MINUTES
JULY 5, 1984
The Zoning Board of Adjustments met on Thursday, July 5, 1984 at 7:00 p.m.
in the Council Chambers at City Hall . A quorum was present and notice of
the meeting had been posted in the manner and time required by law. Those
present were Chairman Richard Hampton, Board members Gary Ludwick, Anna
Starnes and John Hamilton, City Manager Gus Pappas, City Secretary Carolyn
Jones, C.E.O. & P.W.D. Roy Faires, Mr. George Riley, Betty Pendergrass,
Barbara Cobern, and Bobby King.
Chairman Hampton called the meeting to order and said the purpose was for
the variance on off street parking for Lot 6, Block 1, Kellers 1st Addition.
The Wylie Opry wishes to move into this building. Mr. George Riley is
the owner of the Wylie Opry.
Mr. Riley said the Wylie Opry is a family entertainment. Mr. Riley has
leased the building that Western Auto is in, and wants to move the Wylie
Opry into this building. The Opry does take part in the various church
activities, Wylie July Jubilee and other activities in the City. The
First Baptist Church has written a letter stating Mr. Riley could use
the church parking lots on Saturday nights. There is rehearsal on Thursday
nights and performances on Saturday nights.
City Manager Gus Pappas said the City has no complaint in regards to the
Opry. The City became involved in this move for the Opry because of the
off street parking requirements.
The Zoning Ordinance sets forth in Section 12: must provide off street
parking. This business falls inder theaters (section 12 no. 23) which
states, "One (1) space for every three (3) seats".
Parking space is defined in the Zoning Ordinance - Section 24 (41) on
page 46. Mr. Riley has said the new location for the Opry will seat 350
people. This means there is a need for 117 off street parking spaces.
This Ordinance is enforced in order that no one business can come in and
take all the parking for the entire downtown area. Mr. Riley is right that
the downtown businesses are closed on Saturday nights but in the future
these businesses may begin to stay open later. If so, more people will be
coming into town. By having the Opry in the downtown area and allowing
them all the on street parking is a guarantee then that no business will
ever be allowed to open on Saturday night. As far as using the Baptist
Church Parking lots is alright but the people are going to park in the
downtown area first, with overflow parking at the Baptist Church. City
Manager Pappas said the City has no problem with the Opry coming the
downtown but Mr. Riley must provide off street parking for the Opry.
Boardmember Starnes said there were times when Allen Funeral Home would
need their parking spaces.
Mr. Bobby King, owner of the Wylie Flower Shop, said in talking with
other businesses, the general opinion was not to have the Opry downtown.
Boardmember Starnes said there was nothing that said this could be only
on Saturday night. Once the Opry moves in, it could open everynight if
Mr. Riley chooses. Mr. Riley said he would do nothing to hurt the downtown
area.
Mrs. Barbara Coburn wanted to know where the Bingo provided their parking
spaces. City Manager Pappas said the parking for Bingo is on both sides of
and behind the fire station building. Mrs. Barbara Coburn also wanted to
know where the Christ Community Church provided their off street parking.
The Church was in the building prior to this ordinance being adopted,
plus the Church moved shortly after this ordinance was adopted.
Mr. Riley wanted to know if the Post Office parking lot could be used.
City Manager Pappas said that would have to be up to the Federal Government.
Mr. Riley said he would buy a lot if there was one available and reasonable.
There are no lots for off street parking in downtown.
Boardmember Ludwick said no one is against the Wylie Opry. He made a
motion that the off street parking variance be voted on. Seconded by
Boardmember Starnes.
In favor of setting aside off street parking - 0.
In opposition of changing the variance for off street parking - 4.
Chairman Hampton said this variance for off street parking was denied.
Motion was made by Boardmember Hamilton to adjourn, seconded by Board-
member Ludwick; all in favor.
