The Planning & Zonina Commission met in special call session at
7:00 a.m. on December 13, 1982 in the Council Chambers at City Hall .
A quorum was present and notice of the meeting had been posted at
the time and in the manner required by law. Planning & Zoning
Commission members present were: Joe Fulgham, Mike McAnally, John
Seeley, Ken Mauk and Albert Harrison. Also present were Brian Cowan,
Percy Simmons, Catherine McAnally, Harold Spence, and Melvin St. John.
Review Final Revised Plat for Oaks Addition, Phase II . Harold Spence
proposed to extend east section of Oaks Street from Spence Drive to
Oaks Addition property line and install a permanent barricade. This
extension will provide access for future development on the east side
of the development. He also proposed to extend six inch (6") water
line from corner of Oaks to Spence Drive east along new extension of
Oaks Street to said property line also for future development. Change
in the road will increase the number of lots by two providing 25 lots
in the second phase. This also eliminated the pie shaped lots around
the formerly proposed cul-de-sac and made rectangular lots.
There was a general discussion about extending the six inch water line
from west line of Oaks Addition west and tying into eight inch water
main on Fourth Street.
The formerly proposed sewer to serve Oaks Addition provided for a
lift station on the south end of the development. However, because
of the construction of the new lift station by the City of Wylie, Mr.
Spence proposes to extend his six inch sewer line south bordering the
cemetery property located in a creek and tie into a manhole and a
ten inch sewer line tying into the new lift station. However, the
developer installed the sewer line before the plans were approved.
As built and as designed there is too little cover over the line.
(The City requires a 42" cover over sanitary sewer lines) .
The City's new lift station was constructed as designed by Hogan & Rasor,
however, there was some concern that the lift station should have been
lowered which would have provided for a deeper sewer line.
Mr. Seeley recommended an engineering change of the slope of the six inch
sewer line which will allow a deeper cover. Mr. McAnally felt that there
was a need to resolve the sewer lift station questions and overall sewage
for future development.

Mr. McAnally made a motion to accept the street change and water change,
but the sewer must be solved by the developer's engineer, the consulting
engineer and City administration. Mr. Mauk seconded the motion. All
were in favor.
Several other items were discussed:
Mr. McAnally would like for Council to respond to lift station
questions that were raised.
Mr. St. John briefly discussed his proposed mobile home park.
Mr. McAnally requested the City notify members of the Planning &
Zoning Commission that the Commission guidelines will be reviewed and
discussed at the Planning & Zoning meeting scheduled for December 20.
Mr. McAnally made a motion that the City Council amend the present
Zoning Ordinance to require multiple family plans to be presented to
Planning & Zoning Commission for review. He also suggested that a planning
session be held on December 20 regarding mobile home parks.
There was discussion concerning the need to work with adjacent
property owners outside the City to discuss how their plans fit in
with City's master plan.
