PLANNING & ZONING COMMISSION
THURSDAY, SEPTEMBER 27, 1984
The Planning and Zoning Commission for the city of Wylie,
Texas met in regular session on Thursday , September 27 , 1984
at 7: 00 P.M. in the council chambers at city hall . A quorum
was present and notice of the meeting had been posted for
the time and in the manner required by law. Those in
attendance were Chairman, Joe Fulgham, Bryant Barry , Nancy
Conkle , Kent Crane, Ken Mauk , Sarah Connelly , C.E.O. Roy
Faires and secretary , Barbara LeCocq .
The meeting was called to order by Kent Crane.
ITEM NO. 1 - APPROVAL OF MINUTES - There being no additions
or corrections to the minutes, Bryant Barry made a motion to
approve the minutes as submitted . Seconded by Ken Mauk.
Motion carried 5-0.
Roy Faires reported that the city council had overruled the
Planning & Zoning recommendation to deny the re-zoning of
Lot 29 , Block A Lavon Terrace addition and had voted to re-
zone the property as requested by the petitioner.-
_ ITEM NO. 2 - RE-ZONING OF LOT 2, BLK 6, KELLERS ADDITION
FROM SF-2 TO RETAIL - Roy Faires pointed out the location of
this tract on the city map and noted that the trend is to
retail in that area and that this request is compatible with
the trend . Joe Fulgham, chairman opened the public hearing
for comment . There being no opposition or questions from
the floor , the public hearing was closed and the item
returned to the commission for discussion and questions .
Ken Mauk asked if it is known what the intended use of the
property is after re-zoning. It was noted that the
owner/builder will be required to comply with the allowed
uses in that zoning designation . Kent Crane made a motion
to recommend to the city council of Wylie approval of the
request for re-zoning of Lot 2 , Bik 6, Kellers Addition from
SF-2 to Retail . Nancy Conkle seconded the motion , motion
carried 6-0.
ITEM NO. 3 - ZONING OF EAST RIDGE ADDITION - This tract of
land consists of 33 . 117 acres out of Francisco De La Pina
Survey , located on Old Highway 78. Roy Faires noted that
the petitioner, Danny Holley , had made some minor changes in
the zoning request due to the fact that he will be required
to include a major thoroughfare in the subdivision . The
petition calls for three designations , SF-2 , Duplex and
Retail . The public hearing was opened by Chairman Fulgham.
Mr . Holley indicated on the zoning layout the approximate
changes that the street requirement would make in the
separation of zoning designations. There being no further
discussion from the floor , the public hearing was closed and
the item returned to the commission for discussion . There
was concern that without a layout showing where each zoning
designation would be located they could not know how many
lots were being zoned for each requested designation . Roy
Faires said they could table the item until such time as
they had a more accurate layout submitted . Bryant Barry
made a motion to table the item until such time as it comes
before the commission as a completed zoning plat . Sarah
Connelly seconded the motion . Motion carried 6-0.
ITEM NO. 4 - ZONING OF 8 ACRES OUT OF STEEL INDUSTRIAL PARK
Chairman Joe Fulgham opened the public hearing . There being
no questions or comments from the floor , the public hearing
was closed and the item returned to the commission for
discussion. There being no discussion , a motion was made by
Kent Crane to recommend to the city council of the city of
Wylie approval of the zoning of 8 acres out of Steel
Industrial Park, owner Dave Williams , as industrial . Motion
seconded by Bryant Barry . Motioned carried 6-0.
ITEM NO. 5 - ANNEXATION OF 8.85 ACRES - This tract of land
is out of the R. D. Newman Survey , Abstract 660, located on
Alanis west of Glen Knoll Mobile Home Park . The public
hearing was opened by Chairman Fulgham. The owner of the
property , James Evans , said that he wanted to explain
briefly the intended use of the property . He explained that
the business they plan is for "portable batch plants" . The
concrete is bagged and sent to the site to be mixed at the
site. There being no further discussion or comments the
public hearing was closed and the item returned to the
commission for discussion. There was some discussion on the
exact location and the zoning trend in the area. There
being no further discussion , a motion was made by Ken Mauk
to recommend to the city council of Wylie approval of the
annexation of 8. 85 acres out of the R. D. Newman Survey ,
belonging to James and Martha Evans . Kent Crane seconded
the motion, motion carried 6-0.
ITEM NO. 6 - APPROVAL OF REPLAT OF 1 ACRE IN BOYD INDUSTRIAL
PARK - This is the replat of one acre in the Boyd Industrial
Park located on Hwy 78 . Roy Faires reported that the
intended use was for a furniture store and that the staff
recommended approval . Bryant Barry made a motion to
recommend approval of the plat as submitted to the city
council of Wylie . Nancy Conkle seconded the motion. Motion
carried 6-0.
Bryant Barry said the he wanted to go on record as saying
that he felt that anyone who has an interest in an item
before both the P & Z and the council should be present at
both meetings. This was in reference to the re-zoning of
Lot 29, Block A. It was felt that the P & Z was not
afforded identical information as that given to the council
by the petitioner and thus were not in a position to make
the same ruling as the council .
ITEM NO. 7 - ADJOURNMENT - Bryant Barry made a motion to
adjourn . Chairman Fulgham adjourned the meeting .
