and goods,promote the health, recreation, safety, and general welfare of the citizens of Wylie. 5.4 The Commission should study and make recommendations to the City Council as to the location, extension, and planning of public rights-of-way,parks, and other public places, and on the vacating or closing of these same places. 5.5 The Commission should study and make recommendations to the City Council as to the general design and location of public buildings, bridges,viaducts, street fixtures, and other structures and appurtenances. 5.6 The Commission should initiate, in the name of the City, all proposals for consideration at Public Hearings involving the opening or closing of public rights-of- way,parks, and other public places,both existing and planned;the permanent zoning of annexed areas;the changing of zoning district boundaries on an area-wide basis. 5.7 The Commission shall perform all other duties as the City Council may direct. 6.0 Rules of Order 6.1 The Chairperson shall rule on all points of order. 6.2 The Commission may overrule the Chairperson on points of order by a two-thirds (2/3) vote of members present. 6.3 Any provision of these rules not governed by City Ordinance may be temporarily suspended by a favorable two-thirds (2/3) vote of all members of the Commission, which vote shall be entered upon the minutes. 7.0 Quorum 7.1 A quorum shall consist of four(4) members. 7.2 No matters may be handled without the presence of a quorum. 7.3 All votes shall be by a majority of members present, except as otherwise stated in these rules of procedure. 8.0 Agendas 8.1 An agenda shall be prepared by the Director of Planning or his designee for each meeting of the Planning and Zoning Commission. There shall be attached to each agenda, a report of matters pending further action by the Commission. A copy of the agenda shall be posted in the Municipal Complex as required by law for a period of seventy-two (72) hours. 8.2 All regular and special meetings shall follow, as closely as possible, the printed agenda. 8.3 Agendas may be amended by the Chairperson as to order of items, but not as to content, unless overruled by a majority of the members present. 9.0 Minutes of Meetings 9.1 Minutes of all regular and special meetings shall be kept by the Secretary,designated by the Director of Planning, and are subject to amendment and ratification by the Commission at a regular meeting. 9.2 The minutes of the Commission's proceeding shall show the overall vote,or if absent or failing to vote, shall reflect that fact. 9.3 Minutes need not be kept of committee meetings unless directed so by the City Attorney or Chairperson. 10.0 Regular Meetings 10.1 The Commission shall meet on the first and third Tuesday of each month at 7:00 pm in the Council Chambers of the Wylie Municipal Complex. All meetings shall be open to the public, and the public is encouraged to attend. 10.2 Any Commission member missing three(3)consecutive regularly scheduled meetings without a valid excuse which includes illness,death in the family, or emergency shall be subjected to dismissal from the Commission. 10.3 Under special circumstances the Commission may reschedule regular meeting dates subject to ratification by the City Council. The new dates should be announced at a regularly scheduled meeting, and agendas posted accordingly. 10.4 All regular meetings shall, as closely as possible, follow the posted agenda. The agenda should include, but is not limited to the following: A. Ratification of Minutes; B. Consent agenda(routine items); C. Items for individual consideration; D. Breaks at the discretion of the Chairperson; E. Citizens' participation on items not on the agenda(5 minutes maximum); F. Commissioners' comments on items not on the agenda. 10.5 Any consent agenda item may be removed by any member and brought up for individual consideration. A two-thirds (2/3) vote of the Commission is required to deny a request for an item to be removed from the consent agenda. 10.6 City Staff will make a recommendation on appropriate agenda items and may present evidence or information as needed or as requested by the Commission. 11.0 Special Meetings 11.1 Special meetings may be called by the Chairperson, or at the request of two (2) or more members,or may be scheduled by a majority ofthe Commission at any previous meeting. The time and place of the special meeting shall be determined by the convening authority. 11.2 All members must be notified of any special meeting by giving written notice to all members deposited in the mail at least ninety-six(96) hours before the meeting, and the notice must specify the purpose of the meeting. 11.3 Special meetings must be posted in accordance with the open meetings act. 12.0 Planning Sessions 12.1 The Commission may be convened as a committee of the whole in the same manner as prescribed for the calling of a special meeting for the purpose of holding a planning session, provided that no official business shall be conducted thereat and no quorum shall be required. 