01-27-1983 (Planning & Zoning) Minutes PLANNING & ZONING COMMISSION MINUTES JANUARY 27 , 1983 7 :00 P.M. The Wylie Planning & Zoning Commission met in regular session at 7 :00 p.m. on January 27, 1983. A quorum was present and notice of the meeting had been posted for the time and in the manner required by State law. Those in attendance were Chairman Joe Fulgham, Vice Chairman John Seeley, members Bryant Barry, Mrs . Judy Brewster, Albert Harrison, Ken Mauk, and Mike McAnally. Also present were City Manager, Lee Vickers , Planning Consultant J. T. Dunkin, Engineering Consultant Frank Rasor, Assistant Fire Chief Mike Rawlings, Catherine McAnally, Wylie News , David Engelmann, The Citizen, Bill Elam, Jerry Yager, Phil Roberts, Elida Martinez, Henry Martinez, Peggy Goll , Percy Simmons, Tim Hemingway, Don Kreymer, Bill Kreymer, James Weaver, John M. Martinez, Al Kittner, Dwight D. Scott, Bob Squires, Melvin St. John. Chairman Fulgham called the meeting to order, welcomed the guests, and called for a presentation on the first phase of the final plat for Kinsington Manor Estates . Mr. Don Kreymer presented the final plat, Phase I, and answered many questions concerning drainage, timing of street paving and storm sewer installation and phasing of the entire subdivision. Hogan & Rasor, Consulting Engineers, had made several recommendations for revisions to the final plat. The City Manager stated that those revisions had been made and that the final plat was correct and ready for adoption by the Planning & Zoning Commission, insofar as it covered Phase I of the subdivision. Mike McAnally asked whether or not Hogan & Rasor had reviewed the entire final plat and construction plans after the revisions had been made, to which the City Manager answered "no" . Mr. McAnally advised that the Planning & Zoning Commission had recently required that Hogan & Rasor approve the final plat as revised including construction plans prior to Planning & Zoning Commission approval . John Seeley stated that, if the City Administration approved the final plat, then it was up to the Planning & Zoning Commission to vote its approval or disapproval . On motion by John Seeley, seconded by Ken Mauk it was voted unanimously to approve the first phase of Kinsington Manor Estates final plat. Chairman Fulgham called for a representative to make a presentation concerning the petition to annex 7.03 acres of land located west of North Ballard and North of Cottonbelt Railroad. Mr. Dwight D. Scott made the presentation, explaining to the Commission that they were applying for annexation and that they would request residential zoning for the front three acres and light industrial zoning for the back four acres of the land. He indicated that the owner wished to build a home near North Ballard but that he would have a driveway leading to an equipment storage yard behind his home. Mr. Scott indicated that his client desired to annex and to achieve the rezoning as quickly as possible.
