He had no objection to the residential designation . Gus Pappas explained what was allowable in the commercial designations , retail , B-1 and B-2 . He explained that a convenience store was not allowable in a retail designation . In response to the opposition , Mr . J . Frank Polma , P . E. , one of the partners in the South Place Addition , explained the intended use of the business designations . He stated that they had envisioned shops such as a garden shop and perhaps professional offices in the area fronting on Ballard . In the 9 acre tract they had planned for a small shopping center . There being no further discussion , the public hearing was closed and the item returned to the table for discussion . Chairman Gaston stated that he felt there were some things which they needed to consider such as the requested SF-2 designation surrounded on three sides by SF-1 zoning . There was a great deal of discussion concerning the request for SF-2 housing in the middle of SF- 1 zoning . Also discussion of retail versus business . The developers said they would have no objection to changing their business request to retail . The consensus of the board was that for the protection of the property already zoned SF-1 in the area , this residential area should also be designated SF-1 . After much discussion , Kent Crane made a motion to recommend to the city council SF-1 zoning in the area designated for residential and the remainder of the tract be zoned retail .
