08-26-1982 (Planning & Zoning) Minutes PLANNING & ZONING COMMISSION MINUTES AUGUST 26, 1982 7:00 P.M. The Wylie Planning & Zoning Commission met in regular session at 7:00 p.m. on August 26, 1982 in the Council Chambers at City Hall . A quorum was present and the notice of the meeting had been posted at the time and in accordance with State law. Planning & Zoning Commission members present were: Chairman Joe Fulgham, Albert Harrison, Mike McAnally, Ken Mauk, John Seeley and Judy Brewster. Bryant Barry was absent. Also present were Brian Cowan, Harry Tibbals, Melvin St. John and Percy Simmons. The final plat for Tibbals Addition was reviewed. The plat had been presented to Hogan & Rasor and necessary changes had been made. It was pointed out that it would be necessary for Mr. Tibbals to change a street name that he had called Hilltop because there was already such a street name in the City limits. John Seeley suggested that a roster of City street names be compiled for review purposes to prevent new subdivisions using names already assigned. Also, Mr. Tibbals advised that the name of the subdivision was being renamed Rush Creek Estates in lieu of Tibbals Addition. Albert Harrison moved, with a second by Ken Mauk to approve the final plat contingent upon necessary changes being made. All were in favor. Melvin St. John advised that final plat was not ready for Westwind Meadows II. Melvin St. John presented preliminary plans for Glen Knoll Park which will be developed into a mobile home park. The presentation was for planning purposes only prior to annexation procedures. The proposed addition is south of Martinez Lane and west of the landfill site. The addition would be developed into 279 lots. The first phase would consist of no more than 80 lots with six trailers per acre. The total project would be developed over a period of two-three years. After a rather in-depth discussion on the proposed development, Chairman Fulgham advised he did recommend the development be considered for annexation by the City Council as it was in compliance with planned development and future land use of the City. He also recommended the land be annexed as agriculture. John Seely made a motion to recommend the annexation to the City Council as agricultural zoning. Motion was seconded by Judy Brewster. Opposed to the annexation were Albert Harrison and Mike McAnally. There being no further business , the meeting was adjourned. 4gha Chai an� sbh
