MINUTES
JOINT MEETING
CITY COUNCIL AND PLANNING & ZONING COMMISSION
JANUARY 22, 1981
7:00 p.m.
Those present from the Council were Mayor John W. Akin Council members
Roy Hall , Rowland Kreymer, Donald Hughes, and Harold Eavenson. Planning
and Zoning Commission members present were Dr. Joe Fulgam, Chairman Mr.
Ken Mauk and Mrs. Sue Webster. Other present were Frank Rasor, Hogan
and Rasor, J. T. Dunkin, Planning Consultant and City Manager Lee Vickers.
Dr. Joe Fulgam called the meeting to order and announced the purpose of
the work session to be to make certain that Planning and Zoning Commission
members and Council members agree on the key provisions of the proposed
ordinance. Secondly, to make certain that all members of each Body could
answer questions from citizens who might be in attendance at the public
hearing on the revisions to the Zoning Ordinance.
Mr. J. T. Dunkin explained the proposed amendments to the draft of the
proposed Zoning Ordinance. The amendments covered approximately twenty
type written pages and consumed the better part of three hours to dis-
cuss. It was agreed that the City Manager and Mr. Dunkin would review
current City ordinances which require masonry construction in new sub-
divisions and report back to the Planning and Zoning Commission and the
Council . Both the Council and the Commission agreed that they wish to
require concrete streets and concrete alleys in all subdivisions either
within the City or without the City but within the area of extra terri-
torial jurisdiction.
Further discussion was held on the proposal submitted by Mr. Hemingway
and Mr. Don Kreymer for a townhouse development on South Second Street.
After some discussion which involved the high cost of drainage structures
in the area, the City Manager was instructed by the Council to advise
Mr. Hemingway that concrete street would be required.
Mr. Frank Rasor explained to the Commission and the Council the engineer-
ing work which would be neccessary to provide proper elevations for key
drainage structures from Second and Park Street southeast to the out-
fall area of the drainage channel . There was general agreement among
those present that it might be well for Mr. Hemingway and Mr. Kreymer to
confer with the property owners on the east side of Second Street south
of Park to see if a joint effort could be made to provide funds to con-
struct the neccessary drainage structures.
