MINUTES
AUGUST 9, 1984
7:00 P.M.
The Planning and Zoning Commission for the City of Wylie met in regular
session on Thursday, August 9, 1984 at 7:00 p.m. in the Council Chambers
at City Hall . A quorum was present and notice of the meeting had been
posted for the time and in the manner required by law. Those in attendance
were Chairman Joe Fulgham, Randall Gaston, Nancy Conkle, Bryant Barry,
Kent Crane and Sarah Connelly, City Manager Gus Pappas, City Secretary
Carolyn Jones, C. E.O. & P.W.D. Roy Faires, Tim Hemingway, Joe George, Gary
Roddy, Percy Simmons and other citizens. Kent Mauk was absent.
Vice Chairman Randall Gaston called the meeting to order since Chairman
Fulgham had called and said he was going to be late.
Approval of Minutes: There being no questions or corrections to the
minutes, Vice Chairman Gaston called for a motion. Motion was made
by Bryant Barry to approve minutes. Seconded by Sarah Connelly. All in
favor.
Annexation of 33. 117 acres out of Francisco De La Pina: This property is
located on Old Highway 78 just east of Oaks IV Addition and is now being
referred to as East Ridge Addition. Vice Chairman Gaston opened the public
hearing. There being no questions or opposition, the public hearing was
closed and the item returned to the table for the Board's decision. Motion
was made by Bryant Barry to recommend approval to City Council of the 33.117
acres for annexation. Seconded by Kent Crane. All in favor.
Rezoning request for Trailsplace Addition from MF to PD: City Manager
Gus Pappas presented to the Board a step by step procedure for Planned
Developments of which a copy is attached. This property is located between
South Second, Park Street, South Fourth Street and Stone Road. Chairman
Fulgham opened the public hearing. Bryant Barry asked Joe George why the
change from MF to PD. Joe George said to have better control with
PD Zoning, he will be able to have an association to maintain and keep
the property up to standards. Mrs. Billy Doniho of 419 South First Street
wanted to know how this would affect the sewer system. City Manager Gus
Pappas said it did not affect it at all . After some discussion on the
drainage ditch, the public hearing was closed. Motion was made by Randall
Gaston to recommend to City Council to approve zoning change from MF to
PD for Trailsplace. Seconded by Bryant Barry. All in favor.
Approval of Site Plan/Preliminary Plat for Trailsplace: City Manager
Gus Pappas asked Joe George what the Association would do when through
natural causes this drainage ditch began to erode. Joe George said this
would be up to the Association to maintain the ditch and work toward
preventation maintenance for erosion. Kent Crane wanted to know if
the Board could stipulate what type of grass would be planted in the
ditch. The Board could if they so desire. Joe George said common
bermuda grass. He also said that all corrections from Plat Review
Committee had been made. Motion was made by Randall Gaston to recommend
to City Council the approval of this plat. Seconded by Sarah Connelly.
All in favor.
Final Plat approval of Creek Bend Industrial Park: City Manager Gus Pappas
said there was a sewer pipe crossing the creek which could cause damming
during rain and rain drainage. Plat Review would like this pipe under ground.
There was much discussion on the private street for this area. Also
need "Private Street" on plat. Motion was made by Kent Crane to
recommend approval of this plat to City Council with all stipulation
from Plat Review being corrected. Seconded by Bryant Barry. Four (4)
in favor and two (2) in opposition (Joe Fulgham and Sarah Connelly) .
Final Plat Approval for "The Meadows" : Mike Cummings said he met with
I.W. Santry and had corrected the stipulation from Plat Review Committee.
Motion was made by Randall Gaston to recemmend approval of final plat
for "The Meadows" with all stipulation from Plat Review Committee being
corrected. Seconded by Kent Crane. All in favor.
Motion was made by Randall Gaston to adjourn. Seconded by Bryant Barry.
All in favor.
