MINUTES
PLANNING & ZONING COMMISSION
THURSDAY, JULY 26, 1984
The Planning & Zoning Commission for the City of Wylie ,
Texas met in regular session at 7 : 00 P.M. on Thursday , July
26 , 1984 in the Council Chambers at City Hall . A quorum was
present and notice of the meeting had been posted for the
time and in the manner required by law.
The meeting was called to order by Chairman, Joe Fulgham.
Members of the commission in attendance were Ken Mauk ,
Randall Gaston , Sarah Connelly and Bryant Barry.
Representing the staff were Roy Faires , C.E.O. and Barbara
LeCocq , secretary . Also present were Jim McKnight and an
engineer representing Don Kreymer , developer .
ITEM NO. 1 - CONDUCT PUBLIC HEARING ON THE ANNEXATION OF
46.539 ACRES LOCATED ON PAUL WILSON ROAD - Roy Faires said
the staff recommended approval of the annexation. The
public hearing was opened and there being no questions or
comments from the floor , the public hearing was closed and
the item returned to the commission for comment . No
question or comments , Randall Gaston made a motion to
recommend to the city council approval of the annexation of
46. 539 acres out of Francisco De La Pina Survey , located on
Paul Wilson Road , (owner John D. Masoud) . Sarah Connelly
seconded the motion . Motion carried 4-0.
ITEM NO. 2 - CONDUCT PUBLIC HEARING ON ZONING OF ALPHA-OMEGA
FLOORS - Roy Faires said the staff recommended approval of
Industrial zoning designation for this property making it
consistent with adjacent usage. The public hearing was
opened by Chairman , Joe Fulgham. There being no comments or
questions , the public hearing was closed and the item
returned to the commission for discussion. There being no
questions or comments , Sarah Connelly made a motion to
recommend to the city council that Alpha-Omega Floors be
zoned Industrial . Motion seconded by Ken Mauk. Motion
carried 4-0.
ITEM NO. 3 - CONSIDER APPROVAL OF PLAT FOR ARDIS ADDITION -
This is an extra-territorial jurisdiction review by referral
from Collin County . Randall Gaston noted that after the
approval of the City of Wylie , Collin County building
regulations would apply. Bryant Barry made a motion to
recommend approval of the plat for Ardis Addition to the
city council . Motion seconded by Randall Gaston. Motion
carried 5-0.
ITEM NO. 4 - CONSIDER APPROVAL OF PRELIMINARY PLAT FOR
POINTE NORTH ADDITION - The staff recommended that Ann Drive

be designated a collector street and required to be 36 '
wide. Also the staff recommended the relocation of Winding
Oaks Drive to coincide with the city limits line. After
lengthy discussion Sarah Connelly made a motion to recommend
approval of the preliminary plat for Pointe North Addition
to the City Council of Wylie with the following
stipulations : ( 1 ) 36 ' wide streets on Winding Oaks Drive
and Ann Drive constructed on 50' rights-of-way ; (2) add T in
water line on west end of Vicky Lane ; ( 3) designate Gaston
Drive as East Gaston Dr . and North Gaston Dr . (4) 10"
sanitary sewer the entire length of Winding Oaks Dr. (5)
storm drainage sewer be two (2) 48" pipes (to be shown on
final plat) . Bryant Barry seconded the motion. Motion
carried 4-0 with one abstentian (Randall Gaston) .
ITEM NO. 5 - CONSIDER APPROVAL OF PRELIMINARY PLAT/SITE PLAN
FOR TRAILSPLACE ADDITION - Roy Faires informed members of
the commission that due to the forthcoming petition for re-
zoning of this property this could only be an informal study
of this plat/site plan with official recommendation to come
at the time of the re-zoning hearing. Randall Gaston made a
motion to table this item. Ken Mauk seconded the motion.
Motion carried 5-0.
There being no further business , Randall Gaston made a
motion to adjourn. Meeting adjourned by Chairman , Joe
Fulgham.
