CALL TO ORDER
Chairman Phillip Johnston called the meeting to order at 6:32PM. Present with Chairman
Johnston were, Vice-Chairman Commissioner Gilbert Tamez, Commissioner David
Dahl, Commissioner F. Darnell Harris, and Commissioner Ron Smith. Commissioner
Ramona Kopchenko arriving after consent items was considered. Commissioner Ruthie
Wright was absent.
Staff present was Renae' 011ie, Planning Director, and Mary Bradley, Administrative
Assistant.
Chairman Johnston and the Commissioners welcomed newly appointed Commissioner
Harris to the Board.
INVOCATION & PLEDGE OF ALLEGIANCE
Commissioner Dahl gave the invocation and Commissioner Smith led the Pledge of
Allegiance.
ELECTION OF CHAIR AND VICE CHAIR
Board Motion
A motion was made by Commissioner Dahl, seconded by Commissioner Smith to
appoint Commissioner Johnston as Chairman. A vote was taken and passed 5 — 0, with
Commissioner Kopchenko and Commissioner Wright being absent.
A motion was made by Commissioner Dahl, seconded by Commissioner Smith to
appoint Commissioner Tamez as Vice-Chairman. A vote was taken and passed 5 0,
with Commissioner Kopchenko and Commissioner Wright being absent.
CITIZENS COMMENTS
Chairman Johnston opened the Citizens Participation. With no one approaching the
Commissioners, Chairman Johnston closed the Citizens Participation.

CONSENT ITEMS
1. Consider and act upon approval of the Minutes from the June 19, 2012, ---�
Regular Meeting.
Board Action
A motion was made by Commissioner Tamez, and seconded by Commissioner Smith, to
approve the Minutes from the June 19, 2012 Meeting as presented. A vote was taken and
passed 5 — 0, with Commissioner Kopchenko arriving after the vote and Commissioner
Wright being absent.
REGULAR AGENDA
Action Agenda
1. Consider and act upon a recommendation to City Council regarding a
Replat of St. Anthony Catholic Church Addition No. 2, Lot 1, Block A,
generally located north of East Brown Street and east of North Ballard
Avenue.
Staff Comments
Ms. 011ie addressed the Commissioners stating that the applicant desires to combine three
tracts and three separate lots into one single lot and block for future development and
expansion of existing structures. This combination of land includes the 2.208 acres of
land annexed into the city on August 14, 2012; the overall total is 20.011 acres.
The Replat complies with all applicable technical requirements of the City of Wylie. ,,,M,
Applicant Discussion
Mr. Joe Helmberger, Helmberger and Associates, 315 Houston, Farmersville, Texas,
representative for the applicant, addressed the Commissioners stating that the Catholic
Church plans on expanding the main sanctuary, and constructing a youth educational
center. The initial master plan is to move the old chapel to sit further back on the lot, and
increase the number of parking spaces. The Catholic Church is in the preliminary design
stages and nothing is ready to submit to the City of Wylie at this time.
Board Action
A motion was made by Commissioner Harris, seconded by Commissioner Smith to
recommend approval to the City Council regarding a Replat of St Anthony Catholic
Church Addition No 2, Lot 1, Block A, subject to additions and/or alterations by the
Engineering Department. The property is generally located north of East Brown Street
and east of North Ballard Avenue. A vote was taken and passed 6 — 0, with
Commissioner Wright being absent.

ADJOURNMENT
A motion was made by Commissioner Dahl, seconded by Commissioner Tamez, to
adjourn the meeting at 6:46 PM. A vote was taken and passed 6 — 0, with Commissioner
Wright being absent.
