12-08-1983 (Planning & Zoning) Minutes PLANNING AND ZONING MINUTES December 8, 1983 7:00 P.M. The Wylie Planning and Zoning Commission met in regular session at 7:00 P.M. on Thursday, December 8, 1983 in the Council Chambers at City Hall . A quorum was present and notice of the meeting had been posted for the time and in the manner required by law. Those in attendance were Chairman Joe Fulgham, Randal Gaston, Kent Crane, Bryant Barry, Sarah Connelly, John Seeley, Ken Mauk, (came in late) City Manager Gus Pappas, City Secretary Carolyn Jones, I . W. Santry, and other interested citizens. City Manager Pappas wanted Planning and Zoning Commission to know that John Seeley was appointed Chairman of the Plat Review Committee. Final Plat for Wylie Butane Mobile Home Park: John Seeley reported the Plat Review Committee has reviewed this plat and recommends it to Plan- ning and Zoning with the following stipulations be taken care of: 1. Grant access for public health and safety 2. Detail of Utility Plans Plat Committee voted 3 in favor of plat and none in opposition. Motion was made by Randal Gaston to approve plat for recommendation to Council with the above stipulations and to reflect this Park is under the Old Mobile Home Ordinance. Seconded by Kent Crane. All in favor. Final Plat for Glen Knolls Mobile Home Park: John Seeley reported this plat has been reviewed by the Committee and is recommended to Planning and Zoning with the following stipulations: 1. Formal Plat 2. Grant access for public health and safety 3. 8" water line easement and meter box dedication 4. Off site sewer line plat 5. Must maintain 20 ft. separation of units 6. Detail of Utility Plans Plat Review Committee voted 3 in favor and none in opposition. Bryant Barry asked John Seeley if the Plat Committee was satisfied and he replied they are. Motion was made by John Seeley to approve for recommendation of final plat to Council with the above stipulations and also reflect this Park is under the Old Mobile Home Ordinance. Seconded by Kent Crane. All in favor. Public Hearing for Special Use Permit for Wylie Day Care: (Sarah Connelly) There were 10 letters mailed out for consideration of citizens for the Day Care Center. Two replies and both in favor. Chairman Fulgham opened the Public Hearing. There being no questions or no oppositions, the public hearing was closed. Motion was made by Randal Gaston to recommend to Council the special use permit be granted. Seconded by Bryant Barry. Five in favor one sustained (Sarah Connelly) one absent (Ken Mauk) . Public Hearing for Zoning of Westgate: There is approximately 112. 10 acres and proposed zoning as follows: 8.02 acres for Townhomes - MF 2.30 acres for Retail 45. 10 acres for Single Family 1 16.26 acres for Duplexes - MF 29.99 acres for Apartments - MF 13.43 acres for Industrial There was much discussion due to so many acres for MF. Chairman Fulgham opened Public Hearing: There being no questions or no opposition the public hearing was closed. Planning and Zoning would like to see less MF being built in this area. Also would like to look at the main street as it should be a 100 ft. thoroughfare as proposed in the planning. The Developer said there would be no problem with dedicating this 100 ft of right-of-way. Planning and Zoning Commission has several suggestions to help this zoning and have less MF. Planning and Zoning requested the Developer to re-submit the zoning with less MF. Motion was made by Randal Gaston to adjourn. Seconded by John Seeley. All in favor.
