MEETING OF MARCH 19, 1981
7:00 P.M.
The 'Wylie Planning & Zoning Commission met at 7:00 p.m. in the
Council Chambers at City Hall on March 19, 1981 with the following
members present: John Seely, serving as temporary Chairman, Don
Kreymer, Ken Mauk, Frank McMillan and John Yeager. Also present
were City Manager Lee S. Vickers, Hogan & Rasor consultant Dennis
Masters, and visitors Bill Kreymer, Harold Spence, Tom Daniels,
Bob Squires and Mrs. Dennis Masters. Chairman Joe Fulgham and
Vice-Chairman Sue Webster were absent.
Chairman Seely noting that a quorum was present opened the public
hearing to rezone Lots 10, 11, and 12 in Block 5, Holiday Terrace III
from duplex to townhouses. Mr. Seely noted that the recommendation
of the Planning & Zoning Commission, if the rezoning were recommended,
would be conditioned upon the adoption of the new zoning ordinance at
a later date by the City Council . Don Kreymer presented the plans
for developing townhouses at the above location and explained the
need for the rezoning. The Planning & Zoning Commission reviewed the
letters from nearby neighbors, most of which were in opposition. How-
ever, Mr. Seely noted that no citizen appeared in opposition to the
requested rezoning. There was much discussion about the need for the
rezoning and Mr. Seely went through the check list normally used by
the Commission in rezoning cases. Mr. Kreymer abstained from both
the discussion and from voting. Mr. Yeager moved, with a second by
Mr. Mauk to recommend the rezoning to the City Council on condition
that the new zoning ordinance might be approved and adopted at a later
date. The vote was unanimous by those present, exept that Don Kreymer
abstained from voting.
Next, Mr. Don Kreymer presented the preliminary and final plat for the
Commission consideration. Mr. Seely further noted that the acceptance
of the preliminary and final plat by the Planning & Zoning Commission
would be further conditioned upon future acceptance by the City Council
of the new zoning ordinance. Details of the plat layout were discussed
and Mr. Masters pointed out in his letter of exceptions, a copy of
which is attached hereto and made a part of these minutes, that there
needs to be further study of the actual drainage ditch capacity to make
certain it will take care of the drainage from the new proposed sub-
division. Mr. Mauk moved with a second by Mr. Yeager to approve the
preliminary and final plats conditioned upon further study of the capa-
city of the existinri drainage ditch by Mr. Kreymer's engineer. The
vote was unanimous except Don Kreymer abstained.
The Commission considered the preliminary plat for Oaks Addition sub-
mitted by Mr. Harold Spence. This subdivision, if approved, is out-
side the City and would be petitioned for annexation as a single family
development except that Mr. Spence indicated he would like to use Lots
18 and 19 for retail or commercial zoning. There was much discussion
concerning drainage problems and the need to elevate the sanitary sewer

at the south end of Spence Drive, where it crossed a natural drain-
age ditch. It was agreed, if approved, the sanitary sewer would be
encased in a cast iron pipe and installed on pillars across that
drainage ditch.
There was also much discussion of the problems which might be created
by adding the new homes in the subdivision to the lift station loca-
ted south of the the cemetary, which is already loaded to capacity.
Mr. Spence' s engineer, Tom Daniels agreed to study this problem and
to present additional information to the Planning & Zoning Commission
at its next meeting prior to approval of the final plat. On motion
by Mr. Kreymer seconded by Mr. McMillan, it was voted to approve the
preliminary plat only, excluding the utility plan. The vote was
unanimous.
City Manager Vickers advised the Planning & Zoning Commission that
the City Council , on March 10, reaffirmed a previous policy not to
conduct special meetings of the City Council to consider approval
of plats or requested rezoning cases. The effect of this would be
that, if the final plat were not approved by the Planning & Zoning
Commission prior to the April 14 Council meeting, the City Council
would not consider this matter until its regular meeting in May.
After some discussion, it was agreed by those present that the
Planning & Zoning Commission would conduct a meeting on April 9 at
7:00 p.m. to discuss and consider approval of the final plat, in
time for possible Council action at the meeting of April 14. The
Commission also discussed the feasibility of approval of the pre-
liminary and final plat for Mr. Kreymer' s townhouses after the
public zoning hearing which is scheduled to be heard at 7:00 p.m.
on March 26. The feasibility of this was discussed, and it was
agreed that if the Planning & Zoning Commission recommended, and
Council approved, the rezoning and the approval of the preliminary
and final plats, then construction could begin on that subdivision
at an early date.
There being no further business the meeting was adjourned at 8:45 p.m.
