06-06-1978 (Planning & Zoning) Minutes PLANNING & ZONING COMMISSION
REGULAR MEETING
June 6 , 1978
Those in attendance were Dr. Joe Fulgham, Jr. ,Frank McMillian,
John Yeager, City Manager Denton Miller, representatives of
H.D. $R, and citizens .
The Comprehensive Plan' s progress was discussed before the
Planning and Zoning Commission, members of various committiees
of the Wylie Area Chamber of Commerce and interested citizens .
Zoning Request - change Lots # 3 ,4 ,5 , Block 34 , Railroad
Addition from R-900M to CR-1 (Residential to Commercial)
request filed by Raymond Cooper- Owner.
There were five property owners present . Mr. Bobby King
was concerned with the type of Business he would be building
there . Mr. & Mrs . Joe Howery was against the change.
Mrs . M.J. Westfall was against the change . Mrs . Leon Christopher
was against the change. After a discussion with the property
owners about the request , motion by Joe Fulgham, seconded by
Frank McMillian, to reject the request of re-zone based on
the fact that this would constitute spot zoning. Motioned
passed all in favor. The Planning and Zoning members then
asked the planning consultant to look at the entire area to
see if something needed to be changed in the area.
Final Plat - Westwind Meadows Addition- Melvin St. John,
Developer. The Planning and Zoning members discussed and
reviewed with Mr. St. John the engineers review of his
sub-division. Motion be Frank McMillian, seconded by John
Yeager that the Final Plat of Westwind Meadows Addition be
approved with the recommendation as set out in Planning and
Zoning Resolution #6-1 (77-78) (copy attached) . Motion passed
all in favor.
Mr. Miller discussed a proposed annexation in the City of
Sachse . Motion by Frank McMillian, seconded by John Yeager
that Resolution 77-78 , Planning and Zoning #6-2 be passed
and presented to the City Council . Motion passed all in
favor. (copy attached)
