Recommendation to the City Council regarding a Preliminary Plat for the Newport Manor Addition, proposed by Douphrate&Associates,Inc. for Cascade Companies, LLC., generally located along the east side of FM 1378 north of the Newport Harbor subdivision, and being all of a certain 12 acre tract situated in the James McUlmurry Survey, Abstract No. 629, City of Wylie, Collin County, Texas. Tobin Maples Update: The preliminary plat under consideration is for the proposed Newport Manor Addition, to be developed with Multifamily uses. The property is currently vacant, unplatted, and zoned for MI(Multi-Family). Staff has reviewed the proposed preliminary plat and found it to be in compliance with the Subdivision Regulations and other pertinent ordinances of the City of Wylie except for the front yard building line. A 30' front yard building line is required and the plat shows 25'. The property may be encompassed by the Wylie Northeast Water Supply Corporation and the applicant must secure water service for the project. Staff is recommending approval subject to engineering approval of the final water and sewer connections. Discussion.... Drainage runoff will be routed to the SEC of the tract. Act upon a request from Ikemire Architects for approval of a Site Plan for Fountain Plaza, property generally located at the southwest corner of Ballard Street and East Stone Road. Tobin Maples Update: The site plan under consideration is for the Fountain Plaza property located at the southwest corner of Ballard Street and East Stone Road. The site plan is required to prior to developing the property with a 10,500 square foot professional office building. Staff has reviewed the site plan and found it to be in compliance with the Zoning regulations and other pertinent ordinances of the City of Wylie. Staff is recommending approval. Applicant: David Finn was present to answer any questions. The Commission commended the project and encouraged the applicant to utilize either wrought iron fencing, live landscaping or a masonry wall as the required screening device. Public Hearing and recommendation to the City Council on a proposed amendment to Section 26, Accessory Building Regulations, of the Comprehensive Zoning Ordinance No. 85-23A, for the City of Wylie, Texas. Tobin Maples Update: A recommended amendment to Section 26 of the Zoning Ordinance, Accessory Building Regulations, is as follows: Section 26.3. An accessory building on a lot size of two (2) acres or less is restricted in height to 15 feet or the height of the main structure, whichever is less. An accessory building on a lot size of more than two (2) acres is restricted in height to no more than the height of the main structure. Section 24.4(2). Area of Building. The maximum square foot area for any-an accessory building on a lot size of two (2) acres or less shall be 600 square feet or less. The maximum square foot area for an accessory building on a lot size of more than two (2) acres shall be 2000 square feet. Tobin Maples Update: The applicant is requesting rezoning on 453.44 acres(amendment to existing PD zoning) in order to revise Section 2.02 Permitted Uses of the approved PD development standards. Forty-six(46)public comment forms were mailed out and three (3)have been returned in opposition. Staff is recommending approval with the approval and issuance of a permit from the Texas Alcohol Beverage Commission. Wylie does have the authority to govern alcohol sells in the City limits per a letter from the City Attorney regarding Ordinance No. 87-8. Applicant Don Herzog - 9696 Skillman was present to answer Commission's questions. There will be Beverage Carts on the Course. Beverage Carts are standards on large Courses. There will be dining facilities. General Manager- Trey Hansen There will be upscale dining Wednesday through Saturday. Beverage Carts will include Beer, Water, and Snack Foods. To consume alcoholic beverages an Unicard membership will be required. All bartenders will be trained by AIMS bartending academy. Food Preparation Manager- Susan Bailey State Law allows bartenders and waitstaff to be of 18 years of age or older.
