04-19-1983 (Planning & Zoning) Minutes PLANNING & ZONING COMMISSION SPECIAL CALLED MEETING APRIL 19, 1983 The Wylie Planning & Zoning Commission met in a special called session at 7:00 p.m. on April 19, 1983 in the Council Chambers of City Hall . A quorum was present and notice of the meeting had been posted for the time and in the manner required by law. Those in attendance were Chairman Joe Fulgham, Vice-Chairman John Seeley, Commission members Al Harrison, Judy Brewster, Ken Mauk and Mide McAnally, I. W. Santry, City Secretary Sarah Connelly, Harold Spence, Don Kreymer and Councilman Percy Simmons. Bryant Barry was absent. Mike McAnally made request and asked it to be part of minutes, that the Mayor of the City provide definitions as to where powers between Board of Adjustment and Planning & Zoning Commission stop. Consider temporary building permit for classrooms for WISD. Mike McAnally made motion to table this item until further information is received. John Seeley seconded. All in favor. Consider amended site plan for Doctor's Building at new Wylie Hospital . After much discussion on this agenda item, Mike McAnally made motion to approve amended site plan subject to approval by fire marshal and inspection of physical site location by City inspector and that building clear all existing utilities. John Seeley seconded, all in favor. Consider petition for annexation - Oaks Addition. Harold Spence presented petition for annexation of Oaks Retail , tract containing 4.689 acres, situated east of Impression Center. Mike McAnally made motion to recommend annexation of Oaks Retail . Judy Brewster seconded, all in favor. Consider petition for annexation of Oaks III. Harold Spence developer of Oaks III petitioned for annexation, tract of land containing one acre. John Seeley made motion to recommend annexation of Oaks III, Mike McAnally seconded, all in favor. Consider annexation of Oaks IV. Harold Spence, developer, petitioned annexa- tion of two tracts of land, one containing 8 acres and one containing 10.49 acres, to be known as Oaks IV. Mike McAnally made motion to recommend annexation, seconded by Ken Mauk, all in favor. Consider approval of home construction on Windsor in Kinsington Manor Estates prior to completion of water line boring under Cottonbelt Railroad (No certificate of completion will be issued. ) After much discussion on the time involved in obtaining permit from railroad to do boring, John Seeley made motion to allow home construction in Phase I with stipulation that no certi- ficate of occupance be issued until all utilities are complete. Mike McAnally seconded. Five in favor, one against, Mike McAnally. Consider approval of replat of five lots on the west side of South Second at Park. After lenghthy discussion in regards to this replat, Mike McAnally made motion to approve perliminary plat and that final plat be submitted to Planning & Zoning after approval of City engineer for April 28, 1983 meeting. Al Harrison seconded, all in favor. Page 2 It was the concensus of the Commission not to set two regular meetings per month, but did agree to special called meetings.