13.0 Public Hearings 13.1 Conduct of public hearings will follow the general guidelines listed below and as outlined in Section 14 Addressing the Commission: A. Introduction of agenda item by the Chairperson; B. Report by the Director of Planning or designee; C. A maximum 30 minute presentation including rebuttal by the applicant; D. Opening of public hearing by the Chairperson; E. Comments from organized groups and individuals favoring the issue of the public hearing; individual comments should not exceed 5 minutes; F. Comments from organized groups and individuals in opposition to the issue of the public hearing; individual comments should not exceed 5 minutes; G. Rebuttal by the applicant; H. Questioning by the Commissioners of the applicant and audience members who addressed the Commission. The time used to answer Commission questions will not deduct from the 30 minute allotment; I. Close public hearing. J. Commission query of Staff; K. Commission action pertaining to the issue of the public hearing. 13.2 During a public hearing, speakers comments will be limited to 5 minutes unless additional minutes from audience are allotted to that person as a representative of a group,but the overall allotted time length shall not exceed 30 minutes as set forth in Section 13.1. 13.3 All meetings shall be held in full compliance with the provision of state law, ordinances of the City and these rules of procedure. 14.0 Addressing the Commission 14.1 Persons desiring to address the Commission shall complete"Request to Speak"cards and submit the cards to a Staff member. 14.2 Staff will sort the speaker cards by agenda item and deliver them to the Chairperson. 14.3 The Chairperson will refer to the speaker cards for individual agenda item comments, public hearing comments and comments on items not on the printed agenda. 14.4 Persons who note on a speaker card their desire to address the Commission will be called to the podium by the Chairperson at the appropriate time and will follow the guidelines below when addressing the Commission: A. Approach the podium, state their name and address and whether or not they are representing a person or organization; B. Speak so that all present in the room may hear clearly; C. Address all statements and questions to the Chairperson; D. Be courteous in language and deportment; E. Limit their comments to 5 minutes. 14.5 Persons addressing the Commission during a public hearing will follow the public hearing guidelines noted in Section 13. 14.6 The Chairperson will read into the record the names of persons who filled out a speaker card in support of or in opposition to an agenda item but did not wish to address the Commission. 14.7 The Chairperson may interrupt an individual to redirect or terminate remarks when they are not relevant to the matter before the Commission, or when the Chairperson determines the remarks to be out of order. 15.0 Evidence 15.1 Only relevant evidence and testimony will be received. 15.2 Petitions and other physical evidence should be submitted to the Chairman of the Commission. Normally petitions will not be read in full into the record, but will be noted into the record. 15.3 Ex Parte Communications A. Any Commissioner having new factual information regarding regular meeting or briefing session agenda items shall make that information known to all Commission members. B. Commissioners shall not make voting commitments prior to hearing all submitted evidence regarding regular meeting agenda items. 16.0 City Staff Responsibilities 16.1 The Planning Director or designee shall be responsible for providing the Commission with the necessary professional, technical, and clerical services, among which, shall be the following: A. Prepare and submit agenda, Staff reports from various departments, and any special projects as directed by the Chairperson; B. Administrative duties; C. To the extent necessary, introduce and factually explain each item on the agenda; D. Coordinate the services of all City Staff and other sources of public information for and on behalf of the Commission; E. Keep a true copy of all Commission proceedings; F. Have custody and maintain all Commission records; G. Give and serve all notices required for public hearings; H. Attend to all official correspondence and communications to and of the Commission. 17.0 Written Request Required 17.1 Every proposal submitted for Commission action shall be made in writing. Where appropriate, application forms are provided by the City. The proposal shall be filed on said forms, shall be accompanied by all prescribed fees, and shall be complete in all respects before being accepted for filing. 18.0 Conflict of Interest Rules 18.1 Any Commission member who concludes after consulting with the City Attorney that a matter before the Commission might include a conflict of interest on their part shall: A. File an Affidavit of Interest stating the nature and extent of the conflict of interest in accordance with Chapter 171.004 V.T.C.S.with the City Attorney, if required by law. B. Disclose that fact and excuse themselves from the room during all discussion on the matter. 18.2 Any member who concludes that he/she may have a substantial interest in a matter before the Commission shall follow Section 18.1 above. 18.3 Any member found to have violated Sections 18.1 or 18.2 of these by-laws shall have their vote on the matter in question stricken from the record, and this fact shall be submitted to the City Council for further action. 18.4 If a Commission member owns property within 200 feet of a regular meeting agenda item and no conflict of interest exists, he/she may abstain from voting on that item except in the case of a tie. 19.0 Motions 19.1 A motion may be made by any member. 