02-06-2007 (Planning & Zoning) Minutes Wylie Planning and Zoning Board CITY OF WYLIE Minutes Wylie Planning & Zoning Board Tuesday, February 6, 2007 —7:00 pm Wylie Municipal Complex— Staff Conference Room 2000 Highway 78 North CALL TO ORDER Chairman Larson called the meeting to order at 7:03PM and stated that a quorum was present. In attendance were: Chairman Larson, Commissioner Ames, Commissioner Finnell, Commissioner Onufreiczuk, and Commissioner Bennett. Commissioner Goss arriving late and Commissioner Gregg was absent. Staff members present were Renae 011ie, Charles Lee, Jasen Haskins, and Mary Bradley. INVOCATION & PLEDGE OF ALLEGIANCE Commissioner Bennett gave the invocation and Commissioner Finnell led the pledge of allegiance. Afterwards, Commissioner Goss arrived. CITIZENS COMMENTS No one approached the Commissioners. CONSENT ITEMS 1. Consider and act upon approval of the Minutes from the January 16, 2007 Regular Meeting. A motion was made by Commissioner Ames, and seconded by Commissioner Finnell, to approve the minutes from January 16, 2007, regular meeting as submitted with no changes or corrections noted. Motion carried 4 — 0, with Commissioner Bennett and Commissioner Onufreiczuk abstaining. Minutes February 6, 2007 Wylie Planning and Zoning Board Page 1 of 4 ACTION AGENDA ITEMS 1. Consider a recommendation to the City Council regarding a Final Plat for Broadstone Woodbridge. The plat creates a single lot on 20.4 acres, generally located south of FM 544 between Hooper Road and Wylie High School. Mr. Lee stated that the property totals 20.400 acres and creates a single lot for Multi-Family development. The subject property is part of the larger Woodbridge North Addition, approved in 2003 by Planned Development 2003-01. With no questions for the applicant or staff, a motion was made by Commissioner Onufreiczuk, and seconded by Commissioner Ames, to recommend approval to the City Council regarding a Final Plat for Broadstone Woodbridge. Motion carried 6 — 0. PUBLIC HEARING 1. Hold a Public Hearing and consider a recommendation to the City Council regarding a change in zoning from Neighborhood Services (NS) to Light Industrial (LI) for 4.6 acres generally located north of Brown Street and approximately 390 feet east of Eubanks Lane. ZC 2007-01 Mr. Lee stated that the property is located north of Brown Street and approximately 390 feet east of Eubanks Lane. The applicant is requesting to rezone 4.6 acres from Neighborhood Services (NS) District to Light Industrial (LI) District. Properties to the north and west are zoned LI and being used for Light Industrial purposes. The Comprehensive Land Use Plan recommends Light Industrial zoning on the subject property as well as the properties to the north and west. Twenty-three (23) notifications were mailed, with one written response returned favoring and two in opposition of the request. Chairman Larson opened the Public Hearing. With no one approaching the Commission, Chairman Larson closed the Public Hearing. With no questions for Staff or the applicant, a motion was made by Commissioner Bennett, and seconded by Commissioner Onufreiczuk. Motion carried 6 — 0. Hold a Public Hearing and consider a recommendation to the City Council regarding an amendment to Article 5, Section 5.1 (I) Wholesale, Distribution & Storage establishing regulations specifying the location of Mini-warehouse (Self-Storage) uses throughout the City. Ms. 011ie stated that at the November 7, 2006 meeting the Commission directed staff to pursue amending the regulation of Mini-warehouse uses through out the City. The current Zoning Ordinance allows the use by right within the Commercial Corridor (CC), the Light Industrial (LI) District and with a Special Use Permit (SUP) within the Community Retail (CR) District. The proposed amendment would allow the use by right within the LI and Heavy Industrial District, with an SUP in the CC District, and would be prohibited within the CR District. The CC District as stated in the Philosophy of the Comprehensive Plan is a commercial land use that provides retail goods and personal services as well as employment opportunities. The uses support the local residential population by generating traffic and are located along thoroughfares and major intersections. The CR District is intended to serve residential neighborhoods with comparison shopper's goods as well as convenience goods and personal services and located at major intersections. Mini-warehouse uses are categorized as Wholesale, Distribution and Storage Uses within the Zoning Ordinance and are not considered a major traffic generator. Therefore Staff is recommending that Section 1.6 Mini-warehouse (Self-Storage) be amended to reflect as a prohibited use within the CR District, allowed with a SUP within the CC District, and allowed by right within the LI and HI Districts. Chairman Larson opened the Public Hearing. With no one approaching the Commission, Chairman Larson closed the Public Hearing. A motion was made by Commissioner Onufreiczuk, and seconded by Commissioner Ames, to recommend approval to the City Council to amend Article 5, Section 5.1(I) of the Zoning Ordinance.
