3. Consider a recommendation to the City Council regarding a Final Plat for the Wylie Assisted
Living addition, proposed by Cascade Companies, L.L.C., generally located at the northeast
corner of SH 78 and Eubanks Lane and being all of a certain 6.5 acre tract out of the
Francisco De La Pina Survey, Abstract No. 688, City of Wylie, Collin County, Texas, and
being a part of Lot 1, Block A, of Woodlake Village, an addition to the City of Wylie, as

The meeting was called to order at 7:00 P.M. by Chairman, Steve Ahrens.
INTRODUCTIONS
Chairman, Steve Ahrens introduced and welcomed two new Planning and Zoning Commissioners:
Mr. Don Hughes and Mr. Carter Porter.
CONSENT AGENDA
1. Approval of September 21, 1998 Regular Business Meeting Minutes.
• Corrections - Page 4 change "Cecilia" to "Mrs. Wood or Cecilia Wood".
Motion: A motion was made by Eric Hogue, Seconded by Sharon Dowdy
to approve the October 2, 1998, Regular Business Meeting Minutes with noted
corrections.

PUBLIC HEARINGS
1. ZC. No. 98-11:Public Hearing and a recommendation to the City Council regarding a request
from Zlan, Ltd., for approval of a Temporary Specific Use Permit (SUP) for a commercial
outdoor amusement(proposed driving range)on the property generally located at the northeast
corner of FM 1378 and Brown Street and being a portion(9 acres) of a 23.4971 acre tract of
land conveyed to C.B.A. Enterprises by substitute trustee's deed recorded in Volume 2612,
Page 605, Deed of Trust Records of Collin County, Texas.
Discussion among Commissioners:
Commission is concerned about granting a Temporary Specific Use Permit (SUP). Section 23.2
Specific Use Section of the City of Wylie, Code of Ordinances refers to Temporary SUP.
Mindy Manson's Update:
This case was originally heard at the P &Z meeting on September 1, 1998. The Commission
recommended denial by a vote of 4-2 to Council and Council sent it back to P &Z for review.
One (1)public comment was returned on this zoning case in favor.
Discussion with Applicant: George Spencer, 1615 Brown Street, Zlan Ltd.
• The netting height was changed to 60 feet in height and 200 feet in length rather than 40 feet
across the back, along FM 1378.
• From the t-box to FM 1378 is 260 or 265 yards.
• A"limit flight" ball can be used if necessary.
• Mr. Spencer said the grass handicap ramp is up to ADA standards.
• Tee deck is not concreted at this time
• Mr. Spencer did state the City has done an overall approval of the parking lot and they are
waiting for the Fire Marshal's inspection. Staff does not have any information at this time
regarding the parking area.
• The main building is 20' X 30' with a covered walk and patio area.
• The regular hours of operation will be from 7 am - 10 pm and closed from 2 am- 5 am. The
other hours are hours not mentioned for holiday or extended hours.
Public Hearing...
• No comments in favor or in opposition.
Motion: A motion was made by Sharon Dowdy, Seconded by Julie Schmader to recommend denial
to City Council.

1. Make a recommendation to the City Council regarding a Final Plat for the Lakeside Estates Phase
I addition, proposed by Carter and Burgess, Inc. for Vista Oaks Development, generally located
along the north side of the railroad at the northwest corner of FM 544 and Springwell Parkway
(Marshall Lane), and being all of a certain 39.529 acre tract out of the Moses Sparks Survey,
Abstract No. 849, City of Wylie, Collin County, Texas.
Mindy Manson Update:
This plat was seen by P&Z at the September 21, 1998 meeting and tabled to tonight's meeting.
The Concept Plan and Zoning has been approved. The discussion at the previous meeting was
about a 50 foot section at the south end adjacent to railway. There was to be a berm and
drainage ditch. Greg MacLean the City Engineer does believe both the berm and ditch can be
accommodated within this 50 foot section. Staff is recommending this item to be tabled.
Discussion with applicant:
Brad Meyer, Carter and Burgess.
• Another engineering firm originally platted this property and it was just discovered that this
property would have to have a drainage added in that area.
• Carter and Burgess are proposing a four to one ditch for a varied height berm. The ditch is
running 5 feet deep,40 feet long with 10 feet left over. The ditch is "V" bottom, and earthen.
• Commission have concerns with the ditch being open to the park. This is a safety hazard for
children.
• Brad Meyer said they could look at putting a fence along the railway. Wood fencing along the
railroad track and open style fencing between ditch and park
• Brad Meyer said it would be to costly to build a culvert ditch covered with a berm.
• The water runoff is 90 CSF.
• The ditch will be maintained by the Home Owner's Association (HOA).
• The deed restrictions state that if the HOA should fail the City will have the authority to
receive the fees and maintain the area.
• Suggestion from Commission is to give the ditch a pond effect by adding Gabian Rock and a
wrought iron fence between the park and the ditch/landscaped area.
• Fences would be maintained by HOA.
Motion: A motion was made by Eric Hogue, Seconded by Sharon Dowdy to table indefinitely.

Park Board is looking at the Park Land Dedication Ordinance. The current park land dedication is
one (1) acre per 133 dwelling units, and the fee is set at $225.00 per lot.

