08-28-1986 (Planning & Zoning) Minutes - MINUTES PLANNING & ZONING COMMISSION CALLED MEETING THURSDAY, AUGUST 28, 1986 The Zoninq Commisszon - or the City of Wylie! Texas met for a Called Meeting on August 29 1986 zn the Conference R000` at City Hall . A quorum was presenc and notice of the meeting had oeen posted for the time and in the manner required by law. Those present were: Chairman Kent Crane, Fred Juelle1te, Ben Scholz , and Ken Mauk . Those absent were Vice-uhairman Brian Chaney , Bill Qapmar and J. F. Hall . Representing the city staff was Gus H. Pappas , City Manager; Roy Faires, [ode En+orcemert Offzcer ; and Amanda Maples , Secretary. The meeting was called to order at 7: 30 P. M. by Chairman hint Crane. ggNDUCj A WORKSHOP A. Fred Ouellette asked how long this orwinance and been e'.forced in College Station. Mr. Fazres said that � it was adopted about 3 years. Cnairmao Kent Crane asked �. . Faires to explain section 6E. Mr . Faires explained that P&Z would get a recommendatic,r from the Parks Board concerning the dedication of and from the developers. If P&Z makes an overrioing decision then it would take a concurring vote of at least 5 memoers. is . Pappas stated that ootn boards are ma�ing recommendations to the City Council and the Parks Board should not be under the P&Z . We should make the ParVs Board a pa oF the orocess a� the Freliminary Plat leve� , if tmera are no significant changes between the Prsliminary Plat and the Final Plat then it wouldn 't have to go back to the Parks 8oard , CJairman Kent Crane said that we are all talking as if we are going to adopt this ordinance, is this what we all really want , do we feel that this will be 0enzficial to the Wity? Ken Mauk said yes , we need to adopt this otherwise we might not be able to get the park land t;at we need "no we wouid be at the mercy of the deve: opers. Choi rman Kent Lrane said that we already have a number of guod sired parks commjng our way and having the money to buy epuipmer.t and money �or developing these oarks concerns me. Mr . Pappas stated that tnis ordinance will areate some 41ack from the developers , not because of the dollars but because of the land dedication. We are geLting a lot of good parxs but not flat la/,o for ball fields nor the money to �evelop the'n. Ball diamonds cost a�out $200, 000. 00 per field , - z� c/`ic areas are cheeper but siill costly. Chairman Kent Lrane said that he would Aike for the City to be anle to say �ha| thev wanted the mo/�ey instead uf lang i� the moncy is - what we need most . Mr . Poy Faires said that the proPosed ordinacce provided Lhat , f tne land dedication requirement was under 5 acres. Lhairman Kent Crane asked f the funds would in escrow and audited. Mr . Gus Pappas said yes. Chairman Kent Crane then asked what the expense per unit amounted to. Mr . Papaas said that it amounted to anout $225. 00 per living unit but we need to provide a catch for apartme/'ts. Fred Ouellette said that we charge tnem the ma:imum of 17 units per acre for Multi Family, Chairman Kent Crane felt that this would be unfair zf the builder did not get to build 17 units per acre. Mr . Ferris said that we cou1d set a flat ratc to charge them anJ then aujust it 9J days after the Certifzcate of Occupancy js issued. Mr. Pappas asked why this ordinance did not address Commercial property? Mr . Faires stated that Commercial properry would no� justify a park and that is the whole point of this ordinance. Papoas calculated that by the Lime the City reaches it boarders in about 10 years it should have generated in ths area of |2 million dnlla-s. or . Faires said that we needed to set a cut o/f date or a starL jate �o begin thzs ordznance.
