07-23-1981 (Planning & Zoning) Minutes PLANNING & ZONING COMMISSION JULY 23, 1981 7:00 P.M. The meeting was called to order by Chairman Joe Fulgham. A quorum was present and notice of the meeting had been posted for the time and manner required by law. Those in attendance were Chairman Joe Fulgham, Bryant Barry, Albert Harrison, Don Kreymer and John Seely. Also present were John Simmons from the Wylie Independent School System and I.W. Santry, Jr. , Consulting Engineer for Wylie Community Hospital . A public hearing was held to consider rezoning Tracts 5, 6, & 7, S. B. Shelby Survey from public to retail use. The property is presently owned by the Wylie Independent School District. The request is in compliance with the overall master plan. Notices of the rezoning application had been mailed to the property owners within 200 feet of the school property and a notice was published in the Wylie newspaper. There was no oppo- sition to the request either in person or in writing. With motion made by John Seely, seconded by Don Kreymer, all in favor, the rezoning was approved. The Planning & Zoning Commis- sion's recommendation of approval will be considered by the City Council at its meeting of August llth. A request for temporary classroom permit by the Wylie Middle School was presented by John Simmons. The extra space is needed by the school due to the addition of three teaching units, and will be required for at least two years. The building will be portable with no plumbing, no restroom faci- lity, and no gas lines. A special use permit was granted to the school for a period of one year, with motion by Bryant Barry, seconded by Don Kreymer, all in favor. Joe Fulgham abstained from voting. Mr. I. W. Santry, Jr. , Consulting Engineer for Wylie Community Hospital was present to request a special use permit for a 14' x 40' portable building to be situated on the west side of the Hospital . The placement of the portable would also require 10 00( a variance form the zoning ordinance as it does not comply with the required rear yard alley line set back. The purpose of the building is to provide temporary office space for the staff. Re- moving the staff from their present quarters will increase bed space for the hospital . The portable building will have no windows. It will have two doors, wood floors, a sprinkler sys- tem, a/c and heating and will comply with our building code. After some discussion, the variance and special use permit were approved with motion made by John Seely, seconded by Albert Harrison, all in favor with qualifications. It was stipulated by the Planning & Zoning Commission that the special woe use permit was being issued for an 18 month period strictly for the purpose of providing office space for hospital staff. If ownership of the hospital changes or if any of the present circumstances change, this special use permit is no longer valid.
