January 28, 1982

The Wylie Planning & Zoning Commission, sitting as the Board of
Appeals, met at its regular time on January 28, 1982, with the
following people present: Dr. Joe Fulgham, Chairman, Mr. Albert
Harrison, Mr. Don Kreymer, Mr. Ken Mauk, Mr. John Seely, and
Mr. John Yeager. Mr. Bryant Barry was absent. Also in attend-
ance were Mr. Lee S. Vickers, City Manager, Council member Mr.
Harold Eavenson, Mr. Melvin St. John, Mr. Joe George, Mr. Clyde
Parker and Mr. Richard Parker.
Chairman Fulgham called the meeting to order and the minutes of
the meeting of December 15 were approved as written.
Mr. Joe George discussed at length the need for cooperation of down-
town business owners and operators in the city to achieve ad-
ditional downtown off-street parking. Mr. George explained that
it had been expensive and troublesome for him to be required to
provide 37 off-street parking spaces for his new restaurant, and
he felt that it was unfair because other new businesses were not
required to do the same. However, after a long discussion in
which there was much agreement as to the need for additional
off-street parking, there was concensus that there needs to be a
work session involving members of the Planning and Zoning Commission
and the City Council to reach some agreement as to proposed
policies. Once this has been accomplished, the Chamber of Commerce
and all of the downtown business owners and operators should be
invited to a public work session so that their ideas and sug-
gestions could be applied to the proposed policies to determine
if there can be a cooperative effort to solve the critical problem.
During the discussion, it was agreed that there is only limited area
in the downtown sector which can be developed as off-street parking.
It follows that every square foot of parking area should be care-
fully utilized by having the surface paved and the parking spaces
marked off so that no one will waste parking space.
John Seely pointed out that planning consultant J. T. Dunkin had
suggested several months ago that a policy of shared costs might
work to produce improved downtown off-street parking.
Mr. Harold Eavenson, 301 Briarwood, requested a variance so that
he might extend and enlarge his game room to within approximately
3 feet of his southside lot line. He provided a sketch showing the
proposed location of the building extention and submitted a letter
signed by most of his neighbors indicating their approval of the

variance. That letter is made a part of these minutes.
After several minutes of discussion consisting of questions and
answers, Mr. Harrison moved with a second by Mr. Yeager, to
allow the variance. The vote was unanimous.
Mr. Melvin St. John entered into an informal discussion with
the Planning and Zoning Commission concerning a proposed mobile
home park to be located south of the elevated water tank on the
west side of Old Sachse Highway, just north of Colonial Acres.
This property is presently outside the city limits. Mr. St. John
wanted a consensus from the Planning and Zoning Commission as to
the proposition--if he petitioned for annexation of the 28 acre
tract, could he depend upon the Planning and Zoning Commission
and the Council to allow planned development zoning for the
property so that he might install a mobile home park, which he
would operate and rent mobile home parking spaces. He ex-
plained the project in great detail and there was much dis-
cussion back and forth as to the technical aspects of the concrete
street paving and the responsibility for installation of off-site
water and sewer mains. Mr. St. John indicated that he did not wish
to spend the considerable amount for engineering for this project
unless he could have some indication that the project would be
rezoned and approved if annexed to the City. He also wanted
verbal assurance that if the approval did not materialize, would
the City agree to deannex the property from the city.
There was much hesistancy on the part of the Planning and Zoning
Commission to give any indication of approval for another mobile
home park within the city limits of Wylie. Yet the philosophy
of growth and the economic pressure for housing which can be
affordable to young people was considered in their discussion.
The issue appeared to be: Is it in the best interest of the future
of Wylie to encourage population growth, even though low-cost housing
is involved? Or should the policy be to wait for high quality
housing to be built and occupied even though few people can qualify
for loans to purchase "standard" housing?
Next, the Planning and Zoning Commission conducted a brief dis-
cussion as to approved procedure for acceptance or rejection of
Mr. St. John's proposal . It was agreed that he should discuss his
proposal with the City Council at the February 9 meeting, and that
the Council and the Planning and Zoning Commission should conduct
a joint work session at which time this philosophy could be dis-
cussed, along with the issue of off-street parking improvements
for downtown Wylie.
There was general agreement among the members that the Wylie Chamber
of Commerce should take the lead in coordinating the work neces-
sary to achieve improvements in downtown parking, but that complete
cooperation among the business operators and owners in the city would

be necessary to the solution of the problem. There was also
agreement that the problem is of vital importance to the con-
tinued success of the downtown business area.
There being no further business, the meeting was adjourned.

Gentlemen:
Our home is at 301 Briarwood, and has a game room located near the
alley. We need to expand the game room by extending the building
seven feet to the south to within approximately thirty inches of the
six foot side fence.
We have discussed this proposed expansion with our nearby neighbors
who have signed below. Several of the neighborhood youngsters play
in the game room from time to time.
We appreciate your consideration of this request for a variance.
If approved, we will put a new composition roof on the entire building.
