COMMISSION - MINUTES
SEPTEMBER 13, 1984
7:00 P. M.
The Planning and Zoning Commission for the City of Wylie met in
regular session on Thursday, September 13, 1984 at 7:00 P. M. in
the Council Chambers at City Hall . A quorum was present and notice
of the meeting had been posted for the time and in the manner required
by law. Those in attendance were Chairman Joe Fulgham, Bryant Barry,
Sarah Connelly, Randall Gaston, Nancy Conkle, City Manager Gus Pappas
City Secretary Carolyn Jones, C. E. 0. Roy Faires. Kent Crane and Ken
Mauk were absent.
Chairman Joe Fulgham called the meeting to order.
Approve Minutes: There being no corrections or additions to the
minutes, motion was made by Sarah Connelly to approve. Seconded
by Bryant Barry. All in favor.
CONDUCT PUBLIC HEARING ON THE ZONING OF MASOUD PROPERTY: This property
is located on Paul Wilson Road just north of W. & W. Developement. This
is 46.539 acres out of Francisco De La Pina Survey, Abstract No. 688 and
request for zoning is Single Family 1 . Chairman Fulgham opened the
public hearing. There being no questions or opposition to the zoning,
the public hearing was closed and this item returned to the Planning
and Zoning Board. Question was asked about Paul Wilson being a thoroughfare,
it is not proposed for a thoroughfare but will be a collector street.
Motion was made by Randall Gaston to approve the zoning for Single
Family 1 . Seconded by Bryant Barry, all in favor.
CONDUCT PUBLIC HEARING ON THE ZONING OF LOT 29, BLOCK A LAVON TERRACE
ADDITION: This property has been requested for re-zoning from Single
Family 2 to Retail . City Manager said this item had brought in more
opposition than usual and if the response of the adjacent property
owners is more than 20% against the change it will take five (5) votes
from Planning and Zoning members to carry a vote in favor or in opposition.
This property does not constitute spot zoning as retail zoning is across
the street. Chairman Fulgham opened the public hearing. Mr. McGee said
he has four (4) tracts north of this property. Mr. McGee wanted to know
if this would be for the good of the community. Mr. McGee is much opposed
to this zoning change.
Mrs. Jane Taylor lives on the corner of First and Stone would be right
behind this lot. Mrs. Taylor said there is a lot of sewer problems
in this area and this would only cause more. She also is opposed due to
a retail space would be opened after 10:00 P. M.
There being no other questions, the public hearing was closed. Sarah
Connelly wanted to know what happened in 1980 when Planning and Zoning
held a public hearing for this same request. Chairman Fulgham said
it was tabled due to the construction of the comprehensive master plan.
Motion was made by Randall Gaston to recommend to the City Council to
deny this request for re-zoning. Bryant Barry said in thinking about
this re-zoning, the street is more or less marking the line for retail
and residential . There is residential on one side and retail and a
church on the other side. Also if the people wanted this to happen,
why didn't they show up for the hearing. The people who are very much
opposed to this zoning change have come forward with their concerns.
Bryant Barry seconded the motion to deny. All five board members were
in favor of the denial of the re-zoning change.
Motion was made by Randall Gaston to adjourn. Seconded by Bryant Barry.
