08-27-1981 (Planning & Zoning) Minutes PLANNING & ZONING COMMISSION MINUTES AUGUST 27, 1981 7:00 P.M. The meeting was called to order by chairman Joe Fulgham. A quorum was present and notice of the meeting had been posted for the time and manner required by law. Those in attendance were Chairman Joe Fulgham, Albert Harrison, Don Kreymer, Ken Mauk, John Seely, John Yeager, City Manager Lee S. Vickers, and Robert Stuart representing General Telephone. The meeting was called to order and Robert Stuart requested an extension of the temporaryy permit for one additional year be- ginning with this date. Mr. Stuart explained that the company budget would not allow the new building to be constructed this I/ year, because the Public Utility Commission denied a rate increase to the Company which would allow them to construct the new build- ing. However, Mr. Stuart anticipated that the building could be started sometime in fiscal year 1983. He pointed out that there was no water or plumbing fixtures in the building and that it was kept neat and clean at all times. The City Manager reported that there had been no complaints received because of the building. A motion by Albert Harrison, seconded by Ken Mauk it was voted unanimously to allow a one year extension from this date. The request by John McKibben, 702 South Ballard, for a variance allowing him to build a carport in front of the building line was discussed. The City Manager pointed out that South Ballard oe would some day be zoned for business and that a carport would be 10 out of place in such a situation. He further pointed out that he would allow a concrete slab upon which automobiles could be parked, at that he would help Mr. MiKibben get a permit from the Highway Department to install a new driveway culvert, but he recommended against the variance. After some discussion, Ken Mauk moved, with a second by John Yeager, to deny the request. This vote carried unanimously. A general discussion of progressive developments within the City was then held. It was noted that the land deal for the new hospital was in the process of final closure and that construction for the new hospital should start within the near future. The City Manager reported that the contract had been awarded on im- provements to FM544 and that the contractor planned to begin work shortly after September 2nd and to complete the work by mid July, 1982.
