MARCH 24, 1983
7:00 P.M.
The Wylie Planning & Zoning Commission met in regular session at
7:00 p.m. on March 24, 1983. A quorum was present and notice of
the meeting had been posted for the time and in the manner required
by state law. Those in attendance were Chairman Joe Fulgham,
Vice Chairman John Seeley, Bryant Barry, Albert Harrison, Mike
McAnally, City Manager Lee Vickers, City Secretary Sarah Connelly,
Gary Roddy and Bob Brown, Ms. Judy Brewster would be late in
attending meeting.
1. Public Hearing to rezone from SF to retail for office use,
Lot 3, Block 6 Keller Addition, 404 S. Jackson:
Only responses to the rezoning were written responses both were
in favor of rezoning. After discussion on the request, Mike
McAnally made motion to recommend rezoning to City Council . Al
Harrison seconded, all in favor.
2. Preliminary plat for Creekside Estates:
On motion by Bryant Barry, seconded by John Seeley, it was voted
unanimously to recommend that the preliminary plat for Creekside
Estates be accepted and approved with the stipulation that, although
the Commission feels the street should be paved with concrete, such
a requirement would not be economically feasible; however, when
and if the property is annexed to the City of Wylie, property
owners will be assessed the cost of concrete pavement. Further,
that the fire protection and water utilities improvments comply
with the City of Wylie regulations.
3. Discussion of the current Zoning Ordinance:
Mike McAnally made motion, seconded by Bryant Barry, all in favor.
Also that future agenda items include "permenant" zoning for recently
annexed Birmingham Trust Land, two-hundred foot strip of land not
to be included as a part of Glen Knoll Mobile Home Park, and any
other land that might be in same category. Also that correct
procedures be done to get this done correctly.
4. Minutes of previous meeting:
On motion by Mike McAnally, seconded by Al Harrison, it was voted to
approve minutes of previous meeting.

5. Proposed Rules of Procedure:
Next, the Commission discussed the proposed rules of procedure,
reaching concensus agreements on various rules, Bryant Barry made
notes for revisions and passed them to City Manager for processing.
On motion by Mike McAnally, seconded by Albert Harrison, it was
voted unanimously to adopt the rules as revised.
6. Posting and Mailing Agendas:
It was also agreed that future agendas would be posted and mailed
to members on Fridays prior to the regular meetings ( 4th Thursdays) .
6. Plat Review Committee:
Bryant Barry moved, with a second by Mike McAnally, to select John
Seeley as spokesman for the two-member plat review committee.
Motion passed unanimously. Bryant Barry moved, with a second by
Judy Brewster, to select Mike McAnally to serve on the plat review
committee. Motion passed unanimously.
On motion by Mike McAnally, seconded by Bryant Barry, it was voted
to adjourn.

I , Sarah Connelly, Secretary of the City of Wylie, Collin County, Texas,
do hereby certify that I was in attendance of the Planning and Zoning
Commission meeting on March 24, 1983 at 7:00 p.m. , on items #1 & #2 on
the agenda. Before item #3 was discussed I was dismissed by the City
Manager, who stated he would take the remainder of the minutes. At that
time I left the meeting, taking the recorder, therefore there is no tape
of minutes concerning item #3 on the agenda.
