06-28-1984 (Planning & Zoning) Minutes MINUTES PLANNING & ZONING COMMISSION JUNE 28 , 1984 The Planning Zoning Commission for the City of Wylie met in re 'ular session at / : 00 P .11 . on Thursday , June 28 , 1934 in the Council Chambers at City hall . A Quorum was present and notice of the meeting had been posted for the time and in the manner required by law. The meeting was called to order by Joe Lulgham, Chairman at 7 : 00 P .M. with the following members in attendance , ddryant Larry , Sarah Connelly , KeIlt Crane and Randall Gaston . Representing the city staff were oy Faires , C.P .C . and Barbara LeCocq , secretary . ITEM NO. 1 — CONSIDER APPROVAL OF FINAL PLAT, CREEK BEND INDUSTRIAL PARK — After much discussion concerning the width of streets and the thickness of concrete , a motion was made by ;andall Gaston to reconeiend approval to the City Council of Wylie with the following notations : ( 1 ) street width should conform to ordinance ; (2 ) right—of—way must he sixty (60) feet ; (3) thickness of concrete should be addressed by the city council . `:lotion was seconded by i3ryant Larry , motion carried 5-0 . ITEM NO. 2 — CONSIDER APPROVAL OF FINAL PLAT FOR WYNDHAM ESTATES PHASE III — It was noted that the same basic points apply to this plat , ( thickness of concrete and width of streets ) . After brief discussion a motion a s made by Rent Crane to recommend approval to the city council with minor engineering changes . lotion seconded by Eryant Ftarry . Potion carried .5-0 . ITEM NO. 3 — CONSIDER APPROVAL OF PRELIMINARY PLAT FOR "THE MEADOWS" — _Ar . Bobby [Roan , developer of "The Ieadows" introduced himself and asked at what stage of building the fence would be required in the retail section of this development . i',r . i'aire; , C .E.u. , answered that the fence would be required when the first retail building was built . There was a report from the Plat Review Committee recommending the elimination of the alley exit onto Stone from the Northeast corner and detail work on storm drainage on the final plat and detail work on intersection of Southeast corner . There was a discussion regarding the financial responsibility of the developer for the engineering and design work for the collector streets and the inclusion of sidewalks , curbs and gutters on the final plat due to the proximity of the school . There being no further discussion or questions , -Randall Gaston made a motion to pass this plat on to the city council with the following comments : ( 1 ) detail work on intersection to be taken up at time of engineering ( 2) that Stone Street , hi ngham and South 'r allord are aciznowledzed by the con::Assion as collector streets , dent Crane seconded the notion , motion carried by a vote of /4—C, with aryant darry a bstainin,?, due to a Fossibil e conflict of interest .
