Summary:
The applicant is requesting a Specific Use Permit (SUP) on .04 acres in order to establish a
private club serving alcoholic beverages. Specifically, the applicant intends to open a restaurant in
an existing building and is seeking the City's permission to serve alcoholic beverages to his
customers. Currently the property is part of a strip center zoned R (Retail) and developed
accordingly with various retail and business uses. Please note that approval of the SUP does not
authorize other businesses in the strip center to serve alcoholic beverages. Should the Planning
and Zoning Commission and City Council approve the request, the business under consideration
will be the only unit in the strip center permitted to serve alcoholic beverages.
Public Comment Forms were mailed to fifteen (15) property owners within 200 feet of this
request. No Public Comment Forms have been returned.

Issues:
• The Comprehensive Plan recommends retail, commercial, and business uses for the property.
The proposed zoning is consistent with the Comprehensive Plan and compatible with the
surrounding development.
• Although the City of Wylie is encompassed by a dry designation, state statues allow alcoholic
beverages to be served subject to the issuance of a private club registration permit by the
Texas Alcoholic Beverage Commission. The applicant has been issued said permit from the
Texas Alcoholic Beverage Commission.

Summary:
The applicant is requesting rezoning on 202.392 acres in order to develop the property with a
high quality, rail-oriented industrial business park. Currently the property is vacant and zoned for
A (Agricultural), B-1 (Business), SF-A (Single Family Attached), and SF-2 & SF-3 (Single
Family Residential) uses. The properties to the north are vacant and zoned for I (Industrial) and
A (Agricultural) uses The properties to the east and northeast are not within the City of Wylie
proper. The properties to the south are zoned for A (Agricultural) and B-1 & B-2 (Business)
uses and partially developed with a variety of uses, both conforming and non-conforming. The
property to the west is vacant and zoned for MF (Multi-Family) uses. The property to the
northwest is zoned I (Industrial) and developed with military uses (Armory).
Public Comment Forms were mailed to twenty-nine (29) property owners within 200 feet of this
request. No Public Comment Forms have been returned.

Issues:
• The applicant's original application requested an I (Industrial) district classification on the
entire 202.392 acre tract and was advertised accordingly for public hearing. However,
subsequent to the case being advertised for I (Industrial) zoning,the applicant indicated that
they would like to amend their application to include a 300' deep strip of B-1 (Business)
district classification along the southern property line parallel to SH 78. Specifically, the strip
of B-1 (Business) zoning is being proposed in order to provide a buffer along the SH 78
corridor.
• The Comprehensive Plan recommends industrial, retail, commercial, and business uses for the
property. The proposed zoning is consistent with the Comprehensive Plan and compatible
with the surrounding development.
• The applicant is aware that the property must be platted prior to the issuance of any building
permits.

Discussion Item No. 1 RE: Discussion regarding residential zoning districts and
development standards
Background:
The Planning and Zoning Commission requested that staff conduct a survey of other cities
residential zoning districts. The information would be used by the Commission to compare with
the City of Wylie's current residential zoning hierarchy and determine what, if any, changes
should be make or new residential zoning districts established. This would allow more options in
future zoning change requests to be considered.
Attached is the survey conducted by staff which details residential development standards for
various cities similar to Wylie. The survey is provided in order to facilitate a discussion regarding
Wylie's existing residential zoning districts and development standards. Over the next 9-12
months,the City will be updating the Comprehensive Plan. The short term goal should be to
evaluate the City's existing residential districts and standards to determine whether or not changes
are warranted. The long term goal should be to amend the zoning ordinance to modify and
improve single family residential development standards, if warranted, and recommend that they
be implemented with the Comprehensive Plan Update.
Additional items the Planning and Zoning Commission would like to discuss are as follows:
1. Development standards for all zoning district;
2. Thoroughfare screening standards; and
3. Special development standards such as masonry requirements, landscaping, etc.