19.2 A motion to approve any matter before the Commission or to recommend approval of any request requiring Council action shall require a majority favorable vote of the members present. When fewer than all the members are present for the voting and when all motions to recommend on a given application fail to carry by a majority vote, consideration of the application shall be continued to the next regular meeting only upon motion carried by a majority ofthose present. Further,no request or application shall be continued under this rule beyond the next regular meeting. Failure of the Commission to secure a majority concurring vote to approve or recommend approval at said next regular meeting shall be recorded in the minutes as a denial of the proposal under this rule. 20.0 Miscellaneous 20.1 Abstaining from a vote is not allowed except as in accordance with Section 18.0 Conflict of Interest Rules. 20.2 All members ofthe Commission are encouraged to obtain as much factual information on all cases as possible, including inspection of affected properties. 21.0 File Retention 21.1 All matters coming before the Commission shall be filed in the City's records. Original papers of all requests and proposals shall be retained as a part of the permanent record. 22.0 Public Record 22.1 The official records and citizen requests filed for Commission action in regular or special meetings shall be on file in the Municipal Complex and shall be open to public inspection during customary working hours. 23.0 Certified Copy 23.1 A certified copy of these Rules of Procedure and of any amendments thereto shall be filed in the office of the City Secretary within ten (10) days following their date of adoption. 24.0 Repealing Clause 24.1 All previously adopted Rules of Procedure of the Planning and Zoning Commission shall be and the same are hereby expressly repealed. 25.0 Amendments 25.1 This document may be amended, in whole or in part,by a majority vote of members present at regular scheduled meetings, provided that all proposed amendments are presented at least thirty(30) days prior to any vote on said amendments. Higher density housing is closest to, if not a part of the village center. Lower density housing, typical of suburban single family development, is located in a larger ring surrounding the village center. Between the Village Centers and its surrounding suburban housing are rural housing areas with larger lots. Nonresidential development is located within designated commercial corridors, business parks and industrial areas. Village Center Districts The Village Center Districts provide for appropriate land uses and density of uses within locations designated as village centers within the Comprehensive Plan. Residential uses within and immediately adjacent to the village center provide a built-in support network for businesses located within it. • Single Family - 8 District (SF-8) The SF-8 district is a single family residential district allowing detached houses on individual lots and requiring a minimum lot size of 8,000 square feet. This is the highest density single family detached housing residential zoning allowed in Wylie and is intended to be adjacent to village centers. • Townhouse District (TH) The TH district is a single family residential district allowing attached houses on individual lots and requiring a minimum lot size of x,xxx square feet. The townhouse district is intended to provide flexibility for development of properties that are providing open space, preserving natural areas of value, or avoiding areas with environmental hazards. The townhouse district should be adjacent to or part of a mixed use development within the village centers. • Multifamily District (MF) The MF district allows for high density residential development immediately adjacent to, or within, village centers.The multifamily district provides for the development of multiple dwelling units on the same lot. Dwellings may be placed in one or more buildings and multiple buildings may be developed on the same lot. • Neighborhood Service District (NS) The NS district allows for retail shopping, personal services, and professional offices principally serving needs of the neighborhoods within and around the village centers. Commercial development within the village centers in the NS district should be compatible in scale, character and intensity with the surrounding residential neighborhoods. • Neighborhood Mixed Use District (NiMIU) The N v1U district allows for the development of residential uses within the same building as commercial uses, or on the same tract of land as commercial uses, as part of an integrated development.The Neighborhood Mixed Use District should be used within the village centers to provide for integrated mixed use development. Suburban Residential Districts The Comprehensive Plan calls for the development of suburban residential areas surrounding the Village Centers.These districts allow for single family, detached housing within the rings surrounding the village centers. Higher density single family districts are more appropriate close to the village centers while the lower density districts may be placed further away from the village