Tobin Maples Update:
• The property is currently vacant, unplatted, and zoned for SF-3 (Single Family Residential) uses.
• Staff has reviewed the proposed preliminary plat and found it to be in compliance with the Subdivision
Regulations and other pertinent ordinances of the City of Wylie.
• The applicant is proposing a divided approach onto Ballard Street (70 right-of-way).
• North Texas municipal Water District Easement must be resolved prior to scheduling a final plat for
hearing by the City Council.
• Impact and developmental inspection fees must be paid prior to scheduling for City Council.
• The applicant has agreed to extend sewer service along the south side of Parker Road west to the
veterinary office.
• Staff is recommending approval subject to engineering approval of the final water and sewer
connections.

Extruders
Planning and Zoning Commission Meeting: November 2, 1999

Location: Generally located at the southwest corner of Hensley Lane
and Sanden Boulevard (930 Hensley Lane).
Existing Zoning: I (Industrial)
Summary:
The site plan under consideration is for the Extruders property located at 930 Hensley Lane. The
applicant is filing this site plan in order to develop the property with the new Extruders facility.
Specifically, Section 29A.2 of the Comprehensive Zoning Ordinance Number 85-23A states that
site plan review and approval by the Planning and Zoning Commission shall be required for any
industrial development not located within an approved industrial subdivision. The property is
currently vacant and zoned for I (Industrial) uses..
Site plans shall contain sufficient information relative to site design considerations and shall
conform to data presented within the building permit application. The purpose of the site plan is
to ensure efficient and safe land development, harmonious use of land, compliance with
appropriate design standards, safe and efficient vehicular and pedestrian circulation, and other
utilities and services.

Issues:
• The proposed manufacturing process facility is a permitted use within a industrial
zoning district provided that such facilities are not detrimental to the public health,
safety or general welfare and provided that the following performance standards and
city ordinances are met:
1. Smoke: No operation shall be conducted unless it conforms to the standards
established by state health rules and regulations pertaining to smoke emissions;
2. Particulate matter: No operation shall be conducted unless it conforms to the
standards established by state health rules and regulations pertaining to
emission of particulate matter;
3. Dust, odor, gas,fumes, glare, or vibration: No emission of these matters shall
result in a concentration at or beyond the property line which is detrimental to
the public health, safety, or general welfare or which causes injury or damage
to property; or as said emissions conform to the standards established by state
health rules and regulations pertaining to said emissions;
4. Radiation hazards and electrical disturbances: No operation shall be
conducted unless it conforms to the standards established by state health rules
and regulations pertaining to radiation control;
5. Noise:No operation shall be conducted in a manner so that any noise produced
is objectionable due to intermittence, beat frequency or shrillness. Sound levels
of noise at the property line shall not exceed 75 dB(A) permitted for a
maximum of 15 minutes in any one hour; or as said operation conforms to the
standards established by state health rules and regulations pertaining to noise;
and
6. Water Pollution: No water pollution shall be emitted by manufacturing or
other processing. In a case in which potential hazards exist, it shall be
necessary to install safeguards acceptable to appropriate state health and
environmental protection agencies.
• Staff has reviewed the site plan and found it to be in compliance with the Zoning
regulations and other pertinent ordinances of the City of Wylie. Specifically, the
proposed development complies with all applicable zoning, landscaping, parking,
screening, lighting, and access codes. However, the applicant has stated that a portion
of this building will encompass an approved paint booth system and mixing room. As
a result, a permit from the Texas Natural Resource Conservation Commission
(TNRCC)may be warranted. Staff recommends that the site plan be approved subject
to final approval by the Texas Natural Resource Conservation Commission(TNRCC).

