MINUTES
PLANNING & ZONING COMMISSION
JULY 12, 1984
The Planning & Zoning Commission for the City of Wylie met
in regular session at 7 : 00 P.M. on Thursday , July 12 , 1984
in the Council Chambers at City Hall . A quorum was present
and notice of the meeting had been posted for the time and
in the manner required by law.

The meeting was called to order by Kent Crane , in the
absence of Chairman, Joe Fulgham and Vice-chairman, Randall
Gaston, with Ken Mauk , Bryant Barry and Nancy Conkle ,
members of the commission in attendance. Present from the
city staff were City Manager , Gus Pappas and secretary ,
Barbara LeCocq . Also present were Joe George and Henry
Martinez .
ITEM NO. 1 - APPROVAL OF MINUTES - Kent Crane asked for any
corrections or additions to the minutes , there being none ,
Bryant Barry made a motion to approve the minutes as
submitted . Ken Mauk seconded . All in favor .
ITEM NO. 2 - CONDUCT PUBLIC HEARING ON RE-ZONING OF .802
ACRES OUT OF E.C. DAVIDSON SURVEY - This was a public
hearing requested by property owner Mr. Henry Martinez to
re-zone this tract (No . 36) located on Martinez Lane, across
from Holland Hitch from SF-2 to B-1 . Gus Pappas , City
Manager , said the staff recommended approval of this
petition. Public hearing was declared open by Kent Crane.
Joe George, the party who will be leasing this property from
the owner spoke in favor of the re-zoning stating the
projected use of this tract of land . Mr . Martinez also
requested that the re-zoning petition be granted in order to
keep this property compatible with the land use surrounding
it . There being no futher comments , the public hearing was
closed and the item returned to the commission for comment .
Bryant Barry commented that the consistancy was obvious and
he could see no reason for denial . With no further comments
from members of the commission , a motion was made by Ken
Mauk and seconded by Bryant Barry to recommend approval of
the petition to re-zone .802 acres (tract No. 36) out of the
E. C. Davidson Survey from SF-2 to B-1 as requested to the
City Council of Wylie. Motion carried 4-0.
ITEM NO. 3 - PUBLIC HEARING ON ZONING OF PROPERTY LOCATED AT
CORNER OF WILSON ROAD AND CTY RD. 383 - Gus Pappas
identified the tract of land on the city map. This property
is described as 46. 5366 acres out of the Franciscos De La
Pina Survey, Abstract 688. The requested zoning was for
SF-2 and Retail . One hundred sixty-six ( 166) lots SF-2 with
one small section fronting on Paul Wilson Road as retail .
Speaking for the staff , Mr . Pappas recommended approval of

this zoning request . The public hearing was opened by Kent
Crane. There being no comment from the floor , the public
hearing was closed and the item returned to the commission
for discussion. There being no further discussion or
questions , Bryant Barry made a motion, seconded by Ken Mauk ,
to recommend approval of the zoning request of SF-2 and
Retail for 46 . 5366 acres out of the Francisco De La Pina
Survey , Abstract 688, located at the corner of Paul Wilson
Road and County Road 383 to the city council of the City of
Wylie. Motion carried 4-0.
ITEM NO. 4 - CONDUCT PUBLIC HEARING ON ANNEXATION OF TWO 1
ACRE TRACTS IN STEEL INDUSTRIAL PARK - This property is out
of the Wm. Sachse Survey , Abstract 835 located just off
FM 544. Staff approval was noted by Gus Pappas. Joe
Fulgham, Chairman opened the public hearing . There being no
comments or questions , the public hearing was closed and the
item returned to the commission for discussion and
questions. With no further comments by the commission a
motion was made by Kent Crane and seconded by Nancy Conkle
to recommend approval of the annexation of two 1 acre tracts
in the Steel Industrial Park (petitioners, Springer and
Covington) to the city council of Wylie. Motion carried
5-0.
There being no further business, a motion was made by Bryant
Barry and seconded by Nancy Conkle to adjourn . All in favor.
