_w PLANNING AND ZONING COMMISSION MINUTES APRIL 29, 1982 7 :00 P.M. The Wylie Planning and Zoning Commission met in regular session at 7 :00 p.m. , on April 29, 1982, in the Council Chamber at City Hall . Chairman Joe Fulgham pre- sided at the meeting and the following people were present: Bryant Barry, Albert Harrison, Don Kreymer, John Seely, and John Yeager. Mr. Kenneth Mauk was ill . Others present at the meeting were: Mayor Robert Squires, Councilmember Percy Simmons, Mr. Fred Mobbs, Mr. & Mrs. Ed Baugh, Mr. Harry F. Tibbals, Mr. Mel- vin St. John, and City Manager Lee S. Vickers. Mr. & Mrs. Ed Baugh requested a variance on the ordinance which requires all new homes to have 75% of the exterior walls covered by masonry. The reason for the request was that Mr. Baugh wanted to demolish his mother' s home at 204 S. Sec- ond Street and replace it by a manufactured house which would be brought in from Caddo Mills, where it would be manufactured by Turner Manufacturing Company and would be placed on a concrete block foundation with a reinforced concrete beam 400/ around the perimeter of the house. Mr. & Mrs. Baugh stated that they would need some time to install the concrete beam, since they both work and would have to do it on vacation time and week-ends. They agreed to accomplish this within six months from the date that the house was moved on to the foundation. After several minutes of discussion, John Seely moved and Bryant Barry seconded to allow the variance on condition that the concrete foundation would be installed within six months, in accordance with the City Building Code. All voted aye except Mr. Kreymer who opposed the variance. Mr. Harry Tibbals then introduced a preliminary plat and a petition for annexation to the City in accordance with the sub-division regulations. The preliminary plat was not totally complete, and had not been reviewed by the City' s consulting engineers, pending annexation to the City of the property. The property petition for annexation included 15.04 acres out of the Francisco de la Pina Survey, Abstract #688. If annexed, Mr. Tibbals would request resi- dential zoning. After lengthy discussion, Don Kreymer moved with a second by John Yeager, to recommend annexation to the City Council . The motion carried. Mr. Harry Tibbals and Mr. Melvin St. John submitted a petition for annex- ation of 20.18 acres of land west of the current Westwind Meadows subdivision located in the E. C. Davidson Survey, Abstract #267, together with a request for zoning for residential construction. Mr. St. John explained that he would like to have zoning which would allow townhouses on the north side of Willow Way, with single family zoning for the remainder of the acreage. On motion by Bryant Barry, seconded by Don Kreymer, it was voted to recommend annexation to the City Council at the earliest possible time. The City Manager reported to the Commission that a request for extension of the Special Use Permit at 303 Oak had been withdrawn, because the building in question was to be sold. It was agreed to allow up to ninety days extension of the Special Use Permit to give the property owners adequate time in which to Page 2 Planning & Zoning Commission Minutes April 29, 1982 move the building from the lot. The City Manager reported that, while the planning consultant had been in- structed to include the requirement contained in Section 15 of Ordinance #78-22, calling for coverage of 75% of exterior walls with mansonry surface, he had omitted to do so and Section 10-800 of the new zoning ordinance was left out of the final zoning ordinance. It was suggested that the Commission recommend to the City Council that an amendment to the Building Code Ordinance be adopted at the May 11 Council meeting requiring the 75% masonry construction. The concensus was that the Planning & Zoning Commission wished this to be retained as an on going requirement throughout the City. Mayor Bob Squires gave a report to the Commission and shared his personal philosophy with the Commission. He reported on his trip to Austin to appear be- fore the Texas Highway Commission and his trip of April 29, to attend the Plano public hearing for Highway 190.
