Attached is a copy of Section 5.05 (Sidewalks and Bikeways) of the Subdivision Regulations which details the City's development standards for sidewalks. The regulations are provided in order to facilitate a discussion regarding said standards. Summary of previous discussion 1. At our last discussion, several of the Commissioners felt that sidewalks should be constructed at the time other improvements (water, sewer, streets, etc.)are installed rather than by the home builder. Specifically, some of the Commissioners expressed concerns regarding public safety and aesthetics in areas where lots are undeveloped and sidewalks have not been installed. 2. The Commission agreed to review our existing policies and asked staff to conduct a survey of other cities so that the Commission could evaluate their polices and determine if amendments to our requirements are warranted. Summary of Survey Enclosed you will find a copy of the survey staff conducted which encompasses fifteen(15)cities within the Dallas/Fort worth metroplex. As you can see, all of the cities surveyed, except Mansfield and Parker, allow the construction of sidewalks to coincide with the construction of the house in residential subdivisions(Same as Wylie). Should the Commission desire to amend the sidewalk regulations,please direct staff accordingly so that we may prepare the new text and advertise the amendment for public hearing. Attachments: Section 5.05 (Sidewalks and Bikeways) of the Subdivision Regulations Survey minimum distance of 350 feet from the point of intersection. From that point the pavement width may be decreased to four lanes, with provision of an appropriate transition in paving width. If property abutting only one side of the proposed to \ , thoroughfare is to be developed, then three full lanes will be constructed, including left turn lane and transition. This provision will not require widening an existin intersection that already provides four through lanes. g F. Access from Residential Subdivisions or Additions. Residential Iots must have minimum frontage of 24 feet on a dedicated street, except where varied through a a al of a PIanned Residential Development. Where subdivisions or additions are platted so that the front yards of single-family residential lots are adjacent to a dedicated roadwa the owner shall provide at his sole expense one of the following types of treatment: y� b (1) For thoroughfares designated Type A, B +, C, or D (in the Comprehensive Plan no residential lot shall have direct access to the thoroughfare unless a service road is provided adjacent to the thoroughfare. (2) For thoroughfares designated Type E, lots may have direct driveway access to the street provided that the following development standards are complied with: (a) A minimum lot width of 100 feet. (b) A minimum front yard setback of 50 feet. (c) A circular driveway shall be provided with a minimum of six off-street paved parking spaces. (3) For streets designated Type F or G, lots may have direct access to the street requirements of the Thoroughfare Plan are met.----> if other 5.05 Sidewalks and Bikeways • A. Sidewalks. Sidewalks shall be constructed in accordance with the Thoroughfare Plan of the City of Wylie for all lots adjoining dedicated streets, along major thoroughfares where lots do not adjoin the street, along power line easements and in other areas where pedestrian walkways are necessary. Sidewalk construction may be delayed until development of lots, but in locations not adjacent to lots and across bridges and culverts the sidewalk shall be constructed with the other improvements to the subdivision or addition. Sidewalks adjacent to screening walls shall generally be placed against the screening walls to the subdivision or addition. Sidewalk construction may be delayed until development of lots, but in locations not adjacent to lots and across bridges and culverts, the sidewalk shall be constructed with the other improvements to the subdivision or addition." Additionally, the last paragraph of Sec. 5.05 A. states " Sidewalks shall be constructed by the individual home builder and shall be in accordance with the City approved plans." All of the cities surveyed allow the construction of sidewalks to coincide with the construction of the house in residential subdivisions. All of the cities, except Mansfield and Parker, have requirements for the construction of sidewalks to coincide with the construction of the streets, alleys, and other improvements when those sidewalks do not front a residential lot. Wylie Economic Development Corporation MEMORANDUM TO: Mr. Tobin Maples, Director of Planning FROM: Samuel Satterwhite, Executive Directo SUBJECT: Industrial Sidewalk Construction DATE: April 1, 1999 BACKGROUND: On March 15, 1999, Wylie Economic Development Corporation (WEDC) staff became aware that the City of Wylie had failed to notify businesses within Premier Business Park that all new development is required to construct a sidewalk along the perimeter of the property fronting a major thoroughfare or roadway. As conveyed to the Planning and Zoning Commissioners during their regularly scheduled meeting on March 16, 1999, WEDC staff believes a sidewalk requirement for industrially zoned property is not necessary. ANALYSIS: To compliment the residential sidewalk construction survey prepared by the Department of Community Development, the WEDC surveyed surrounding communities to determine requirements within subdivision regulations pertaining to sidewalks within industrially zoned property. WEDC - Sidewalk Survey April 1, 1999 Page 2 * Flower Mound has no specific reference to industrial property regarding sidewalk development. Regardless of the above results, are sidewalks within industrial areas good for Wylie? It is the opinion of the WEDC Board of Directors that pedestrian traffic should not be encouraged within industrial areas. Also, the WEDC believes that the issue of need should be considered. RECOMMENDATION: WEDC staff has no recommendation at this time. WEDC staff does request that the City of Wylie delay their decision to require businesses along Hensley to put in sidewalks. City of Wylie Park Land Dedication Requirements For all residential subdivisions the dedication of park land and/or payment of a fee is required. Park Land Dedication: 1.5 acres per every 100 dwelling units Park Land Dedication Fees: $500 per dwelling unit. - The City has the right to accept the dedication of park land for approval on the final plat, or to require the payment of the fee, or a combination thereof. - Dedication of park land will be in accordance with the Parks & Open Space Master Plan. The City will determine the park location based on land suitability. - In cases where land dedication is chosen, the following minimum criteria must be adhered to by the developer, at the developer expense, prior to acceptance of the improvements by the city. a) Grading and clearing of unwanted vegetation, to be determined by the city; b) Installation of sub-grade drainage. No open drainage channels will be permitted on land being dedicated for park purposes; and, c) Provision of water and sewer service to the site. The Parks & Recreation Advisory Board reviews each plat and makes recommendations for approval or denial, prior to consideration by the City Council. The Board meets the fourth Monday of each month. Staff will bring the Preliminary Plat to the Park Board for review; however, the formal recommendation will not be made until the Final Plat has been submitted. Reference: Chapter 78, Article IV.