centers. Wylie Zoning Rewrite January 28, 2000 Stanland and Associates 1 • Single Family - 10 District (SF-10) SF-10 is a single family residential district allowing detached houses on individual lots and requiring a minimum lot size of 10,000 square feet. • Single Family - 15 District (SF-15) SF-15 is a single family residential district allowing detached houses on individual lots and requiring a minimum lot size of 15,000 square feet. • Single Family - 20 District (SF-20) SF-20 is a single family residential district allowing detached houses on individual lots and requiring a minimum lot size of 20,000 square feet. • Single Family - 30 District (SF-30) SF 30 is a single family residential district allowing detached houses on individual lots and requiring a minimum lot size of 30;000 square feet. Rural Residential Districts The Comprehensive Plan calls for the establishment of country residential areas outside of the village centers and the surrounding suburban residential areas where the country and or rural atmosphere can be preserved.These districts provide for very low density residential development and agricultural uses which will preserve the amenities of a rural environment and provide a buffer between the village centers and its adjacent development. • Single Family - l acre District SF-1A) SF-IA is a single family residential district for detached houses on individual lots and requiring a minimum lot size of one(1)acre. • Single Family - 2 acre District (SF-2 A) SF-2A is a single family residential district for detached houses on individual lots and requiring a minimum lot size of two(2)acres. • Agricultural District (AG) There exists in parts of the City, land which is presently used for agricultural purposes and to which urban services may not yet be available.These lands should continue to be used for agricultural purposes until needed for urban purposes in conformity with the City's Comprehensive Plan. It is anticipated that lands currently zoned and used for agricultural purposes will eventually be used for more urban purposes as the City develops. Newly annexed areas that are predominantly used for agricultural purposes may be zoned as an agricultural district until other zoning is required. Agricultural districts outside of the comprehensive plan's designated village centers would be expected to be rezoned to a rural residential district in the future. Business Districts The Comprehensive Plan calls for most of the more intense nonresidential uses, except for industrial to be developed along or adjacent to the FM-54=1 and SH-78 corridors using a variety of districts to provide for the development needs of such uses. Within these districts additional urban design standards are appropriate to develop the quality and image called for in the Comprehensive Plan. • Business Park District (BP) The BP district allows for the development of a mix of office, high technology, light industry, and business support uses. The district is intended to be located in those areas where regional employment access is available and where the mix of business uses allowed will have minimum adverse impacts on nearby residential development. Wylie Zoning Rewrite January 28, 2000 Stanland and Associates 2 • Commercial Corridor District (CC) The CC district allows for the retail, personal service, office and light commercial needs of the residents of Wylie at a scale, character and intensity that is higher than allowed in the Village Center Districts.The commercial corridor district has enhanced design and development standards to ensure the urban design quality and image recommended in the Comprehensive Plan. • Community Mixed Use District (CNIU) The CMU District allows for residential uses within the same building as commercial uses, or on the same tract of land as commercial uses, as part of an integrated development. Nonresidential uses within the community mixed use district are similar in use, scale, character, and intensity to nonresidential uses allowed in the business park and corridor commercial districts. The community mixed use should be located within and or adjacent to areas zoned business park or as a corridor commercial district. Industrial Districts The purpose of the industrial districts are to provide a location where the major employment base of the community can be located with minimum impact on residential neighborhoods. Within industrial districts the primary focus should be industrial and commercial uses that serve regional, state and national markets with support retail, office, and business-serving commercial uses as needed. • Light Industrial District (LI) OR Industrial Park (IP) The light industrial district allows for the development of manufacturing, distribution, and warehousing uses along with needed commercial support services. Industrial uses that are hazardous or high risk are not permitted. • Heavy Industrial District (HI) OR Rail Road Industrial (RRI) The heavy industrial district allows for those industrial uses that involve outside activities, require rail access, and have the potential for greater impact on the community. Industrial uses that are hazardous or high risk are permitted after special review and when hazards and risks can be reduced or mitigated through site plan, access controls, locational changes, or other means.