Summary:
The final plat under consideration is the Wylie Assisted Living Addition. The applicant is
replatting 6.5 acres of Lot 1, Block A, of the Woodlake Village Addition in order to develop the
property with a assisted living facility. The property is currently vacant, platted as Lot 1, Block
A, of the Woodlake Village Addition, and zoned for B-2 (Business) uses.
Issues:
• Staff has reviewed the proposed plat for the Wylie Assisted Living Addition and found
it to be in compliance with the Subdivision Regulations and other pertinent ordinances
of the City of Wylie.
Financial Considerations:
• Impact fees for this area were paid when the original plat was filed (1987). Said fees amount
to $88,614.31

Lakeside Estates Phase I

Location: Generally located along the north side of the railroad at the
northwest corner of FM 544 and Springwell Parkway
(Marshall Lane).
Existing Zoning: PD (Planned Development) for single family uses.
Summary:
The fmal plat under consideration is the Lakeside Estates Phase I addition. The applicant is final
platting 39.529 acres in order to develop the property with 146 single family lots. The
development also incorporates one city park and one community park. The city park will
incorporate soccer fields and off-street parking to be utilized by the general public. The
community park incorporates a cabana, swimming pool, and off-street parking to be utilized and
maintained by the Home Owner's Association (HOA). The property is currently vacant,
unplatted, and zoned PD (Planned Development) for single family uses.
Issues:
• Staff has reviewed the proposed fmal plat and found it to be in compliance with the
Subdivision Regulations and other pertinent ordinances of the City of Wylie except for
off-site easements. Specifically, the applicant intends to utilize off-site 20' and 40'
temporary drainage easement along the western and northern property lines during the
construction phase of this development. Staff recommends that the applicant forward
copies of said temporary easements to the Community Development Department prior
to being scheduled for hearing by the City Council. The applicant is aware and has
agreed.
Department of Planning, 10/26/98
• The construction plans applicable to this development indicate that the storm
sewer/drainage for the property to the north will be redirected accordingly when said
property is developed and, therefore, not affect the integrity of the system being
constructed in association with the development under consideration. The applicant
has stated that they have an agreement with the property owner to the north that
indicates the topography of said property to the north will be cut down to redirect the
drainage to the north. Staff recommends that the applicant forward a copy of said
agreement to the Community Development Department prior to being scheduled for
hearing by the City Council. The applicant is aware and has agreed.
• The applicant is aware that the PD (Planned Development) zoning encompassing this
property stipulates that secondary access shall be required for the development at the
time one of the following three events occur:
1. Application for housing permits have been submitted for 50% of the lots within
the Development Plan of Lakeside Estates Phase I or the Development Plan of
Sage Creek Phase I;
2. At the time of submittal of any additional phases within the Lakeside Estates
Concept Plan, approved by City Council on November 11, 1997.
3. Two calendar years beginning with the date of adoption of the zoning
encompassing this property (January 27, 1998).
• The applicant is aware that all impact and development inspection fees must be paid
prior to a request for the final plat to be placed on the City Council agenda for
"Approved for Construction".
Financial Considerations:
Impact fees for this development amount to $315,549.81
Planning and Zoning Commission Update:
At the September 21, 1998, Planning and Zoning Commission meeting, the Commission indicated
that the Conceptual Plan for this development incorporated a landscaped sound berm along the
southern property line parallel to the railroad right-of-way. Due to the fact that the final plat
under consideration did not incorporate said berm, the Commission voted unanimously to table
the case to the October 6, 1998, Planning and Zoning Commission meeting so that staff could
research the issue as it relates to the approved Conceptual Plan.
At the October 6, 1998, Planning and Zoning Commission meeting, the Commission voted
unamiously to postpone this case indefinitely in order to allow staff and the applicants an
opportunity to meet, discuss and resolve the issue.
In order to resolve the issue and ensure a quality development, the applicant has incorporated a
landscape and berming plan which will be part of the improvements built during the construction
phase of this development. The plans call for a three (3) foot high berm with shrubs and trees
planted in clusters on 100'-120' centers.

The Final Plat shall generally conform to the Preliminary Plat, as approved by the City Council and
shall be drawn legibly to show all data on a scale not smaller than 1" = 100'with a graphic scale
provided. Six sets of direct prints and three Mylars of all originals, plus one on Mylar to be 17-1/2"
x 23-3/4" shall be submitted. Plats prepared using AutoCad or other computer aided design
techniques shall also provide a copy of all drawings on diskette to the City.

Summary:
The preliminary plat under consideration is for the Southfield Estates manufactured home
subdivision. The applicant intends to plat 34.5528 acres of land in order to develop the property
with a manufactured home subdivision. The property is currently vacant, unplatted, and zoned for
MH (Mobile Home) and R(Retail) uses.
Issues:
• Staff has reviewed the proposed preliminary plat found it to be in compliance with the
Subdivision Regulations and other pertinent ordinances of the City of Wylie.
• The minimum development standards permitted within an MH zoning district are
7,200 square foot lots and 1,000 square foot manufactured homes. All of the 135
residential lots being proposed meet the minimum standards.
• The proposed development may be encompassed by the Eastfork Special Utility
District. The applicant is aware that it is their responsibility to secure water service
should the property be within the Eastfork Special Utility District (Note # 10).

• The development is being proposed as a mobile home subdivision with all
improvements being dedicated to the city. As a result, all improvements must meet the
city's minimum design standards. Greg MacLean, our consulting engineer with the
Hogan Corporation, has met with the applicant and his engineer regarding said
improvements for this subdivision. Preliminary construction plans indicate that the
applicant will be constructing a new lift station and sanitary sewer system to serve this
development.
• Lots 4-6, Block A, are double frontage lots. The applicant has added a note to the
plat establishing the Emerald Lane frontage as the front yard.
Financial Considerations:
Not applicable
Staff Recommendation:
Approval, subject to the following stipulations:
1. Engineering approval of the final drainage plans and sewer connections.
2. Add note 8 to the plat which shall read "All sewer lines to be 8"DIA. (Min).
3. The note directly above the legend being revised to indicate that both the sanitary
sewer system and drainage system shall be dedicated to the City of Wylie.
The Department's of Public Works, Fire, and Community Development concur with this
recommendation.