1. Final approval by the Texas Natural Resource Conservation Commission(TNRCC) - If

SUBJECT: Extruders Relocation/Purchase of Facility
DATE: October 25, 1999
Issue
The Wylie Economic Development Corporation (WEDC) intends to purchase the
105,000 square foot facility currently occupied by Extruders Division of Atrium
Companies, Inc.. Also, staff understands the Planning and Zoning Commission will
consider issues surrounding a site plan submittal by Codel, Inc. for the development of a
±205,000 square foot industrial facility to be located within Premier Industrial Park. The
above referenced facility will house the operations of Extruders Division of Atrium
Companies, Inc. WEDC staff has provided for your review a history of the Extruders
project.
Background
In May of 1997, the City of Wylie and WEDC worked with Extruders to facilitate the
expansion of Extruders at their current location. Extruders had intended to purchase 4
lots along Cooper Drive and expand west, out the back of their facility. Due to the
inefficient layout of the facility and realignment of the cul-de-sac, Extruders chose not to
expand. WEDC staff learned in December, 1998 that Extruders was considering
relocating their Wylie operations to Rockwall, Texas. Consideration was not given to
stay in Wylie because the existing facility in Rockwall was reasonably priced and already
configured for extruding operations. WEDC staff conveyed to Mr. George Frost,
Extruders President, that the community would assist with a build-to-suit project, but Mr.
Frost indicated that it was not financially feasible, as much as Extruders would like to
maintain Wylie operations. Staff also learned that a Rockwall extrusion company
potentially would occupy the Wylie plant with an option to purchase. At that time,

WEDC staff indicated to Mr. Frost that the WEDC would consider purchasing the
existing Extruders facility should there be an opportunity.
The WEDC's consideration to purchase the existing facility was two fold. First of all, the
City of Wylie has no existing industrial facilities available to lease. WEDC control of an
industrial building could represent an economic incentive for future prospects. Secondly,
a manufacturing company entering into a long term lease with Extruders, with an option
to buy, on the largest tract of land on Highway 78 between Brown and F.M. 544, will not
lead to the timely redevelopment of the 78 corridor. As per the City of Wylie
Comprehensive Land Use Plan, the community is concerned with enhancing our
corridors. Considering that the KCS tracks will be removed, and Highway 78 should be
expanded in the 2004 time frame, the Extruders tract is obviously important to the
Highway 78 corridor redevelopment.
On March 23, 1999, the Wylie Economic Development Corporation (WEDC) Board of
Directors authorized WEDC staff to negotiate for the purchase of±5 acres of industrial
property located at 404 S. Highway 78 for approximately 75% of the assessed real
property value, or $1,234,409. Following Extruders acceptance of the offer, staff
requested bid packages to finance the purchase from First National Bank of Sachse,
Provident Bank of Wylie, American National Bank - Wylie, Wells Fargo Bank, FEC
Electric, and Chase Bank of Texas.
On July 20, 1999, the WEDC Board of Directors selected American National Bank -
Wylie as the financial institution to fund a $1,234,409 loan to purchase the existing
Extruders facility. American National Bank - Wylie will fund 100% of the requested
loan amount at a fixed rate of 6.5% on a 5-year balloon with a 20-year amortization.
The WEDC will enter into an agreement with Extruders to lease the existing facility for a
period not to exceed five years. For a period of eighteen months, Extruders will lease
100% of the facility. For the remaining three and one-half years, Extruders will only
occupy 38,669 square feet within which the paint area is located. The WEDC will either
lease the remaining area for short term storage use, tear down the remaining area, or leave
the facility vacant.
Simultaneously with negotiations for the existing facility, Extruders reconsidered
relocating to Rockwall and allowed the WEDC an opportunity to present an incentive
package. Staff believes that it was going to be cost prohibitive for Extruders to bring the
existing Rockwall facility up to code.
The WEDC, in conjunction with the Wylie City Council, has conceptually approved an
incentive package consisting of a relocation grant, conveying 17 acres of property to a
third party which will build the 205,300 square foot facility, a five-year tax abatement,

and the payment by the WEDC for development fees (i.e. water and sewer impact fees,
building permit, and water and sewer tap fees). The incentive package will be finalized
the week of November 1, 1999.
Extruders intends to have a third party owner construct the 205,000 square foot facility
within Premier Business Park and enter into a long term lease with an option to purchase.
Extruders will purchase a new extrusion press ($4.5 million), relocate extrusion
operations from Woodsville, Texas, and relocate the two existing Wylie extrusion presses
to the new facility. Also, Extruders will create an additional 250 employment
opportunities adding to the existing 250 employees currently employed.

Subject: McCreary Estates Traffic Impact Study Review
On December 3, Innovative Transportation Solutions, Inc. submitted a Traffic Impact
Study (TIS). I have reviewed the TIS and offer the following comments:
A. In phases to match development trip generation, the developer should escrow
the following:
2% of the cost of the northbound to eastbound free right at McCreary/McMillen;
5% of the cost of the southbound to eastbound left turn lane at FM544/McCreary;
and
5% of the cost of the McCreary/McMillen traffic signal.
B. The development should be limited to 80% of the total build out trip generation
until the FM544/McCreary intersection in constructed and signalized by TxDOT.
