05-24-1984 (Planning & Zoning) Minutes MINUTES PLANNING & ZONING COMMISSION MAY 24, 1984 The Planning & Zoning Commission for the City of Wylie met in regular session at 7 : 00 P. . on Thursday , May 24 , 1984 in the Council Chambers at City Hall . A quorum was present and notice of the meeting had been posted for the time and in the manner required by law. Those in attendance were Chairman Joe Fulgham, Randall Gaston, Bryant Barry , Kent Crane , Ken Mauk , and Sarah Connelly . Commission member Nancy Conkle was absent . Representing the City Staff were Gus Pappas , City Manager , Roy Faires , Building Official , and Barbara LeCocq , secretary . PUBLIC HEARING FOR ZONING OF QUAIL HOLLOW - The public hearing was opened by Chairman , Joe Fulgham. Gus Pappas , City Manager introduced Mel Lacquement , Planner _ Designer for NW Properties , petitioner . - r . Lacquement introduced engineers Mike Clark and Fred Cassidy and owner Dave ��illiams . rr . Lacquement gave a presentation explaining zoning requests and projected platting plans . Questions from the floor were answered by representatives from .i Properties and the city . After much discussion, the public --� hearing was closed and discussion from the commission opened . At the close of the discussion period from members of the board , Randall Gaston made a motion that the Planning c Zoning Commission for the City of Wylie recommend approval for the zoning of Quail Hollow Addition to the City Council of Wylie . Motion seconded by Ken Haul: . Motion carried by a vote of 6-0. PUBLIC HEARING FOR THE RE-ZONING OF LOTS 3-7, BLK 34 RAILROAD ADDITION FROM SF TO RETAIL - Joe Fulgham opened the public hearing . After much discussion the public hearing was closed . Discussion period for members of the commission was opened . After brief discussion , - a motion was made by Sarah Connelly to recommend approval for the re-zoning of lots 3-7 , blk 34, Railroad Addition from single family to retail to the City Council of Wylie . Flotion seconded by Randall Gaston . Motion carried by a vote of 5-1 . PUBLIC HEARING ON THE ANNEXATION OF 3.025 ACRES ON HIGHWAY 78 - Public hearing opened by Chairman Fulgham. There being no discussion , public hearing was closed . No discussion from the board . Notion was made by Bryant Barry to recommend approval of the annexation petition for 3 .025 acres out of the Francisco de la Pina Survey , Abstract uoo located on Highway 78. Motion seconded by Randall Gaston. Motion carried 6-0. PUBLIC HEARING ON THE ANNEXATION OF INDUSTRIAL PARK ON 544 1 Public hearing opened by the chairman , Joe Fulgham. Gus Pappas , City Manager identified the property on the map for members of the commission. There being no discussion from the floor , the public hearing was closed . Discussion opened for members of the board . Questions regarding the streets was brought up. fir . Pappas said they would not be accepted for dedication until they meet City of Wylie specifications. Question regarding the application of impact fees for these businesses was answered that they will fall under the impact fee ordinance . There being no further discussion, Randall Gaston made a motion to recommend approval of the petition for annexation for this tract to the City Council of Wylie. Seconded by Bryant Barry . Notion carried 6-0 . APPROVAL OF PRELIMINARY PLAT FOR POINTE NORTH - After much discussion a motion was made by Kent Crane to recommend disapproval of the preliminary plat of Pointe North Addition to the City Council of Wylie with the following stipulations : Sr-1 does not meet minimum lot size ; no al leys provided in SF-2 as required by zoning ordinance ; we (the commission) believe it is in the best interests of the City that through streets be provided for EW NS passage ways ; we (the commission) encourage the elimination of cul-de-sacs and U streets and add the design of some alternative secondary entrance and exit to the tract . Lotion seconded by Ken iiauk . Notion carried 6-0. CONSIDER APPROVAL OF PRELIMINARY PLAT FOR CREEK BEND IND. PK Gus Pappas , City Manager said the staff recommends approval . After brief discussion by the board , Bryant Larry made a motion to recommend approval of the preliminary plat for Creek Lend Industrial Park to the City Council of Wylie .
