MINUTES
October 27, 1983
7:00 P.M.
The Wylie Planning and Zoning Commission met in regular session at
7:00 P.M. on Thursday, October 27, 1983 in the Council Chambers at
City Hall . A quorum was present and notice of the meeting had been
posted for the the time and in the manner required by the state law.
Those in attendance were Chairman Joe Fulgham, John Seeley, Bryant
Barry, Randal Gaston, Sarah Connelly, Ken Mauk, I. W. Santry, City
Secretary Carolyn Jones, Melvin St. John, Don Kreymer, Percy Sim-
mons, Ron Close, Don Thomas, Tim Hemingway, Harry Tibbals, Officer
Snead and other Citizens. Mr. Kent Crane was absent.
Public Hearing - Rezoning for Abstract No. 23 - Block Track 5D:
This is the triangle in front of Middle School , surrounded by Ballard,
Stone and Birmingham. Joe Fulghvam, , opened the meeting for public
hearing.
Mr. Ron Close stated the corner of Ballard and Stone Road would remain
retail and the remainder would be SF-2 - attached. The traffic routing
will be kept off Ballard Street due to the Middle School . There will
be curbs, sidewalks around the entire area. These homes will be attached
by a common wall and will be sold as individual units. There will be
53 homes plus 1.56 acres for retail . Mr. Close also stated they were
dedicating 10 feet to Stone Road to widen this area. Lot size require-
ment for this is 3,000 square feet but Mr. Close said lots are averaging
4,000 square feet. Jerry Scherber - 300 Valentine - would like to know
the type of exterior and the value of these homes. Mr. Close said brick
exterior and the approximate value will be $60,000. All homes will have
rear entry garages. Mr. Scherber also wanted to know if these would be
built all at one or as the developer had buyers. Mr. Close said as they
had buyers.
Ron Miller - 301 Memorial - asked if there will be street improvements
to Birmingham. Mr. Close told him there would be improvements.
Dennis Knechtly - 502 Willow Way - asked what is the lot sizes for this
development? How many single family units will there be? Mr. close
said the lot size would be 40' X 120' . There will be approximately 53
units. Mr. Close also stated there would be sidewalks around the entire
development and that the outlets will be on Stone and Birmingham.
Public hearing was closed and the item returned to the Planning and Zoning
Commission. John Seeley asked Mr. Close if he would donate an additional
5 feet of road right of way. Mr. Close said that would be no problem.
Motion was made by John Seeley to recommend zoning change to Council for
SF2 attached with minimum lot size of 4,000 square feet and 1100 square
feet per side. Seconded by Ken Mauk. All in favor.
Preliminary Plat for Glen Knolls Mobile Home Park: Council has discussed
this and wants Planning and Zoning to review this plat under the old Mobile
Home Ordinance. There is a set back of 200 feet off Alanis Lane. Approx-
imately 205 lots, 5.7 units per acre; approximately 1200 square feet of Park
Area. This Mobile home park will have a lift station. It will also have
a fence around the entire park. There will be two (2) master water meters
installed in proper vaults plus a back flow preventer. Lenghth of lots
will be 100 feet width will be 50 feet. Side yards will have 10 feet -
maximum lot coverage of 35 feet.
Melvin St. John said this was not the plat he submitted. His plat was only
171 lots not 205 lots. Melvin asked Mr. Santry where this plat came from.
Mr. Santry told him that Melvin' s engineer gave it to him.
Motion was made by Randal Gaston to table this item until a new and correct
plat was submitted. Seconded by Bryant Barry - All in favor.
Zoning Ordinance Work Shop: The following changes were submitted for the
ordinance:
1. Expand SF districts and lot sizes - add approximately 2 or 3
more classification under SF.
2. Signs be put up on Property coming before Boards for rezoning.
3. Parking space - need paving requirements.
4. Clarification of Single Family 2 (SF2) attached to 2F.
5. Review maximum height on two story homes and for commercial Bldgs.
6. Revise the number of apartments per acre.
7. Review Planned Development.
8. Review and updating for MF Zoning.
9. Consider of possibility of Zoning and Preliminary Plat at same
meeting. Qr do the zoning at time of annexation.
10. Better definition of Retail , Business 1, Business 2, and Commercial .
11. Discuss ways to encourage builders to build more varied size homes.
12. Discuss smoke detectors for all apartments - townhomes or MF dwellings.
13. Including of a severability clause.
14. Consider possible need for zero lot line classification.
15. Require all site plans for building permits to have all easements
shown and locations of water meter and sewer connection, and meter
size required.
16. Require screening around all multi-family developments.
17. Require a site use plan for all specific use permits as a part
of the application.
18. Require all streets in planned developments and mobile home
developments to be designated as fire lane easements.
19. Require backflow preventers on all water lines not owned by the
City of 1 inch size and larger.
Require parking lots on private properties to meet subdivision standards
when for multi-family, commercial , planned development and industrial
classifications.
20. Side yard clearification to eliminate any conflicts.
Clarify what is meant by "building floor area ratio."
21. Need for setting the dimension and area of a parking space.
22. Need for providing for balanced parking where multiple uses occur.

Assessory building height change to conform to heights in classification.
23. Correct names of cities to Wylie where incorrect.
24. Require all street, alley, curb, and sidewalks to be repaired by builder
prior to issuance of a certificate of occupancy.
25. Complete Section 21-100 on Board of Adjustments Organization.
26. Change magnitude of penalty in Section 23-100.
Include severability clause.
